Thinking about social class


Marx's theory of social class is founded on the idea of conflict of interest defined by the property system.  Marx puts the point this way in the Communist Manifesto: “History is a history of class conflict.” And his inference from this fact: “Workers of the world, unite; you have nothing to lose but your chains” (Marx and Engels 1848). Individuals belong to classes depending on their position within the social property system.  The social property system defines the access and use enjoyed by different groups of the resources available to a society at a given period of history.  The primary resources are capital, land, and labor.  (We might now want to add "knowledge" and "data" to this list of categorical resources.) Individuals belong to classes defined by the type of access and use they have to what kinds of resources.  

This is a structural definition of the concept of class. A person’s class is defined by his or her position within a system of property relations, defining one’s location with a structure of domination, control, and exploitation. The group of people who share a similar position within the property relations of a society constitute a class. Their circumstances, resources, and opportunities are similar to those of others in the class, and they have common interests that are in opposition to members of some other classes. So class works as a social sorting process: individuals are tracked into one class or another through specific sociological mechanisms (schooling, parental attitudes, neighborhood). And it works to assign very different ranges of material outcomes to members of the various groups; working-class families wind up more poorly educated, less healthy, and more vulnerable to economic fluctuations than their counterparts in the landlord class, the financial elite class, or the capitalist class. Part of the challenge of developing a sociology of class involved identifying some of the concrete pathways of difference created by class with respect to specific opportunities – education, health, adequate nutrition, access to creative work, and other important social resources.  

Status and consciousness are also part of the sociology of class. And, of course, there is the concrete sociological task of better understanding the lived experience of people who wind up in the various segments of the class system. Individuals develop specific features of mentality out of the experience they have in the class environments of their parents, their schools, and their workplaces. And these differences in turn give rise to differences in behavior -- consumer behavior, political behavior, and inter-group behavior. And members of a class may acquire a common perspective on their situation -- they may come to diagnose the social relations around them in a similar way, they may come to a common “class consciousness” that leads them to engage in collective action together.

Evidently, the groups that own capital and land have access to material resources that owners of labor power do not; so capitalists and landlords have social advantages lacked by proletarians.  Proletarians gain access to material goods by selling their labor power to owners of capital and land; they become wage laborers.  Class relations create substantial differences of material wellbeing and substantial inequalities of wealth and income.  By controlling the wealth constituted by capital and land, these privileged classes are able to take a disproportionate share of society's wealth.  The great modern social classes, in Marx's historical analysis, are the bourgeoisie (capital and land) and the proletariat (wage labor).  In feudalism the great classes were the feudal aristocrats (owners of land and rights in the labor of serfs) and serfs (usufruct of small parcels of land, labor obligations to the lord).

Class and property are thus conceptually intertwined.  An economic structure can be defined as a system for producing social wealth in which productive resources and the results of production are unevenly divided across different groups. Classes are the major social positions within an existing economic structure. Producers create wealth through their labor and creativity; property owners extract a part of this wealth through a system of social relations that privilege them.  Another way of putting the point is to ask: where does the individual gain his/her income -- from the sale of labor time, from the sale or rent of physical assets, or from the sale or rent of expertise? Workers derive their income from the sale of their labor time; capitalists, financiers, and landlords derive their income from their ownership of physical and financial resources, and professionals, experts, and intellectuals derive their income from their possession of scarce expert knowledge and skills. 

In nineteenth-century France we might have classified the population into land owners, capital owners, wage laborers, artisans, professionals (accountants, architects), intellectuals, government officials, civil service workers, small merchants, smallholding farmers, tenant farmers, landless workers, and lumpenproletariat. And these groups can be roughly triangulated according to their ownership of three major elements: labor power, valuable skills and knowledge, and economic assets (land, property, wealth). Within any society there are groups that fall outside the primary classes -- small traders, artisans, small farmers, intellectuals. But it is central to Marx's theory of class, that there is a primary cleavage between owners of the means of production and the direct producers, and that this cleavage embodies a fundamental conflict of interest between the two groups. 

Classes, according to Marx, also constitute a system of exploitation: a system in which a substantial share of the fruits of social production are transferred from one group to another, through the normal workings of the social-property system. The producing class is exploited by the ascendant class: wealth is transferred from producers to owners. Serfs and lords, slaves and masters, workers and owners represent the primary classes of feudalism, ancient slavery, and nineteenth century capitalism. The proletariat produces surplus value, and the bourgeoisie gains ownership of this surplus through the workings of the property system, in the form of profits, interest, and rents. As Marx puts it in Capital:

He, who before was the money owner, now strides in front as capitalist; the possessor of labour power follows as his labourer. The one with an air of importance, smirking, intent on business; the other, timid and holding back, like one who is bringing his own hide to market and has nothing to expect but—a hiding.

Finally, the theory of class suggests the need for a theory of class consciousness: the ways in which members of distinct classes understand their roles in society, and the social relationships that largely determine their fates.  Marx’s concept of ideology is intended to express the notion that large system of ideas serve a social function of concealing the conflictual nature of the property and class system in which people find themselves.  The concept of false consciousness falls within this notion; members of a class possess false consciousness when they seriously misconstrue the nature of the social relations within which they live.

The explanatory thrust of the theory of class goes along the lines of a sociological hypothesis: people who have a similar location within a system of property relations will also develop other important similarities: similarities of thought, values, style, behavior, and politics, for example. And so Marx believed that structurally-defined classes of people were likely to further develop a similar class consciousness -- a similar framework of thought in terms of which they understand the social forces around them; and he expected that classes of people would come to share a signature framework of political motivation -- a set of ideas, interpretations, and values that would motivate them to engage in collective action together.

Did Marx invent "class conflict"?



Marx offered several theories of the modern world that he observed around him in mid-nineteenth-century Britain that have influenced much of turmoil that ensued in the following century and a half -- theories about the "capitalist mode of production," about the role that class conflict plays in historical change, about the determinants of the actions of the state. These themes are expressed in Capital, and in the The German Ideology and The Communist Manifesto decades earlier. So one might imagine that these are theoretical constructions of Marx's imagination, a particular way of interpreting the social realities that he observed. The Right blames "Marxism" for discontent among many citizens in western democracies. Marx was a "radical," and his radical vision of conflict and exploitation guided his narrative about the nature of modern capitalist society. Adam Smith had one vision of the emerging modern society, Thomas Carlyle had a different one, and Marx had a yet another. The reason working people are discontent, according to the Right, is that there's too much Marxism around, too many critical theories that provoke conflict.

But is this the right way of thinking about the matter? I don't think so. It puts the poet of modernity first, with imagination and rhetoric, and the concrete social processes and contradictions second. But that gets the story backwards. Ideas, including ideas about social relations among different groups in society, have had a role in historical development in the two-plus centuries of economic development since Mr. Watt turned on his steam engine. But the real history was written by actors and groups, considering and framing their own struggles, and seeking to maintain their footing in a changing world. These actors were often illiterate, poor, and disadvantaged. But they brought their own practical understanding to their situation in the social world; they brought social identities, they brought moral frameworks, and they brought practical skills of action and interaction to their struggles to secure their livelihoods and dignity.

Consider the brief sketches that Charles Tilly offered in 1978 of "collective action" in early modern Britain in From Mobilization to Revolution. Here Tilly has described two "riots" by ordinary villagers in 1765 against the establishment of new "houses of industry" (poorhouses where the poor were compelled to work for food).
The confrontations at Nacton and Saxmundharn acted out pervasive characteristics of eighteenth-century conflicts in Great Britain as a whole. While David Hume and Adam Smith worked out the relevant theories, ordinary Britons fought about who had the right to dispose of land, labor, capital, and commodities. Attacks on poorhouses, concerted resistance to enclosures, food riots, and a number of other common forms of eighteenth-century conflict all stated an implicit two-part theory: that the residents of a local community had a prior right to the resources produced by or contained within that community; that the community as such had a prior obligation to aid its weak and resourceless members. And these protests were not guided by "revolutionaries" in the background; neither were they inarticulate cries of protest against changes they could not understand. Rather, these ordinary villagers recognized well the actions that were being taken against them, and they came forward to resist.
Not that the fighters on either side were mere theorists, simple ideologues, hapless victims of shared delusions. Real interests were in play. The participants saw them more or less clearly. At two centuries' distance, we may find some of their pronouncements quaint, incomprehensible, or hopelessly romantic. In comfortable retrospect, we may question the means they used to forward their interests: scoff at tearing down poorhouses, anger at the use of troops against unarmed crowds. Yet in retrospect we also see that their actions followed a basic, visible logic. The more we learn about eighteenth-century changes in Great Britain, the clearer and more compelling that logic becomes.
The struggle did not simply pit different ways of thinking about the world against each other. Two modes of social organization locked in a battle to the death. The old mode vested power in land and locality. The new mode combined the expansion of capitalist property relations with the rise of the national state. Many other changes flowed from that fateful combination: larger-scale organizations, increasing commercialization, expanded commercialization, the growth of a proletariat, alterations of the very texture of daily life. The new mode won. The world of the moral economy dissolved. But when ordinary eighteenth-century Britons acted collectively at all, usually they acted against one feature or another of this new world. On the whole, they acted in defense of particular features of the moral economy. (4)
Tilly's interest in this book is a familiar one that recurs throughout his long career: analyzing the historical details that provide sociological insight into the processes of "mobilization and rebellion" when men and women find themselves in circumstances that are existentially threatening for themselves and their families. And yet, Tilly understood what Marx sometimes did not: that it is not true that "workingmen unite, you have nothing to lose but your chains." In any real historical situation (except perhaps the Warsaw ghetto during the uprising, or with Spartacus in Thrace) the potential rebels always have something to lose; mobilization and rebellion are always risky and costly. Mobilization and rebellion require explanation.

Here Tilly provides a very compact description of Marx's theory of class as Marx works it out in his analysis of the politics of the 1848 revolution in France:
If that is so, we might pay attention to Marx's mode of analysis. Implicitly, Marx divided the entire population into social classes based on their relationships to the prevailing means of production. Explicitly, he identified the major visible actors in the politics of the time with their class bases, offering judgments of their basic interests, conscious aspirations, articulated grievances, and collective readiness for action. Classes act, or fail to act. In general, individuals and institutions act on behalf of particular social classes. (There is an important exception: in analyzing Louis Napoleon's seizure of power, Marx allowed that those who run the state may act, at least for a while, in their own political interest without reference to their class base.) In analyzing readiness to act, Marx attached great importance to the ease and durability of communications within the class, to the visible presence of a class enemy. When Marx's political actors acted, they did so out of common interests, mutual awareness, and internal organization. (13)
So, no, Marx did not invent class conflict. Marx was not the inventor of class conflict or the spark who ignited a motivation to find a pathway to fundamental change in the relations of power and property that govern the lives of ordinary people. Rather, he was the John Snow of early capitalism, the scientist who worked out which pump handle was giving rise to the cholera of fundamental inequality. As that timeless philosopher, Bob Dylan, put it, "You don't need a weatherman to know which way the wind blows." Marx was the weatherman, not the weather. E.P. Thompson put the point vividly in The Making of the English Working Class: class was "made" through concrete historical experiences, and conflict was an unavoidable component of this making; link.

Who, then, is the actual author of "class conflict"? The modern world, with its economic relations governed by a system of property guaranteeing various extremes of inequality, and no guarantee that a humane social contract will emerge protecting the life interests of all parties -- this is the circumstance that invented class conflict. There are powerful, pervasive features of our economic system that generate and deepen inequalities. The only check to this process is the organized strength of ordinary men and women, demanding a fair share of social cooperation, and all too often this countervailing force has not been sufficient. Social democracy  is a solution (linklink, link, link) -- provision of extensive prerequisites of a decent human life to every individual (education, healthcare, access to a job); full and equal rights of political participation, real equality of opportunity, use of progressive taxation to ensure that everyone benefits from economic cooperation -- and yet social democracy has been unconscionably hard to sustain in western democracies.

And in case anyone thinks that this is just an antiquarian question, relevant to Nacton and Saxmundharn in 1765 but not to Detroit, Atlanta, or Seattle today -- just consider the devastation created by the current pandemic for people all over the country who are on the disadvantaged side of the buffet line: disproportionately without healthcare, disproportionately represented in "frontline" positions in the coronavirus pandemic, disproportionately forced to return to work in unsafe conditions or lose what slender entitlements they currently possess, disproportionately represented in the lists of sick and dying, ... This is class conflict in our contemporary world. And the genuinely important question for Chuck Tilly's successors is this: what kinds of mobilization are possible in 2020 to address the appalling inequalities of power, property, opportunity, and wellbeing our society has created? How can ordinary working people achieve and maintain the social democracy (link) that alone promises to fulfill the compact of the equal freedoms and human fulfillment of all people?

Hegel on labor and freedom



Hegel provided a powerful conception of human beings in the world and a rich conception of freedom. Key to that conception is the idea of self-creation through labor. Hegel had an "aesthetic" conception of labor: human beings confront the raw given of nature and transform it through intelligent effort into things they imagine that will satisfy their needs and desires.

Alexandre Kojève's reading of Hegel is especially clear on Hegel's conception of labor and freedom. This is provided in Kojève's analysis of the Master-Slave section of Hegel's Phenomenology in his Introduction to the Reading of Hegel. The key idea is expressed in these terms:
The product of work is the worker's production. It is the realization of his project, of his idea; hence, it is he that is realized in and by this product, and consequently he contemplates himself when he contemplates it.... Therefore, it is by work, and only by work, that man realizes himself objectively as man. (Kojève, Introduction to the Reading of Hegel)
It seems to me that this framework of thought provides an interesting basis for a philosophy of technology as well. We might think of technology as collective and distributed labor, the processes through which human beings collectively transform the world around themselves to better satisfy human needs. Through intelligence and initiative human beings and organizations transform the world around them to create new possibilities for human need satisfaction. Labor and technology are emancipating and self-creating. Labor and technology help to embody the conditions of freedom.

However, this assessment is only one side of the issue. Technologies are created for a range of reasons by a heterogeneous collection of actors: generating profits, buttressing power relations, serving corporate and political interests. It is true that new technologies often serve to extend the powers of the human beings who use them, or to satisfy their needs and wants more fully and efficiently. Profit motives and the market help to ensure that this is true to some extent; technologies and products need to be "desired" if they are to be sold and to generate profits for the businesses that produce them. But given the conflicts of interest that exist in human society, technologies also serve to extend the capacity of some individuals and groups to wield power over others.

This means that there is a dark side to labor and technology as well. There is the labor of un-freedom. Not all labor allows the worker to fulfill him- or herself through free exercise of talents. Instead the wage laborer is regulated by the time clock and the logic of cost reduction. This constitutes Marx's most fundamental critique of capitalism, as a system of alienation and exploitation of the worker as a human being. Here are a few paragraphs on alienated labor from Marx's Economic and Philosophical Manuscripts:
The worker becomes all the poorer the more wealth he produces, the more his production increases in power and size. The worker becomes an ever cheaper commodity the more commodities he creates. The devaluation of the world of men is in direct proportion to the increasing value of the world of things. Labor produces not only commodities; it produces itself and the worker as a commodity – and this at the same rate at which it produces commodities in general. 
This fact expresses merely that the object which labor produces – labor’s product – confronts it as something alien, as a power independent of the producer. The product of labor is labor which has been embodied in an object, which has become material: it is the objectification of labor. Labor’s realization is its objectification. Under these economic conditions this realization of labor appears as loss of realization for the workers objectification as loss of the object and bondage to it; appropriation as estrangement, as alienation. 
So much does the labor’s realization appear as loss of realization that the worker loses realization to the point of starving to death. So much does objectification appear as loss of the object that the worker is robbed of the objects most necessary not only for his life but for his work. Indeed, labor itself becomes an object which he can obtain only with the greatest effort and with the most irregular interruptions. So much does the appropriation of the object appear as estrangement that the more objects the worker produces the less he can possess and the more he falls under the sway of his product, capital. 
All these consequences are implied in the statement that the worker is related to the product of labor as to an alien object. For on this premise it is clear that the more the worker spends himself, the more powerful becomes the alien world of objects which he creates over and against himself, the poorer he himself – his inner world – becomes, the less belongs to him as his own. It is the same in religion. The more man puts into God, the less he retains in himself. The worker puts his life into the object; but now his life no longer belongs to him but to the object. Hence, the greater this activity, the more the worker lacks objects. Whatever the product of his labor is, he is not. Therefore, the greater this product, the less is he himself. The alienation of the worker in his product means not only that his labor becomes an object, an external existence, but that it exists outside him, independently, as something alien to him, and that it becomes a power on its own confronting him. It means that the life which he has conferred on the object confronts him as something hostile and alien.
So does labor fulfill freedom or create alienation? Likewise, does technology emancipate and fulfill us, or does it enthrall and disempower us? Marx's answer to the first question is that it does both, depending on the social relations within which it is defined, managed, and controlled.

It would seem that we can answer the second question for ourselves, in much the same terms. Technology both extends freedom and constricts it. It is indeed true that technology can extend human freedom and realize human capacities. The use of technology and science in agriculture means that only a small percentage of people in advanced countries are farmers, and those who are enjoy a high standard of living compared to peasants of the past. Communication and transportation technologies create new possibilities for education, personal development, and self-expression. The enhancements to economic productivity created by technological advances have permitted a huge increase in the wellbeing of ordinary people in the past century -- a fact that permits us to pursue the things we care about more freely. But new technologies also can be used to control people, to monitor their thoughts and actions, and to wage war against them. More insidiously, new technologies may "alienate" us in new ways -- make us less social, less creative, and less independent of mind and thought.

So it seems clear on its face that technology is both favorable to the expansion of freedom and the exercise of human capacities, and unfavorable. It is the social relations through which technology is exercised and controlled that make the primary difference in which effect is more prominent.

In an earlier post I suggested rethinking some of Lucien Goldmann's contributions to Marxist theory.

In order to put Goldmann's ideas into context it is worthwhile turning to Tony Judt's excellent book, Marxism and the French Left: Studies on Labour and Politics in France, 1830-1981. Judt addresses the relevant time period in chapter 4, “French Marxism 1945-1975.” The chief thinkers to whom he refers in this chapter include Althusser, Merleau-Ponty, Castriadis, Lefebvre, Goldmann, and Gorz. It is clear that this was an important part of French intellectual life and politics during this period, whether we are thinking of the electoral strength of the French Communist Party or the whirlwind of activism in the streets in 1968. Were there elements of French Marxist theory in those years that can make an important contribution to contemporary issues?

Judt is an absorbing observer of intellectual and political currents. One aspect of his insight derives from his attention to context:
They [Sartre and Althusser] are users of a certain sort of political language at a certain moment in a very particular society, and our concern must be to learn just what that language meant at the moment of its appearance, for user and hearer alike. My contention in this essay will be that the theory and practices of marxism in France were unusually bound up with the political struggles and allegiances of the protagonists, and more generally with the terms of political argument in modern France. So it isn't enough to identify big ideas and themes within the Left generally; rather, we need to pay close attention to the nuances of language and reference that were current at specific points in time in the French culture sphere.

Here is how Judt summarizes the primary issues of French post-war Marxism:
The concerns of marxist intellectuals in France since 1945, while varying in emphasis, have been concentrated steadily upon five discrete areas of ideological and political interest. These are the theory of a proletariat, the role of a revolutionary party, the interpretation of Stalinism, the status of the individual in marxist thought, and marxism itself as an object of study. The shifts in emphasis within and between these themes have never amounted to an unconcern with any one of them, but the varying degrees of interest have undoubtedly reflected changing circumstances. The order in which I have listed these themes, then, is consonant with the chronology just presented, and it therefore does little violence to the material, and reflects a certain historical symmetry, to take them in turn. (kl 3445)
Judt devotes the rest of the chapter to these issues and the ways in which they developed through the polemics of the 1960s.

A key intellectual factor that Judt emphasizes in this period is the injection of Hegel into French intellectual life. Kojeve in particular introduced a reading of Hegel’s Phenomenology (Introduction to the Reading of Hegel: Lectures on the Phenomenology of Spirit) that had large impact in France, and the writings of the early Marx (most influenced by Hegel) came to have a substantial appeal to some French intellectuals.
The essence of marxism was now its theory of human alienation, the conditions of that alienation and the necessity of overcoming this condition. All else, being secondary, could therefore be taken on trust. (kl 3152)
Judt points out an important paradoxical consequence of this Hegelian turn in French post-war marxism: an increasingly wide separation between theory (the views of the philosophers) and practice (the rigid economic and political doctrines of the French Communist Party, the PCF). And the latter in turn was increasingly entwined with the crimes of Stalinism and the USSR:
Stalinism made it difficult to be ‘with’ the PCF, but history made it impossible to be against it. Above everything, intellectuals in these years strove to define themselves with reference to the Communists, to share their myths and move on their terrain. (kl 3191)
Althusser made part of his reputation by insisting on a fundamental break between the early Marx and the “mature” Marx of Capital. Judt understands this intellectual swerve on Althusser’s part in political terms — as a way of separating Marxism from the crimes of Stalinism. By denigrating the “humanist” Marx and favoring the impersonal “structuralist” Marx, Althusser appeared to leave little room for moral criticism of Stalinism and the behavior of the Communist Party of the USSR or other countries.
The Althusserian approach rejected all interest in the ‘humanist’ Marx at about the time when humanism had run its course as an intellectual fashion in Paris. By focusing on structures, both in society and in the argument itself, Althusser diverted attention from human acts (and thus human errors) and thereby swept away ten years of guilt over the ‘mistakes’ and ‘deviations’ of Stalin. Regrettably, reading Judt on this period makes me less inclined to think that this is a good place to turn if we are interested in re-discovering insights in the Marxist tradition that may be pertinent to the issues we face today. The debates over the role of the proletariat that he rehearses seem arcane today, and Althusser's philosophical arguments about structure and theory seem even less relevant to today's issues.

Maybe the reason for this lack of relevance derives from an old Marxian trope -- the relation of theory to praxis. The problems we face today are not chiefly problems of theory. These are problems of substantial, enduring, and entrenched inequalities of power, opportunity, and wealth. And the challenge in front of attacking these inequalities is not a deficiency of theory, it is the pervasiveness of those inequalities themselves. Was Althusser grappling with the real and pressing social problems of post-war France? Or was he grappling in a typically philosophical way with conceptual problems raised by a particularly dense body of texts? The latter seems to be closer to the mark -- a point Judt seems to endorse:
With Althusser we are seeing the belated revenge of the French idealist heritage, asserting its primacy in the very act of justifying the most materialist of marxisms. (kl 4049)
And Judt offers a small theory based on historical circumstances to account for this turn to philosophy within Marxism:
The years 1945–75 do seem to confirm Karl Korsch’s insight, to the effect that Marx the philosopher surfaces in moments of revolutionary optimism, but that in what Merleau-Ponty was to call ‘des périodes d’affaissement’ subject and object disassociate and flexible relations become, for marxist observers, immutable structures. (kl 4102)
So if not Althusser and Goldmann, then to whom might we turn for some fresh thinking and new insights about contemporary society from a Marxian point of view? Still on the horizon are Lukács, Horkheimer, and Adorno -- the subjects of several posts in the past as well as some upcoming entries.

Lucien Goldmann on dialectics and history


Lucien Goldmann made important contributions to French Marxist theory and philosophy in the 1960s. Unlike other luminaries like Althusser and Poulantzas, Goldmann took a cautious stance on the strongest claims of scientific certainty for the theses of historical materialism and Marx’s theory of capitalism. Instead, he placed more emphasis on the dialectical core of Marx’s theories — without assuming that Marxism provides a key to understanding the necessary unfolding of history and society. He interprets Marx's thought in terms of the ideas of Hegel's dialectics.

Particularly interesting is his 1970 book, Marxisme et sciences humaines. (Here is a digital edition of the book; link.) Key parts of the epistemological and metaphysical ideas in Goldmann's philosophy of Marxism are also expressed in his essay "Is There a Marxist Sociology?" (link). This piece appeared first in 1957 in French and in an English translation in International Socialism in 1968. In this piece Goldmann considers the debates of the early twentieth century between orthodox Marxists and "ethical" reformist socialists -- between those who believed that socialism was a scientific necessity and those who believed socialism would come about because the masses would come to see that it was the most just social order. Here is Goldmann's summary of his assessment of these debates:

To sum up, what characterises these three fundamental positions (despite their differences, we are classing together Kautsky and Plekhanov) is that they all hold that Marxism implies an objective science distinct and separable from any value judgment, what might be called, to use Poincaré’s terminology, a ‘science in the indicative mood.’ On this point, the different trends of Marxist philosophy merely follow the scientism which characterised academic thought at the end of the nineteenth and the beginning of the twentieth century, by that very fact diverging from the dialectical tradition of the classical German thought of Kant, Hegel and Marx. The differences between these three positions consist in the fact that Vorländer, and with him a large number of thinkers who are partisans of explicit reformism, affirm correctly with Poincaré, that from a science in the indicative mood one can never derive any conclusion in die imperative mood, and thus there could be no ‘scientific socialism,’ since any taking up of a socialist position necessarily has an ethical basis. This position very rapidly became the ideology of a certain explicit reformist trend consisting primarily of some bourgeois democrats brought to socialism by taking seriously the demand for individual freedom for all men.

Goldmann's own position favors the dialectical style of thinking often attributed to Marx's thought, and he rejects the scientistic interpretation associated with orthodox Marxism. In this aspect he affiliates his thinking with that of Georg Lukács. Here is the intellectual swerve that Goldmann most appreciates in Lukács's theories in History and Class Consciousness: Studies in Marxist Dialectics:

Lukács showed that if one accepted the idea of an objective science in the indicative mood, action could no longer be conceived except in terms of ethics or social technology; inversely, if one began with a conception of historical action as individual action, one could conceive it only in ethical or technical terms, and sooner or later, if one developed one’s thought consistently, one would arrive at the idea of an objective science of society. But it is precisely all these complementary concepts – sociology, objective science of social life, technical or ethical action – which seemed to him questionable and above all undialectical.

For him, what characterises historical action, is precisely the fact that it is not carried out by isolated individuals, but by groups who simultaneously know and constitute history. Therefore neither the group nor the individual who is part of it can consider social and historical life from the outside, in an objective fashion. The knowledge of historical and social life is not science but consciousness although it must obviously strive towards the attainment of a rigour and precision comparable to those achieved in an objective fashion by the natural sciences. Any separation of judgments of fact and judgments of value, and, similarly, any separation of theory and practice is impossible in the process of understanding history; the very affirmation of such a separation will have an ideological and distorting effect. Historical knowledge is not a contemplative science; historical action is neither social technique (Machiavelli) nor ethical action (Kant); the two constitute an indivisible whole which is a progressive awareness and the march of humanity towards freedom.

In my own treatment of Marx's ideas in The Scientific Marx (1986) I argued that Marx did not make use of a dialectical method when it came to his social theories.


Here is my summary of my thinking about dialectics in Marx:

It is no doubt true that Marx's mature works contain a certain amount of admittedly Hegelian language and concepts. Marx writes in Capital, "I openly avowed myself the pupil of that mighty thinker [Hegel], and even, here and there in the chapter on the theory of value, coquetted with the mode of expression peculiar to him" (Capital II, pp. 102-3). And in the same passage he speaks with approval of the dialectical method: "The mystification which the dialectic suffers in Hegel's hands by no means prevents him from being the first to present its general forms of motion in a comprehensive and conscious manner. With him it is standing on its head. It must be inverted, in order to discover the rational kernel within the mystical shell." There is thus some fuel for the argument that Capital is not an empirical work but rather a work of materialist philosophy in the Hegelian mode. If these dialectical ideas ran deeply the charge would be compelling. In the following, however, I will argue that Marx is irreconcilably opposed to the use of dialectical logic as a method of inquiry in history or social science. At most the dialectical method represents a highly abstract empirical hypothesis about the nature of social change. I hope therefore to leave the way clear for an interpretation of Marx's scientific method that is in basic agreement with orthodox empirical social science. When Marx goes to work on his detailed treatment of the empirical data of capitalism, he leaves his Hegelian baggage behind. (TSM 113)

Moreover, I note that Marx is sharply critical of Proudhon, in large part because of the appeal that Proudhon makes to the logic of the dialectical method:

Consider finally Marx's critique of Proudhon's political economy in The Poverty of Philosophy. This discussion is particularly important in the present context because Proudhon does attempt to base political economy on a dialectical method of inquiry and explanation, and Marx sharply rejects the possibility of such a science. "What Hegel has done for religion, law, etc., M. Proudhon seeks to do for political economy" (PP, p. 107). Marx describes Proudhon's method in these terms: "If one finds in logical categories the substance of all things, one imagines one has found in the logical formula of movement the absolute method, which not only explains all things, but also implies the movement of things" (PP, p. 107). Thus Proudhon's project is defined as an attempt to assimilate the categories of political economy to an abstract logical system derived from Hegel's Logic, and then to derive the economic laws that can be deduced from this system. Marx's commentary on this approach makes it plain that he thinks it entirely spurious as a technique of scientific inquiry. Here again Marx's critique of dialectics as a speculative, a priori analytic tool is sharp and unforgiving. "The moment we cease to pursue the historical movement of production relations, of which the categories are but the theoretical expression, the moment we want to see in these categories no more than ideas, spontaneous thoughts, independent of real relations, we are forced to attribute the origin of these thoughts to the movement of pure reason. . . . Or, to speak Greek—we have thesis, antithesis and synthesis" (PP, p. 105). "Apply this method to the categories of political economy, and you have the logic and metaphysics of political economy" (PP, p. 108). (TSM 117-118)

So I argue that Marx does not embrace a philosophical method of knowledge discovery, but is instead highly attentive to the constraints of empirical and historical investigation. We need to discover how the social world is rather than how philosophy predicts it should be. And in fact, these commitments allow us to understand Marx's famous comment about "standing Hegel's method on its head":

We are now able to interpret Marx's celebrated remark that with Hegel the dialectic is "standing on its head. It must be inverted, in order to discover the rational kernel within the mystical shell" (Capital II, p. 103). What is the rational kernel, and what is the mystical shell, of the dialectic? And in what sense does Marx "invert" Hegel's method? It is Marx's endorsement of Hegel's view of the historicity of social institutions and their internal dynamics of change that leads him to speak with favor of the dialectical method. "In its rational form . . . [the dialectical method] regards every historically developed form as being in a fluid state, in motion, and therefore grasps its transient aspect as well" (Capital II, p. 103). On my view of Marx's meaning, the rational kernel of Hegel's method is the empirical hypothesis that historical and social processes develop according to an internal dynamic, and that it is possible to provide a rigorous analysis and explanation of historical change based on knowledge of that dynamic. Moreover, Marx plainly accepts Hegel's view that change in history proceeds through substantive contradictions. These theses characterize history as a law-governed process, and one whose changes develop as the result of internal contradictions. Thus the kernel of Hegel's dialectic, on Marx's view, is not methodological at all, but rather a revealing insight into the character of social reality. These theses are empirical hypotheses (albeit formulated at an extremely high-level).

The mystical shell of Hegel's method, by contrast, is methodological—and perniciously so. It is Hegel's belief that pure a priori analysis can allow him to discover the key to this internal dynamic. This assumption is the "logical mysticism" identified by Marx in the Critique of Hegel's "Philosophy of Right," and he emphatically rejects this philosophical method. Finally, the inversion Marx proposes requires that instead of beginning with ideas and attempting to reproduce the material world in thought, we must begin with the material world and attempt to arrive at ideas that adequately describe its real characteristics. "With me the reverse is true: The ideal is nothing but the material world reflected in the mind of man, and translated into forms of thought" (Capital II, p. 102). Thus Marx's inversion of Hegel's method is materialism; more exactly, it is a form of empiricism because it stipulates that knowledge of the material world may be acquired only through detailed, rigorous investigation of concrete empirical and historical circumstances. And what are the methods appropriate to this sort of investigation? They are the methods of empirical science. (119-120)

In 1986, then, I was of the opinion that the matter was open and shut: Marx was not a dialectical thinker. But I now see that there is another way of looking at these issues. If we take the ideas of change, contingency, historical conjunction, and dynamic social processes to be crucial for understanding the social world -- as I do -- then perhaps there is a version of "dialectical thinking" that does not bring along the apriorism that Marx clearly rejects, while at the same time capturing something important about history and social process. The determinism of "historical laws of motion" sounds suspiciously positivistic; whereas the idea of a set of social processes that interact conjuncturally and produce change in often unpredictable ways is more convincing as a description of real history.

So I'll end with an interesting passage from Marxisme et sciences humaines that seems to bear on this question. This is a passage in which Goldmann refers to his own conception of "genetic structuralism", an idea which in turn seems to capture his own view of dialectics:

Du point de vue historique, le structuralisme génétique est apparu, me semble-t-il, pour la premiere fois comm idée fondamentale dans la philosophie, avec Hegel et Marx bien que ni l'un ni l'autre n'aient employé explicitement ce terms. Il n'en reste pas moins que les pensées hégélienne et marxiste sont, pour la premiere fois dans l'histoire de la philosophie, des positions rigoureusement monistes, structuralistes et génétiques. A un niveau immédiat ce phénomene peut etre lié en partie au fait qu'avec Hegel et surtout avec Marx la philosophie moderne se detache progressivement des sciences mathématiques et physiques pour s'orienter en tout premier lieu vers la reflexion sur les fait historiques; il me parait important de constater que, loin d'etre une découverte tardive en sciences historiques et sociales, le structuralisme génétique est au contraire une des premieres positions elaborees par les penseurs qui se sont orientes sérieusement vers un essai de compréhension positive de ces faits. (21-22)

Or, in my poor translation:

Genetic structuralism is one of the first positions created for thinkers who are oriented towards an effort at a positive comprehension of these facts.

This seems to lie at the core of Goldmann's view of how to resolve the debate between orthodox and reform interpretations of Marx: neither positivist science nor ethical pieties, but rather a view of history that envelopes individuals and groups creating their own histories, in circumstances not of their own choosing. And that process seems to be what Goldmann wants to identify as "genetic structuralism" and the outcome of dialectical historical concretization.

The mode of production as society's structure

Sociologists study social structure and the effects that structures have on individual behavior and life outcomes. But what do they have in mind when they refer to "structure"?

It turns out that there are important ambiguities in the idea of social structure. The word is sometimes used to refer to functioning entities or systems within society. The state is a structure within society; likewise is the system of public education. But the term can also be used to refer to the structure of society. Here we have statements like "the age structure of Egypt is X" and "the occupational structure of Great Britain is Y". In this usage, we are being directed to a descriptive feature of society -- the way that various elements hang together. Income stratification is a structural feature; the state is a structural entity.

There is a third meaning associated with "structure" as well: the idea that society possesses a structure of interconnected parts and sub-systems, and that the parts influence each other in systematic ways. To outline the structure of society is to provide a theory of how it works (in part, anyway).

This usage is illustrated in Marx's extended concept of the capitalist mode of production, in which various large elements -- technology and production, distribution, wage labor, property ownership, political authority, culture and ideology -- hang together in functional ways. Marx describes this system as one consisting of a base (forces and relations of production) and superstructure (state, ideology, culture), with the workings of class interest serving as the engine of stability and change. So Marx looks at capitalism as a system. Consider this statement from the Preface to A Contribution to the Critique of Political Economy:

In the social production of their life, men enter into definite relations that are indispensable and independent of their will, relations of production which correspond to a definite stage of development of their material productive forces. The sum total of these relations of production constitutes the economic structure of society, the real foundation, on which rises a legal and political superstructure and to which correspond definite forms of social consciousness. The mode of production of material life conditions the social, political and intellectual life process in general.

Here and elsewhere Marx picks out the forces of production and relations of production as the basic determinants of social change. The mode of production represents a complex and objective reality to which individuals must adapt in their behaviors.

Now consider how Nicos Poulantzas defines the mode of production as a structural whole in Political Power and Social Classes:
By mode of production we shall designate not what is generally marked out as the economic (i.e. relations of production in the strict sense), but a specific combination of various structures and practices which, in combination, appear as so many instances or levels, i.e. as so many regional structures of this mode. A mode of production, as Engels stated schematically, is composed of different levels or instances, the economic, political, ideological and theoretical: it is understood that this is merely a schematic picture and that a more exhaustive division can be drawn up. The type of unity which characterizes a mode of production is that of a complex whole dominated, in the last instance, by the economic. (13-14)
(Poulantzas goes on to draw a distinction between the mode of production and the social formation (15); essentially his view is that the social formation is the concrete reality of a social order at a time, while the mode of production is a theoretical representation that describes that order.)

These texts serve to illustrate a specific and comprehensive view of the sense in which society has a structure. Each substantive term warrants analysis.
Definite relations of production -- property relations, relations of power and authority, relations defining the terms of economic interaction. The terms of these relations are essentially beyond the control of the individuals who fall within them; they represent a supra-individual reality to which the individual must accommodate. The system of wage labor is a clear example in Marx's theory. In a society in which wage labor is the dominant system of labor control, individuals gain the resources needed to satisfy life needs by selling their labor time which is then directed and managed by the purchaser. This is a structural condition that the worker confronts in the social environment around him or her.
Material productive forces -- the level and implementation of productive technology, including locations of production, tools, machines, materials processing, mines, agriculture, and the forms of knowledge associated with each of these. The ensemble of these items constitutes another fixed aspect of the social environment within which human beings live and subsist.
Economic structure of society -- the system of property relations and material institutions and technology through which society produces goods and conducts the distribution of value and surplus value (income and access to goods).
Legal and political superstructure -- the institutions through which law and political power are exercised and maintained.
Forms of social consciousness -- the cognitive and epistemic frameworks through which ordinary members of society understand the forces that surround them and the roles that they play within those forces and institutions.
Levels or instances of social organization -- the clusters of institutions that make up the "economic, political, ideological, and theoretical "'levels'" of existing society. Factories, department stores, and banks fall in the economic level; the legislature, the police and military forces, and the agencies of the state fall in the political level; and the contents and institutions of transmission of beliefs about the world fall in the ideological and theoretical levels.
Marx and other scholars who work within the framework of historical materialism hold, as a large empirical hypothesis, that there are causal and systemic relations among these items, and the generic mechanism of class interest and class conflict is the transmission belt that conveys causal influence from one sector to another. They believe that the "needs" of the economic structure are secured by the political structure, through the mechanism of class interests; likewise, the ideological and theoretical structure is shaped by the interests of various classes, leading to a high degree of conformance between the content of "social consciousness" and the prerequisites of stability of the economic structure.

The template of historical materialism as a "Gray's Anatomy" for modern capitalism has often been criticized as being mechanistic, over-simplified, and even fictional. But in its heart the scheme is a perfectly intelligible hypothesis about how several aspects of contemporary society fit together. Property relations define individual interests, and the system of wage labor defines the opportunities available to working people. Legislative and governmental policies have effects on the property system, and the class that owns the bulk of this property is perfectly capable of recognizing the consequences of this policy or that. Having the means to influence government, the owning class is able to shape government policy and personnel in ways that are compatible with its interests. Likewise, owners of property are able to recognize the advantage of being in a position to influence public consciousness and the terms of public debate. So the components of the "ideological apparatus" -- think tanks, newspapers, publishing houses, television networks -- are intensely contested, and the power of the owning class to influence the content of these outlets is great. Here again we have a fairly simple empirical argument for the conformance of the organs of social consciousness to the needs of the propertied class. And if it seems far fetched to hold that the owners of wealth are very willing to exert their power in these ways, just look at the recent announcement of the 2016 election-year budget of the political network funded by the Koch brothers -- $889,000,000 (link)!

It is no longer common in sociology to find value in Marx's theory of capitalist society. But really, the structuralist view he arrived at in the 1850s and 1860s seems pretty prosaic today in the context of an economic system that systematically creates astronomical wealth for the one percent and stagnant poverty for the majority of society. Median household income in 2012 in the United States was $51,371, and almost all states showed a decline in median household income between 2000 and 2012 (link). And it is almost tautological to say that the property system explains both facts -- the explosion of the wealth and income of the one percent and the stagnant or declining incomes of the majority of the population.

Or as Marx concludes Chapter Six of Volume I of Capital:
On leaving this sphere of simple circulation or of exchange of commodities, which furnishes the “Free-trader Vulgaris” with his views and ideas, and with the standard by which he judges a society based on capital and wages, we think we can perceive a change in the physiognomy of our dramatis personae. He, who before was the money-owner, now strides in front as capitalist; the possessor of labour-power follows as his labourer. The one with an air of importance, smirking, intent on business; the other, timid and holding back, like one who is bringing his own hide to market and has nothing to expect but — a hiding.

Water and public policy research in Vietnam



We don't get a lot of exposure to social science and policy research from Vietnam, so it was very interesting for me recently to run across two recent books by Vietnamese researchers: Pham Cong Huu's Floods and Farmers: Politics, Economics and Environmental Impacts of Dyke Construction in the Mekong Delta / Vietnam and Ly Thim's Planning the Lower Mekong Basin: Social Intervention on the Se San River. (The research was done at the Center for Development Research (ZEF) at the University of Bonn.) Rural development and agricultural change are topics of interest to me, so I was very interested to read both these books.

Water control is the central focus of both books.  Floods in the Mekong Delta are among the most destructive in Asia. Pham Cong Huu quotes data that demonstrate that Vietnam has more deaths by flooding than any other state in southeast Asia. The river is also crucial to the intensive agriculture of the Mekong Delta, which produces 18 to 21 million tons of rice annually (Huu, 4). So the challenge of creating and maintaining systems for controlling flood waters and directing water into agricultural land is an enormously important one -- both economically and in terms of human welfare.

Key among the measures the Vietnamese government has taken is a large system of dikes designed to control flooding. This system has generally had a positive impact on reducing the hazard of massive flooding and improving the stability of cultivation. But Huu observes that it also has major unintended negative consequences as well: "erosion, plant diseases, soil fertility decline and natural degradation in the protected flooding areas" (5).

Huu's central interest is the decision-making processes that governed the creation and maintenance of this system of water control. He finds that it is dominated by government agencies with little input from farmers and non-governmental organizations.
It is therefore the purpose of this study not only to understand and discuss the "planning and implementation of the dyke system in the Mekong Delta", but also to investigate the reactions of the farmers and of affected farming communities, with the ultimate aim and goal to include their experiences and visions into the broader social and economic context of the project area. (6)
Huu's overall assessment of this decision-making process is favorable to the government but highlights crucial deficiencies:
The governmental approach is a correct and wise decision. The dyke system is seen by the government as a relevant flood control measure that needs to be implemented in the floodplains of the MD. This assumption, however, and its perception and consequences are -- from a bottom-up perspective -- partly adverse to the necessities and practical experiences of the local population. Therefore, farmer communities and local organizations rejected this dyke system in their practical flooding situation. (9)
 Here is how Huu summarizes his analysis of the decision-making process for dike construction in Can Tho city:
In summary, the reconstruction of the planning process and the results of own research substantiate our hypothesis that the whole planning and implementation process of the dyke system has been a top-down activity by the central government and its bodies. Professional knowledge, experience and voice of organizations and residents, especially that of planners at local level, were not asked but rather ignored in the dyke system planning process. (75)
Huu's book is particularly valuable for the in-depth glimpses it permits of how land-use and water-control decisions are made in Vietnam. He also lays the ground for the idea that a substantially more multi-level process of decision-making would have served the people of the Mekong Delta better -- one which took more account of the experience and knowledge of local people and their organizations. Here is how Huu puts this point:
Thus, one may argue that a considerable constraint of the city is the lack of democracy in the whole process of dyke system planning. The participation of civil society in planning issues towards the decentralization and devolution of many areas of natural resource policy and state responsibility are an international trend. Democratic decentralization is obviously more efficient and equitable than state-dcentered control, especially when local issues and problems are at stake. (91)
 Now consider Ly Thim's research.  Thim is primarily interested in hydroelectric projects and the dams that they depend upon.  He focuses on the Se San river basin. There are several important differences between the problems that Huu and Thim consider. Most important is the fact that Huu's focus is on sub-national planning (regional flood control), while Thim's work involves river basins that span more than one country.  In the case of the Se San river, policy choices were mediated through the Mekong River Commission including Cambodia and Vietnam.  A second important difference between the two cases is the role that NGOs played.  NGOs are more or less invisible in Huu's account, whereas they play a key role in Thim's account of the development of policies and implementations for hydroelectric power systems on the Se San river.

Here is how Thim formulates his purposes in the research:
This book focuses on how various social actors influence the planning process for Se San River Basin's management in response to the effect of Vietnamese Yali-Falls dam on Cambodian local communities' livelihoods.... The objectives of this book are as follows: -- To develop an understanding of historical process of hydropower development in Se San River Basin; -- to identify the major actors, their roles, interests, power relations and strategies in influencing decision-making process in hydropower development sector in Se San River Basin; -- to provide a concluding remark on the impact resulting from responses as a means for Se San River Basin management (1).
Thim finds that non-state actors had significant influence on the policies he considers.  NGOs were able to express their policy recommendations, and local communities were also able to find voice in the processes.
Various important actors who had a direct engagement with dam issues can be identified, such as the affected riverbank communities, the NGOs, the Cambodian government officials, and the Vietnamese government officials. The view of affected riverbank communities is mainly based on their local knowledge, their observation of changing river condition, and their experiences. The view of NGOs such as NTFP and Oxfam America clearly represents the protection of social welfare of affected communities as well as the protection of water resources environment and ecology. In this regard, the actions taken by NGOs ... could bring the voice of local communities to provincial, national and international agencies for resolution. By this way, affected communities are empowered through NGOs. (93)
Both these studies are focused on policy decision-making processes governing water in Vietnam, but their methods of approach and their central findings are rather different.  The differences in findings probably reflect differences in the issue areas themselves -- local and regional dike systems, versus massive international dam projects.  But it also seems noteworthy that Thim's approach give substantially more importance to the voices of local communities and community-based organizations; whereas Huu finds that the political culture of Vietnam continues to be a top-down bureaucratic system of decision-making.

I am glad these two books made their way to my office in Michigan. This is another strong argument for the importance of digital distribution of books and research reports: these physical books probably won't show up in your local library. Idealist philosophy of history

In a previous post I commended W.H. Walsh's approach to the philosophy of history for Walsh's sympathetic effort to understand both traditions in the field, including what is called "speculative" philosophy of history (An Introduction to Philosophy of History). And Walsh is to be commended as well for his analytical ability to formulate and explicate these positions. This is in fact what we want from good historians of philosophy -- a detailed, text-based explication of the theories of difficult thinkers such as Hegel and Dilthey.

So the fact that Walsh offers an extended and nuanced interpretation of the efforts by Hegel, Herder, and Dilthey is to his credit as an exegetical scholar. But a key issue remains: do the positions that he explicates stand up to criticism? Is there in fact an intellectually credible place for speculative or idealist philosophy of history?

Walsh's position seems to be ambiguous on this question. On the one hand, he seems sometimes simply to be saying that there is a meaningful and philosophically intelligible program of thought associated with the speculative school -- which is consistent with an ultimate finding that this program fails in execution. And at other times he seems to go further and to assert that Hegel or Herder actually succeed in providing something of a substantive speculative philosophy of history that adds to our knowledge. Here is how he describes the intellectual work Hegel seeks to complete:
To accomplish this task the philosopher must take the results of empirical history as data, but it will not suffice for him merely to reproduce them. He must try to illuminate history by bringing his knowledge of the Idea, the formal articulation of reason, to bear upon it, striving, in a phrase Hegel uses elsewhere, to elevate empirical contents to the rank of necessary truth. (143)
Here is part of Walsh's assessment of the success of Hegel's project:
We must now try to estimate the adequacy of this defence. As regards the first point, it is surely successful. I have tried to stress throughout this chapter and the last the metaphysical and moral context within which speculative philosophy of history arose and was pursued. As we have seen, those engaged in these enquiries were concerned to divine the meaning or point or rationality behind the historical process as a whole, and they took up this question primarily because of its metaphysical relevance. (148)
My own assessment of idealist philosophy of history as presented by Walsh is measured. First, Walsh includes the centrality of action and ideas within history as a central tenet of idealist philosophy of history. This is Collingwood's central idea, and it seems to be Dilthey's as well. And in my opinion, it is a credible and empirically suitable hypothesis. Even if we conclude in the end that there is more to the historical process than deliberation and action, we can agree that action is a highly important component. And therefore an explication of the ways we investigate and interpret meanings and actions is a valid exercise. It falls in the category of epistemology, with a harmless bit of ontology stirred in (the constitutive importance of action).

But it must be emphasized that this perspective doesn't rule out other important insights into the ways that historical change takes place. In particular, we can also adhere to a limited materialism and structuralism in history, following Marx in holding that "men make their own history, but not in circumstance of their own choosing."

Second, I'm willing to be persuaded that there is a valid object of study for philosophers in the logical-semantic systems that thinkers like Hegel have created; and this extends to their philosophies of history. So the philosophical study and explication of metaphysical philosophy of history is a rationally acceptable enterprise as well.

What I have difficulty in accepting is that such a system can actually succeed. When Walsh writes that the goal of the historian and the philosopher is to tell the story of history in such a way that all the events make sense within the context of a master narrative -- when he proposes that the goal of the philosophy of history is to discover the real meaning and rationality of history as a whole -- I believe he is describing an effort that cannot succeed. There is no single unifying meaning or plan in history. And efforts to "colligate" events in such a way as to demonstrate that they contribute to such a plan seem to be unguided acts of creativity.

It is a commonplace that a series of actual events can be interpreted in different and apparently incompatible ways. We can attribute different motives to the actors and interpret their actions in such a way as to tell very different stories. (This is what we refer to as the "Rashomon effect".)  In ordinary settings we can sometimes gain more evidence to choose between them. But when the choice is between interpretation frameworks at the highest level -- a materialist theory of history and a theory based on the unfolding of reason, for example -- we can't possibly provide empirical evidence that would choose between these all-encompassing hypotheses.

So I'm putting my bets on several ideas: yes to the validity of the hermeneutic program, yes to the interpretive task of understanding the great metaphysical systems from a philosophical point of view, and no to the idea of rationally justifiable interpretations of the whole of history. In Walsh's terms this means yes to a limited idealism, yes to the task of the history of philosophy, and no to the aspiration towards a substantive metaphysics of history.

And, indeed, Walsh seems eventually to come to a similar conclusion:
Our speculative philosophy of history must accordingly be a mixed one. In a way, we are forced to characterize it as utterly wrong-headed, since its programme amounts to an attempt to comprehend history from the outside; an attempt which, as Croce made clear long ago, cannot have any appeal for working historians. On the other hand, its most celebrated exponents certainly did make an important indirect contribution to the development of historical studies, as we have just tried to show.  Whether there is any future in this type of philosophizing is another question, dependent, it would seem, on what chance there is of anyone's producing a tenable moral justification of the course history has taken. (153-54)

Marx on a global wage


What is the longterm tendency in the wage for relatively unskilled labor?  In the United States we've been thinking about this problem in the past three decades in the context of "outsourcing" and the flight of manufacturing jobs to low-wage countries. Moderate- and high-wage industrial jobs have left the country in large numbers.  In the 1970s and 1980s apparel manufacture largely left the US for Latin America and Asia, and in the 1990s and 2000s heavy manufacturing jobs (in the auto industry in particular) were widely perceived to have fled to Asia.

What are the effects of these global shifts in manufacturing for the wage in all countries?  It turns out that Karl Marx had some remarkably prescient ideas about this question in the 1860s that still seem important today.  Here are some markedly current observations from Marx's Capital (link) on the wage in a competitive international context:
A writer of the 18th century, often quoted already, the author of the "Essay on Trade and Commerce," only betrays the innermost secret soul of English capitalism, when he declares the historic mission of England to be the forcing down of English wages to the level of the French and the Dutch. [37] With other things he says naively: "But if our poor" (technical term for labourers) "will live luxuriously ... then labour must, of course, be dear.... When it is considered what luxuries the manufacturing populace consume, such as brandy, gin, tea, sugar, foreign fruit, strong beer, printed linens, snuff, tobacco, etc." [38] He quotes the work of a Northamptonshire manufacturer, who, with eyes squinting heavenward moans: "Labour is one-third cheaper in France than in England; for their poor work hard, and fare hard, as to their food and clothing. Their chief diet is bread, fruit, herbs, roots, and dried fish; for they very seldom eat flesh; and when wheat is dear, they eat very little bread." [39] "To which may be added," our essayist goes on, "that their drink is either water or other small liquors, so that they spend very little money.... These things are very difficult to be brought about; but they are not impracticable, since they have been effected both in France and in Holland." [40] (Capital I, chap. 24)
And the footnote amplifies:
[40] Today, thanks to the competition on the world-market, established since then, we have advanced much further. "If China," says Mr. Stapleton, M.P., to his constituents, "should become a great manufacturing country, I do not see how the manufacturing population of Europe could sustain the contest without descending to the level of their competitors." (Times, Sept. 3, 1873, p. 8.) The wished-for goal of English capital is no longer Continental wages but Chinese.
In other words, Marx's view in 1867 was that there is an inevitable competitive pressure on British firms (high wages) to seek out manufacturing locations in other countries where labor costs are lower; and, of course, this movement brings competitive downward pressures on the domestic manufacturing wage.  So the British manufacturing wage falls as low-wage European competitors (eventually Chinese competitors) are able to produce commodities at lower unit cost.  This has a long-term global result: the unskilled manufacturing labor market becomes global, and the wage approaches a global equilibrium that is significantly lower than the present.

One thing is striking about this observation in 1867 is the reference to China.  Mr. Stapleton's observations in 1873 were highly speculative; China was a century from becoming a great manufacturing country.  But Marx's eye was focused on the long-term patterns; and he (and Mr. Stapleton) correctly noted the inherent logic of global competition for low-wage labor.  The long-term result, apparently unavoidably, is that production processes that involve low-skill labor will be involved in a rapid race to the bottom, leading to an equilibrium wage across nations that is barely sufficient for subsistence.

Another major force operating on the level of the wage for unskilled labor that Marx emphasizes is the rapid introduction of technology and innovations enhancing labor productivity -- leading to a reduction in the demand for labor and putting more downward pressure on the wage.  Writing after the American Civil War about English cotton manufacture, he writes:
The instrument of labour strikes down the labourer. This direct antagonism between the two comes out most strongly, whenever newly introduced machinery competes with handicrafts or manufactures, handed down from former times. But even in Modern Industry the continual improvement of machinery, and the development of the automatic system, has an analogous effect. "The object of improved machinery is to diminish manual labour, to provide for the performance of a process or the completion of a link in a manufacture by the aid of an iron instead of the human apparatus." [119] "The adaptation of power to machinery heretofore moved by hand, is almost of daily occurrence ... the minor improvements in machinery having for their object economy of power, the production of better work, the turning off more work in the same time, or in supplying the place of a child, a female, or a man, are constant, and although sometimes apparently of no great moment, have somewhat important results." [120] "Whenever a process requires peculiar dexterity and steadiness of hand, it is withdrawn, as soon as possible, from the cunning workman, who is prone to irregularities of many kinds, and it is t)laced in charge of a peculiar mechanism, so self-regulating that a child can superintend it." [121] "On the automatic plan skilled labour gets progressively superseded." [122] "The effect of improvements in machinery, not merely in superseding the necessity for the employment of the same quantity of adult labour as before, in order to produce a given result, but in substituting one description of human labour for another, the less skilled for the more skilled, juvenile for adult, female for male, causes a fresh disturbance in the rate of wages." [123] "The effect of substituting the self-acting mule for the common mule, is to discharge the greater part of the men spinners, and to retain adolescents and children." [124] The extraordinary power of expansion of the factory system owing to accumulated practical experience, to the mechanical means at hand, and to constant technical progress, was proved to us by the giant strides of that system under the pressure of a shortened working-day. But who, in 1860, the Zenith year of the English cotton industry, would have dreamt of the galloping improvements in machinery, and the corresponding displacement of working people, called into being during the following 3 years, under the stimulus of the American Civil War? A couple of examples from the Reports of the Inspectors of Factories will suffice on this point. A Manchester manufacturer states: "We formerly had 75 carding engines, now we have 12, doing the same quantity of work.... We are doing with fewer hands by 14, at a saving in wages of £10 a-week. Our estimated saving in waste is about 10% in the quantity of cotton consumed." "In another fine-spinning mill in Manchester, I was informed that through increased speed and the adoption of some self-acting processes, a reduction had been made, in number, of a fourth in one department, and of above half in another, and that the introduction of the combing machine in place of the second carding, had considerably reduced, the number of hands formerly employed in the carding-room." Another spinning-mill is estimated to effect a saving of labour of 10%. The Messrs. Gilmour, spinners at Manchester, state: "In our blowing-room department we consider our expense with new machinery is fully one-third less in wages and hands ... in the jack-frame and drawing-frame room, about one-third less in expense, and likewise one-third less in hands; in the spinningroom about one-third less in expenses. But this is not all; when our yarn goes to the manufacturers, it is so much better by the application of our new machinery, that they will produce a greater quantity of cloth, and cheaper than from the yarn produced by old machinery." [125] Mr. Redgrave further remarks in the same Report: "The reduction of hands against increased production is, in fact, constantly taking place, in woollen mills the reduction commenced some time since, and is continuing; a few days since, the master of a school in the neighbourhood of Rochdale said to me, that the great falling off in the girls' school is not only caused by the distress, but by the changes of machinery in the woollen mills, in consequence of which a reduction of 70 short-timers had taken place." [126]

The note is important as well:
[126] l. c., p. 109. The rapid improvement of machinery, during the crisis, allowed the English manufacturers, immediately after the termination of the American Civil War, and almost in no time, to glut the markets of the world again. Cloth,' during the last six months of 1866, was almost unsaleable. Thereupon began the consignment of goods to India and China, thus naturally making the glut more intense. At the beginning of 1867 the manufacturers resorted to their usual way out of the difficulty, viz., reducing wages 5 per cent. The workpeople resisted, and said that the only remedy was to work short time, 4 days a week; and their theory was the correct one. After holding out for some time, the self-elected captains of industry had to make up their minds to short time, with reduced wages in some places, and in others without. 
So is there any way out for the worker?  Is there any scenario where ordinary working people can earn a moderate to high wage and corresponding standard of living?  There is, through education and skill.  The only way of maintaining a high wage for workers is on the basis of a given workforce possessing the ability to accomplish production tasks on the basis of non-generalized knowledge and skill.  When labor is a commodity that is interchangeable in Karnataka, Guangdong, and Detroit, the wage will approach something like a low-level equilibrium.  But when workers are able to add exceptional value to the process through their skills, talents, and knowledge, they will share in that productivity in the form of higher wages and a higher standard of living.

This observation converges with several themes already discussed in earlier postings: the attractiveness of the "high-skill" alternative to mass manufacturing that is highlighted by Chuck Sabel (link), and the current urgency that we should all feel about making sure that all young people have the opportunity to complete a tertiary degree (link).
