What about measuring, for example, improved productivity? Or, while it might be difficult to measure, improved quality of life across socioeconomic classes? <BR/><BR/>Many regional economic development organizations are moving away from a traditional recruitment model towards a "grow your own" model that fosters innovation and entrepreneurship in existing companies, positive results of which may not always be restricted to size of a company or number of jobs created.
