Ontology and methodology

Part of the dispute between analytical sociology and critical realists comes down to a complicated interplay between ontology and methodology. Both groups have strong (and conflicting) ideas about social ontology, and both think that these ideas are important to the conduct of social-science research. Analytical sociologists tend towards an enlightened version of methodological individualism: social entities derive from the actions and nature of the individuals who constitute them. Critical realists tend toward some version or another of emergentism: social entities possess properties that are emergent with respect to the individual activities that constitute them.

Both groups tend to design social science methodologies to correspond to the ontological theories that they advance. So they tacitly agree about what I regard as a questionable premise -- that ontology dictates methodology.

I want to argue for a greater degree of independence between ontology and methodology than either group would probably be willing to countenance. With the analytical sociologists I believe that social facts depend on the availability of microfoundations at the level of ensembles of individuals. This is an ontological fact. But with the critical realists I believe that it is entirely appropriate for social scientists to examine the causal and structural properties of social entities without being forced to attempt to provide the microfoundations of these properties. This is an observation about the locus and nature of explanation. There are stable structural and causal properties at the social level, and it is entirely legitimate to investigate these properties in full empirical detail. Sociologists, organizational theorists, and institutional researchers should be encouraged to investigate in detail the workings, arrangements, and causal properties of the regimes that they study. And this is precisely the kind of investigation that holds together researchers as diverse as Michael Mann, Kathleen Thelen, Charles Perrow, Howard Kimmeldorf, and Frank Dobbin. What this implies is that sociologists can legitimately pursue meso- and macro-level inquiries into the nature of the social entities that most interest them. Organizational theory is an especially good example. We can approach the study of organizations from a number of points of view. But one perfectly legitimate approach is to attempt to discover some of the dynamic and causal properties of organizations with specified features. This takes the form of trying to discover what propensities a given organizational form has when embedded into a given institutional or social context. And this is a form of causal inquiry that is analogous to metallurgy or materials science: what are the properties of conductivity, thermal expansion, ductility, etc., of metals or ceramics of a given structural composition?

This means in turn that the ontology of individualism does not imply very much about methodology and research strategies. Ontology is not irrelevant to methodology; but it provides only weak constraints on the nature of the methodologies social scientists may choose in their pursuit of better understanding of the social world.

Can we say more about how ontological confidence about the nature of social entities is consistent with methodological pluralism? One part of the answer derives from the idea of the relative autonomy of various levels of the natural and social world. This is the argument that Jerry Fodor put forward with respect to the "special sciences" like psychology. Fodor argued persuasively that psychologists are entitled to investigate psychological properties without being obliged to reduce these properties to facts about the central nervous system. The rationality of science does not force us to be reductionist. Instead, it is legitimate to examine the properties of the system-level structures of a domain without attempting to say how these properties derive from more fundamental features of the stuff. And this has equally compelling implications for sociology as it does for other special sciences.

The upshot of this set of considerations is important for the conduct of social science. The ontological truism that social phenomena are constituted by individual-level activities does not imply that social science methodology must proceed along the lines of reductionism or aggregative explanation (vertical explanations, reproducing the struts of Coleman's boat). We can be individualist in ontology and macro-ist in our methodology.

The constraint of the ontological truism of microfoundationalism has really only two significant implications:

  1. We need to be confident in general terms that there are microfoundations for a social property or power, even though we do not need to reproduce those micro foundations.
  2. In special cases we may find that a reductionist or aggregativist strategy leads to a particularly straightforward explanation of a social-level fact (along the lines of Thomas Schelling's many examples).

But generally speaking, all of this suggests that we should be methodological pluralists in the social sciences -- make use of the research strategies that seem most promising for understanding a specific range of phenomena without a lot of concern for how the method aligns with our most refined ontological thinking.

Mohamed Cherkaoui on the micro-macro debate


The eminent French sociologist Mohamed Cherkaoui addresses the problem of delineating the micro-macro distinction in several works. Since Cherkaoui's empirical research on social stratification and the educational system seems often to bridge between micro and macro, his views are of interest.

Cherkaoui's analysis is presented in English primarily in three places, "The individual and the collective" (European Review 11:4 (2003)), "Macrosociology-microsociology" (International Encyclopedia of the Social and Behavioral Sciences, Elsevier (2001), 9117-22), and "Micro-Macro Transitions: Limits of Rational Choice Theory in James Coleman's 'Foundations of Social Theory'" (link).

First, here is his paraphrase of the distinction as it is usually interpreted:
In essence, microsociology refers to the sociology of the individual, in isolation from his interactive groups. The macro level refers to the generality of persons in a situation. (I-C, 489)
A sociologist operates on the micrological level when he seeks to set up empirically the existence and measure the strength of the relation between the educational attainment and the occupational status of individuals. Whatever statistical analysis is used, this statement remains on the micro level inasmuch as it assumes that individuals are independent from each other in the same way that educational levels and professions are independent. (I-C, 490)
Fundamentally, he is asserting that "micro" is equated with "isolated purposive individual." Cherkaoui is critical of this approach to sociological research because it deliberately ignores "interdependence" -- the fact that individuals and their social properties are related to the behavior and properties of other individuals. Individuals must be treated in context; they should not be "de-contextualized" by sociological studies.

This criticism seems to be valid for a subset of social theorists, including especially those who proceed on the basis of the assumptions of rational choice theory (including James Coleman; see Cherkaoui's critique of Coleman here). But it is not valid for another important group of "micro-sociologists", including especially Erving Goffman and Harold Garfinkel and advocates of ethnomethodology. These sociologists look at the individual; but they are fully committed to doing so in a thick and contextualized way. We don't find any isolated individuals in Goffman and Garfinkel; rather, we find waiters, inmates, jurors, professors, and disaffected young people; and we find careful sociological observation of their behavior within specific institutional and normative contexts. An actor-centered sociology does not have to be based on a rational-choice model of the actor, and it isn't forced to ignore interactions and relationships among actors as they go through their social lives. So one quick rebuttal to Cherkaoui's argument is that "micro"-sociology does not equate to "isolated individual"-sociology. (This is the point of my own construct of "methodological localism", looking at individuals as socially situated and socially constituted; link.) Actor-centered sociology is not the same as decontextualized methodological individualism (link).

Now let's turn to the more extensive treatment is the entry in the International Encyclopedia.
Macrosociology generally refers to the study of a host of social phenomena covering wide areas over long periods of time. In contrast, microsociology would rather focus on specific phenomena, involving only limed groups of individuals such as family interactions or face-to-face relations. The theories and concepts of macrosociology operate on a systemic level and use aggregated data, whereas those of microsociology are confined to the individual level. (M-M, 9117)
In this essay Cherkaoui identifies three basic approaches to the micro-macro relation.

V1. The first is macro-centered; sociology looks for causal relations between one set of macro facts and another. "[The first approach] ... consists of analyzing the relations between a given social phenomenon and indepdendent social factors" (9117). This approach tends to disregard the micro; it is oblivious to the need for micro-foundations and lower-level mechanisms.

V2. The second attempts to explain macro characteristics on the basis of the aggregate effects of the micro characteristics. "The second procedure consists of collecting observations at an infrasystemic level and developing hypotheses on the basis of such units (individuals, groups, institutions), with the purpose of explaining systemic relations through an appropriate synthesis of these observations" (9118). This approach conforms to the logic represented by Coleman's Boat. It presents the problem of social explanation as one of aggregation of social phenomena from the behavior of rational actors at the micro level.

V3. The third is what we might call "formal-structural": it explains characteristics at the macro level by analyzing the structure and organization of the macro system. Here it is the nature and topology of the positions within the social structure that are of interest. "The third approach ... is to analyze the effects due to the nature of the positions and distributions of certain variables on the behavior of the system's component units without formulating hypotheses about individuals" (9118). This is reminiscent of what Thomas Schelling referred to as the "mathematics of musical chairs" in Micromotives and Macrobehavior. It is the characteristics of the workings (functioning) of the social system that provide the basis of social explanation.

Cherkaoui sums up his view of the relation between micro-sociology and macro-sociology in these terms:
The macrostructuralist project [V1] is limited to certain aspects of social reality. It cannot, any more than any other theory, offer a solution to the problem of the links between the micro and the macro. While the rational choice theory [V2] presents an undeniable advantage over other theories, it cannot serve as a universal solution: presenting it as unconditionally valid makes it vulnerable to the same dangers other theories have encountered. As for functionalism [V3], its error was to yield to the temptation of hegemony; it claimed the title of general theory of social systems, when some of its principles are only valid for particular, tightly circumscribed domains. This means that there is a right way of using functionalism and normative theories, just as there is a wrong way of using such strong, all-encompassing theories. There can be no single solution to the problem of the links between micro- and macrosociology, any more than there can be a single mode for explaining all phenomena (the first of these problems being only an aspect of the second). (9120)
Cherkaoui's critique of Coleman is also relevant to this issue, since Coleman proceeds with explanations moving from micro to macro; or from rational actors to social properties.
My third and last remark is that in Coleman's thinking, as in that of many rational choice theorists, explanation remains purely speculative. With a few exceptions, such as the historical example of "live and let live" borrowed from Ashworth, we do not have sufficient empirical data on the social processes leading to norm emergence. Suppose we acknowledge that norms are intentionally produced and that individuals, who initiate and maintain them, benefit from behaving in compliance with norms for fear of punishment; suppose that the externalities produced by actions are among the conditions for norm emergence; suppose further that we acknowledge that bilateral exchange or the market are not able to regulate behavior. All these conditions, and the theorem of norm existence, are still no more than primitive propositions for a simulation model that could only generate theoretical data. (98)
An important implication of this passage, and the analysis offered in the first two articles, is that there is no simple answer to the question, what is the relation between micro and macro in the social world? Here is Cherkaoui's alternative to Coleman's Boat in application to Weber's theory of the Protestant Ethic. This diagram indicates a substantially more complex relationship between macro and micro causal factors. And it stipulates causal processes that move back and forth between higher and lower levels of social organization and action.

Supervenience of the social?


I have found it appealing to try to think of the macro-micro relation in terms of the idea of supervenience (link).  Supervenience is a concept that was developed in the context of physicalism and psychology, as a way of specifying a non-reductionist but still constraining relationship between psychological properties and physical states of the brain. Physicalism and ontological individualism are both ontological theories about the relationship between higher and lower levels of entities in several different domains. But neither doctrine dictates how explanations in these domains need to proceed; i.e., neither forces us to be reductionist in either psychology or sociology.

The supervenience relation holds that --
  • X supervenes on Y =df no difference in X without some difference in the states of Y
Analogously, to say that the "social" supervenes upon "the totality of individuals making up a social arrangement" seems to have a superficial plausibility, without requiring that we attempt to reduce the social characteristics to ensembles of facts about individuals.

I'm no longer so sure that this is a helpful move, however, for the purposes of the macro-micro relationship.  Suppose we are considering a statement along these lines:
  • The causal properties of organization X supervene on the states of the individuals who make up X and who interact with X.
There seem to be quite a few problems that arise when we try to make use of this idea.

(a) First, what are we thinking of when we specify "the states of the individuals"? Is it all characteristics, known and unknown? Or is it a specific list of characteristics? If it is all characteristics of the individual, including as-yet unknown characteristics, then the supervenience relation is impossible to apply in practice. We would never know whether two substrate populations were identical all the way down. This represents a kind of "twin-earth" thought experiment that doesn't shed light on real sociological questions.

In the psychology-neurophysiology examples out of which supervenience theory originated these problems don't seem so troubling. First, we think we know which properties of nerve cells are relevant to their functioning: electrical properties and network connections. So our supervenience claim for psychological states is more narrow:
  • The causal properties of a psychological process supervene on the functional properties of the states of the nerve cells of the corresponding brain. 
The nerve cells may differ in other ways that are irrelevant to the psychological processes at the higher level: they may be a little larger or smaller, they may have a slightly different content of trace metals, they may be of different ages. But our physicalist claim is generally more refined than this; it ignores these "irrelevant" differences across cells and specifies identity among the key functional characteristics of the cells. Put this way, the supervenience claim is an empirical theory; it says that electrical properties and network connections are causally relevant to psychological processes, but cell mass and cell age are not (within broad parameters).

(b) Second and relatedly, there are always some differences between two groups of people, no matter how similar; and if the two groups are different in the slightest degree -- say, one member likes ice cream and the corresponding other does not -- then the supervenience relation says nothing about the causal properties of X. The organizational features may be as widely divergent as could be imagined; supervenience is silent about the delta to epsilon relations from substrate to higher level. It specifies only that identical substrates produce identical higher level properties. More useful would be something like the continuity concept in calculus to apply here: small deviations in lower-level properties result in small deviations in higher-level properties. But it is not clear that this is true in the social case.

(c) Also problematic for the properties of social structures is an issue that depends upon the idea of path dependence. Let's say that we are working with the idea that a currently existing institution depends for its workings (its properties) on the individuals who make it up at present. And suppose that the institution has emerged through a fifty-year process of incremental change, while populated at each step by approximately similar individuals. The well-established fact of path dependence in the evolution of institutions (Thelen, How Institutions Evolve: The Political Economy of Skills in Germany, Britain, the United States, and Japan) entails that the properties of the institution today are not uniquely determined by the features of the individuals currently involved in the institution in its various stages. Rather there were shaping events that pushed the evolution of the institution in this direction or that at various points in time. This means that the current properties of the institution are not best explained by the current properties of the substrate individuals at present, but rather by the history of development that led this population to this point.

It will still be true that the workings of the institution at present are dependent on the features of the individuals at present; but the path-dependency argument says that those individuals will have adjusted in small ways so as to embody the regulative system of the institution in its current form, without becoming fundamentally different kinds of individuals. Chiefly they will have internalized slightly different systems of rules that embody the current institution, and this is what gives the institution its characteristic mode of functioning in the present.

So explanation of the features of the institution in the present is not best couched in terms of the current characteristics of the individuals who make it up, but rather by an historical account of the path that led to this point (and the minute changes in individual beliefs and behaviors that went along with this).

These concerns make me less satisfied with the general idea of supervenience as a way of specifying the relation between social structures and substrate individuals. What would satisfy me more would be something like this:
  • Social structures supervene upon the states of individuals in the substrate described at a given level of granularity corresponding to our current theory of the actor.
  • Small differences in the substrate will produce only small differences in the social structure.
These add up to a strong claim; they entail that any organization with similar rules of behavior involving roughly similar actors (according to the terms of our best theory of the actor) will have roughly similar causal properties. And this in turn invites empirical investigation through comparative methods.

As for the path-dependency issue raised in comment (c), perhaps this is the best we can say: the substrate analysis of the behavior of the individuals tells us how the institution works, but the historical account of the path-dependent process through which the institution came to have the characteristics it currently has tells us why it works this way. And these are different kinds of explanations.

Methodological localism and actor-centered sociology


I've advocated in earlier posts for two related ideas: the idea of actor-centered sociology and the idea of methodological localism. The first idea recommends that sociologists couch their research and theories in terms of more specific and nuanced theories of the actors whose thoughts and actions make up the social processes of interest. The second idea is an alternative to the equally unappealing doctrines of methodological individualism and holism. According to methodological localism, the "molecule" of the social world is the socially constituted, socially situated actor in ongoing relationships with other social actors. This is a conception of social reality that is social all the way down; it conceives of the individual actor within a set of social relationships as the basic unit of social phenomena.

Examination of some important work in sociology and neighboring fields in the past several decades shows that the actor-centered approach corresponds pretty well to the research approach taken by a number of innovative investigators. Here are a few examples: C. K. Lee, Against the Law: Labor Protests in China's Rustbelt and Sunbelt; Michael Mann, The Dark Side of Democracy: Explaining Ethnic Cleansing; George Steinmetz, The Devil's Handwriting: Precoloniality and the German Colonial State in Qingdao, Samoa, and Southwest Africa; Al Young, The Minds of Marginalized Black Men: Making Sense of Mobility, Opportunity, and Future Life Chances; Elinor Ostrom, Governing the Commons: The Evolution of Institutions for Collective Action. Each of these research projects makes significant use of more nuanced theories of the actor as an important part of the analysis and explanations offered.

These examples validate the usefulness of several of the key imperatives of the doctrine of methodological localism: in particular, emphasis on the centrality of the socially situated and socially constructed actor within more complex social processes. Methodological localism implies that we need to be cautious about over-simplifying the mentality of the actor—not simply a utility maximizing egoist, not simply a norm-driven robot, not simply an adherent of a religious worldview.

Instead, it is often useful to pay attention to the details and the differences that we find in the historical setting of important social processes and outcomes and the forms of mentality these create: the specific forms of education received by scientists, the specific social environment in which prospective administrators were socialized, the specific mental frameworks associated with this or that historically situated community. These details help us to do a much better job of understanding how the actors perceived social situations and how they chose to act within them.

And likewise, it is often useful to pay attention to the regulative and incentive-generating context within which actors constructed their actions. This is the role that the intellectual and policy field plays in Steinmetz’s account; it is also the role that specific property and contract arrangements play in the new institutionalism and Elinor Ostrom. And both Bourdieu and the new institutionalists are right that small differences in the institutional setting can result in large differences in outcome, as actors respond to institutions and incentives to pursue their ends. So paying close and detailed attention to the particulars of the institutions of career, economic opportunity, family, power, and prestige allows us to perceive the causes of important differences in outcomes.

In short, it seems that sociology has a lot to gain by paying more attention to the specifics of the actors whose thinking and actions constitute the social processes of interest to them. This advice does not imply reductionism; it is entirely legitimate for sociologists to make use of causal claims at a variety of levels. But it does imply that there is substantive and valuable work to be done in almost every field of sociology at the level of the actor. Sociology gains when researchers attempt to gain a more nuanced understanding of the constitutions and situations of the actors with whom they are concerned.

To be sure, not all research in sociology takes this approach. And in fact there is very good recent work in sociology that doesn't pay much attention to the actor. A good example of this category is Robert Sampson's Great American City: Chicago and the Enduring Neighborhood Effect.  Sampson's approach has everything to do with the behavior of particular actors in particular circumstances. He wants to show that we can identify certain patterns of causation that exist in urban street-scapes that are amenable to quantitative investigation.  But his research is not particularly socio-ethnographic; no interviews, no attempt to capture the states of mentality of the urban young people who make up the neighborhoods he studies.  The level of analysis that he has chosen is largely higher than the individual actors -- the meso-level environmental and organizational features that appear to have an effect on collective behavior. And one of his main methodological contributions is to oppose the idea that urban phenomena can be derived from facts about the individuals who make up a neighborhood or city. So Sampson's research and explanations are evidently not "actor-centered." But I think that Sampson's work is compatible nonetheless with the thesis of methodological localism, though this is less clear. Sampson insists that the neighborhood-level characteristics have causal consequences that do not disaggregate into individual-level patterns. But this can be understood in the "relative explanatory autonomy" interpretation offered elsewhere (link): microfoundations exist for these effects, but it isn't necessary to trace them through in order to validate the causal linkage at the neighborhood level.

These observations suggest that the status of these two big ideas is rather different. The idea of "actor-centered" sociology shouldn't be understood as a general prescription for all sociological research, but rather as simply a promising line of investigation as we try to shed light on various social processes and outcomes.  The idea of methodological localism, on the other hand, is a fairly general ontological claim about what the social world is made up of, and it is intended as a general premise for how we think about all social phenomena.  It doesn't entail a particular theory of explanation, but it does provide a general account of the constitution of social phenomena. And it has implications for how we should think about the micro-composition of social causation.

Neighborhood effects



In Great American City: Chicago and the Enduring Neighborhood Effect Robert Sampson provides a very different perspective on the "micro-macro" debate. He rejects the methodologies associated both poles of the debate: methodological individualism ("derive important social outcomes from the choices of rational individuals") and methodological structuralism ("derive important social outcomes from the features of large-scale structures like globalization"). Instead, he argues for the causal importance of a particular kind of "meso" -- the neighborhood. He takes the view that neither "bottom-up" or "top-down" sociology will suffice. Instead, we need to look at processes at the level of socially situated individuals.
In this book I proposed an alternative to these two perspectives by offering a unified framework on neighborhood effects, the larger social organization of urban life, and social causality in general…. Contrary to much received wisdom, the evidence presented in this book demands attention to life in the neighborhoods that shape it. (357)
I argue that we need to treat social context as an important unit of analysis in its own right.  This calls for new measurement strategies as well as a theoretical framework that do not treat the neighborhood simply as a "trait" of the individual. (60)
Sampson offers his own instantiation of Coleman's Boat to illustrate his thinking:


But unlike Coleman (and like the argument I offered in an earlier post about meso-level explanation; link), Sampson allows for the validity of type-4 causal mechanisms, from "neighborhood structure and culture" to "rates of social behavior". So neighborhoods are not simply outcomes of individual choices and behavior; they are social ensembles that exert their own causal powers.

Sampson offers an articulated methodology for the study of the social life of a city, in the form of ten principles. These include:
  1. Focus on social context
  2. Study contextual variations in their own right
  3. focus on social-interactional, social psychological, organizational, and cultural mechanisms of social life
  4. integrate a life-course focus on neighborhood change
  5. look for processes and mechanisms that explain stability
  6. embed in the study of neighborhood dynamics the role of individual selection decisions
  7. go beyond the local
  8. incorporate macro processes 
  9. pay attention to human concerns with public affairs 
  10. emphasize the integrative theme of theoretically interpretive empirical research while maintaining methodological pluralism (67-68)
The heart of "neighborhood sociology" can be summarized, Sampson asserts, in a few simple themes:
First, there is considerable social inequality between neighborhoods, especially in terms of socioeconomic position and racial/ethnic segregation.  
Second, these factors are connected in that concentrated disadvantage often coincides with the geographic isolation of racial minority and immigrant groups.  
Third, a number of crime- and health-related problems tend to come bundled together at the neighborhood level and are predicted by neighborhood characteristics such as the concentration of poverty, racial isolation, single-parent families, and to a lesser extent rates of residential and housing instability.  
Fourth, a number of social indicators at the upper end of what many would consider progress, such as affluence, computer literacy, and elite occupational attainment, are also clustered geographically. (46)
This set of themes asserts a series of important correlations between neighborhood features and social outcomes. The hard question is to identify the social mechanisms that underlie these correlations. "It is from this idea that in recent decades we have witnessed another turning point in the form of a renewed commitment to uncovering the social processes and mechanisms that account for neighborhood (or concentration) effects. Social mechanisms provide theoretically plausible accounts of how neighborhoods bring about change in a given phenomenon" (46).

This is a fascinating and methodologically innovative piece of urban sociology. Sampson's use of large data sets to establish some of the intriguing neighborhood patterns he identifies is highly proficient, and his efforts to place his reasoning within a more theoretically sophisticated framework of multi-level social mechanisms is admirable. In an interesting twist, Sampson shows how it is possible to expand on the very costly video-based methodology of the original PHDCN study by making use of Google Street View to do systematic observations of neighborhoods in Chicago and other cities (361).

Methodological individualism today

Is it possible to draw a few conclusions on the topic of methodological individualism after dozens of years of debate? (Lars Udehn's Methodological Individualism: Background, History and Meaning is a great study of the long history of the debate over this issue. It is unfortunate there isn't an affordable digital edition of the book. Joseph Heath's entry on the subject in the Stanford Encyclopedia of Philosophy gives a very good overview; link.) Here is Jon Elster's formulation of the concept in Nuts and Bolts for the Social Sciences (1989):
The elementary unit of social life is the individual human action. To explain social institutions and social change is to show how they arise as the result of the actions and interaction of individuals. This view, often referred to as methodological individualism, is in my view trivially true. (13)
Max Weber is often identified as the modern originator of theory of methodological individualism. (Weber's student Joseph Schumpeter was the first to use the concept in print.) Weber's reason for advocating for MI derived from his view of action as purposive behavior, and his view that social outcomes need to be explained on the basis of the purposive actions of the individual actors who constitute them. So MI began with a presupposition about the unique importance of rational-intentional behavior in social life. Weber insisted on a rational actor foundation for the social sciences. And this prepared the ground for a joining of forces between methodological individualism and rational choice theory.

The emphasis on methodological individualism sometimes reflected a strong disposition towards eliminative reductionism with respect to social entities and properties: the early twentieth century exponents like J.W.N. Watkins wanted to find logical formulations through which social terms could be eliminated in favor of a logical compound of statements about individuals. And what was the motivation for this effort? It appears to be a version of the physicist’s preference for reduction to ensembles of simple homogeneous "atoms" transported to the social and behavioral sciences. This demand for reduction might take the form of conceptual reduction or compositional reduction. The latter takes the form of demonstrations of how higher level properties are made up of lower level systems. The conceptual reduction program didn't work out well, any more than Carnap's phenomenological physics did.

In addition to this bias derived from positivist philosophy of science, there was also a political subtext in some formulations of the theory in the 1950s. Karl Popper and JWN Watkins advocated for MI because they thought this methodology was less conducive to the "collectivist" theories of Marx and the socialists. If collectivities don't exist, then collectivism is foolish.

Another phase of thinking was more ontological than conceptual. These thinkers wanted to make it clear that social things, causes, and structures depended on the activities of individuals and nothing else. Another way of putting the point is to say that social entities are composed of ensembles of individuals and nothing else. Their concern was to avoid the social analogue of vitalism -- the idea in the life sciences that there is some special "sauce" of life activity that is wholly independent from the molecular and physical structures that make up the organism. Essentially this crowd wants to hold that the properties of the whole are fixed solely and completely by the physical structures that make it up. The theory of supervenience pretty well captures this ontological position: no differences at the upper level without some difference at the lower level. (This position doesn't imply its converse statement: if two physical systems differ then their upper-level systems must differ too. This is the point of multiple functional realizability.) The position does rule out some forms of emergentism, however. The idea of microfoundations comes into this line of thought. If we make a claim about the structural or causal properties of an upper-level thing, we need to be confident that there are microfoundations that would show how this feature comes about. In the strongest case, we need to actually provide the microfoundations.

There is another important stream of MI thinking that derives from a set of ideas about how higher-level facts ought to be explained: they should be explained on the basis of demonstrations of how the upper-level entity is given its properties by the organized system of elements from which it is comprised. This is essentially what the analytical sociologists seem to demand, by insisting on the logic of Coleman's boat. This approach privileges a certain kind of explanation--constructive or compositional explanations.

There is one aspect of the tradition that I haven't mentioned yet: the idea that we can carve out the individual as separate from and prior to the social -- a view sometimes referred to as "atomistic". In classical physics the analogous claim is supportable. Sodium atoms are homogeneous and interchangeable. But it is not plausible in the human world. Social facts intertwine with the mind and actions of individuals all the way down. So from the start, it would seem that the program of MI should be formulated in terms of reduction from the big-social to the small-social, not the non-social.

So what kinds of social claims do these various formulations rule out?

All of them rule out spooky holism, those social theories that claim that social entities exist that are wholly independent of the features of individuals.

Several of them rule out strong emergentism -- the view that there are social properties that could not in principle be derived from full knowledge about the states and properties of the constituent individuals.

They by and large rule out explanatory autonomy for the social level. This is the idea that there might be fully satisfactory causal arguments that proceed from statements about the properties of one set of social factors and the explains another set of social outcomes on this basis. (The ontological thesis does not have this implication.)

As Heath argues in his SEP essay, they rule out macro-level statistical explanations and what he calls micro-level sub-intentional explanations.

In my view, the only claims about methodological individualism that seem unequivocally plausible today are the ontological requirements -- the various formulations of the notion that social things are composed of the actions and thoughts of individuals and nothing else. This implies as well that the supervenience claim and the microfoundations claim are plausible as well.

But to concede that x's are composed of y's does not entail the need for any kind of reductionism from x to y. And this extends to the idea of explanatory reduction as well. So methodological individualism does not create valid limits on the structure of social explanations, and meso-level explanations are not excluded.

So it seems as though we can now draw several conclusions about the field of methodological individualism. The ontological thesis is roughly true, but it is compatible with a range of different ideas about within- and cross-level explanation. So reductionism doesn't follow. The micro-level can't be a hypothetical pre-social or non-social individual. Finally, there is no reason to associate the plausible core of MI theory with one specific theory of action, the rational-intentional theory. As pragmatist sociologists are now arguing, there are compelling theories of the actor that do not privilege the model of conscious deliberative choice.

Does the microfoundations principle imply reductionism?

My philosophy of social science has always and consistently maintained the idea that social facts depend on the activities and beliefs of individuals. There is no social "stuff" that exists independently from individual actors. I have encapsulated that idea in the form of the "microfoundations" principle: any claim about the characteristics or causal powers of social entities must be compatible with there being microfoundations for those properties and powers at the level of the actor.

At the same time, I also believe that there is an appropriate domain for social science: the exploration of the features and powers of the social world. I don't believe that methodology should force the sociologist to become a psychologist or to shift his/her attention to the micro level.

Are these two premises compatible? Or does the microfoundations principle actually entail reductionism? Does it imply that explanations couched at the level of social vocabulary are incomplete and derivative, and that the real explanation must be found at the level of the micro-activities of individuals?

I attempt to resolve this apparent dilemma by distinguishing between strong and weak versions of the microfoundations principle: "social explanations must provide microfoundations for their assertions about social properties and powers" versus "social explanations must be compatible with there being microfoundations for their assertions about social powers and properties." The weak version reflects an appropriate stipulation based on what we know about the ontology of the social world, whereas the strong version is a kind of explanatory reductionism that is unjustified.

My position, then, is that sociology is a special science in Fodor's sense, and that sociologists both can and do treat their domain as relatively autonomous.

Several commentators allege that my commitment to microfoundations -- which is unwavering -- vitiates my ability to claim relative explanatory autonomy for the meso level. Some don't like my distinction between weak and strong microfoundations, and others think that commitment to MF means explanations have to proceed through explicit discoveries of the MF pathways.

My position is intended to exactly parallel physicalism in cognitive science: we are committed to the idea that all cognitive processes are somehow or other embodied and carried out by the central nervous system. But we are not obliged to actually perform that reduction in offering a hypothesis and explanation at the level of cognitive systems.

Even more prosaically: we believe that the properties of metals depend upon the quantum properties of subatomic particles. Does anyone seriously believe that civil engineers aren't giving real explanations of bridge failures when they refer to properties like tensile strength, compression indices, and mechanisms like metal fatigue? We can observe and measure the metal's properties without being forced to provide a quantum mechanical deduction.

One observer writes that "Little's examples actually confirm that meso-level mechanisms work only through micro-level processes." Yes, and I likewise confirm that cognitive processes work only through neural events and material properties work only through quantum physics. But I don't accept that this demonstrates that the higher level cannot be treated as having real causal properties. It does have those properties; and we simply reaffirm the point that somehow or other those properties are embodied in the lower level elements. This isn't a new idea; it was contained in Jerry Fodor's "Special Sciences" article years ago. If the argument is generally a bad one then we are forced to undo a lot of work in cognitive science. If it is generally compelling but inapplicable to social entities then we need to know why that is so in this special case of a special science.

To be clear, I too believe that there is a burden of proof that must be met in asserting a causal power or disposition for a social entity -- something like "the entity demonstrates an empirical regularity in behaving in such and such a way" or "we have good theoretical reasons for believing that X social arrangements will have Y effects." And some macro concepts are likely cast at too high a level to admit of such regularities. That is why I favor "meso" social entities as the bearers of social powers. As new institutionalists demonstrate all the time, one property regime elicits very different collective behavior from its highly similar cousin. And this gives the relevant causal stability criterion. Good examples include Robert Ellickson's new-institutionalist treatment of Shasta County and liability norms and Charles Perrow's treatment of the operating characteristics of technology organizations. In each case the microfoundations are easy to provide. What is more challenging is to show how these social causal properties interact in cases to create outcomes we want to explain.

The best reason I am aware of to doubt stable causal powers for social entities is founded on the point that organizations and institutions are too plastic to possess enduring causal properties over time. I've made this argument myself on occasion. But researchers like Kathleen Thelen in The Evolution of Institutions demonstrate that there are in fact some institutional complexes that do possess the requisite stability.

So I continue to believe both things: that statements about social entities and powers must be compatible there being microfoundations for these properties and powers; and that it is theoretically possible that some social structures have properties and powers that are relatively autonomous, in the sense that we can allude to those properties and powers in explanations without being obliged to demonstrate their microfoundations.

Microfoundations and meso causation

I take the view that social causation requires microfoundations. And I hold that meso causal explanations are legitimate. How are these two views compatible?

The key is the role that we expect reasoning about micro-level events to play in the explanation itself. The various versions of methodological individualism -- microeconomics, analytical sociology, Elster's theories of explanation, and the model of Coleman's boat -- presume that explanation needs to invoke the story of the micro level events as part of the explanation. The microfoundations-meso explanation perspective requires that we be confident that these micro-level events exist and work to compose the meso level; but it does not require that the causal argument incorporates a reconstruction of the pathway through the individual level in order to have a satisfactory explanation.

Putting the methodological individualist model of explanation crudely, we get something like this:
Institution {I} shapes individuals' desires, beliefs, and passions {Ai}; individuals with these features of agency constitute the micro level; the tools of game theory, agent-based modeling, microeconomics, etc., allow us to aggregate the behavior of these individuals back to the macro level, in a new state of the macro level {O}.
The" meso-causal with microfoundations" view goes something like this.
Institution {I} has causal power P to influence future states of social aggregates; {I} occurs leading to P.
And, outside the explanation itself, we have:
[Institution I's causal powers have micro foundations along these lines: ...]
So when Michael Mann describes the effects of paramilitary organizations in Germany in the 1920s, he relies on a number of assertions about the causal powers of these organizations when introduced into the social circumstances of the 1920s. He is prepared to say how these effects work--so he satisfies the microfoundations requirement. But his explanation is a meso-level one, proceeding from the meso-level causal properties of paramilitary organizations to another set of meso-level effects (link).

When we explain why the tea kettle begins to whistle, we provide a meso-level explanation and we recognize the microfoundations that each step rests upon:
The kettle is filled with water.
The kettle is subject to a hot flame.
Water boils at 100 degrees centigrade.
Steam is produced at higher pressure than one atmosphere.
Steam exits through the spout, creating the whistle.
This is a meso level physical explanation with very well understood microfoundations, at the level of the molecular properties of H2O, its phase transitions, etc. And, of course, that molecular explanation itself has microfoundations. But here is the key point: the explanation at the level of heat, liquid, boiling point, and steam is perfectly satisfactory for many purposes. And it is scientifically satisfactory because we are confident that we understand the micro mechanisms that underlie each step of the argument. But we are not obliged to provide a molecule-level simulation of the situation in order to be satisfied that we have explained the whistling tea kettle.

Working sociologists offer explanations like Mann's on a regular basis. They identify what they take to be causal properties of social structures and institutions, and then draw out causal chains involving those causal properties. And often they are able to answer the follow-on question: how does that causal power work, in approximate terms, at the micro level? But answering that question is not an essential part of their argument. They do not in fact attempt to work through the agent-based simulation that would validate their general view about how the processes work at the lower level.

This account suggests an alternative diagram to Coleman's boat.



The diagram represents the meso-level claim that E1 and E3 jointly cause the occurrence of E2. The meso causal relation is represented as a single-directional orange arrow. The green arrows represent the microfoundations of each meso factor. These causal relations are bidirectional: individual actors are influenced by the meso factor, and their actions have influences on the meso factor. The yellow arrows, finally, represent inter-actor influences at the micro level: network relationships, alliances, communications channels, exemplary behavior, mobilization efforts, etc.

The diagram represents each of the causal linkages represented in the Coleman boat. But it calls out the meso-meso causal connection that Coleman prohibits in his analysis. And it replaces the idea that causation proceeds through the individual level, with the idea that each meso level factor has a set of actor-level microfoundations. But this is an ontological fact, not a prescription on explanation.

And, finally, it is self-evident that we can always ask a different question that looks more like Coleman's: how does the causal property of the meso factor work at the level of the actor? But this is a different question, and we aren't required to incorporate the resulting story into the meso-meso explanation.

Causal pathways through Coleman's boat

A key talisman in discussions about the relation between "macro" and "micro" is a famous diagram by James Coleman in Foundations of Social Theory.  The diagram is often referred to as "Coleman's boat." Here are two versions involving different examples (8, 10):

Macro is at the top; micro is at the bottom; and the arrows indicate possible pathways of causal influence.  Coleman illustrates his idea with the example of a simulation game.
Such a game is composed of the following: 
A set of roles that players take on, each role defining the interests or goals of the player
Rules about the kinds of actions that are allowable for players in each role, as well as about the order of play
Rules specifying the consequences that each player's action has for other players in the game
... 
It is this structure which corresponds to the two transitions I have described: macro to micro and micro to macro. The first of these transitions is mirrored in the player's interests, given by the goal established by the rules; the constraints on action, which are imposed by other rules; the initial conditions, which provide the context within which action is taken; and after the game is in play, the new context imposed by others' actions. The second transition is mirrored by the consequences of the player's action: how it combines with, interferes with, or in any other way interacts with the actions of other ..., thus creating a new context within which the next action takes place.
...
There is no tangible macro level. The answer is that the macro level, the system behavior is an abstraction, nevertheless an important one. (11-12)
In his detailed and insightful discussion in Methodological Individualism: Background, History and Meaning Lars Udehn labels the arrows this way, with three forms of causal connection that are valid for Coleman (300):


Type 4 connections -- macro to macro -- are ruled out ("the macro level is an abstraction, nevertheless an important one"; Coleman 12); so causal influence for macro factors can only work through disaggregated effects at the micro level.  We might refer to Type 3 connections as aggregative, and Type 2 as formative; Type 3 represents the composition of the macro-level effect through the activities of individuals at the micro-level.  And Type 2 represents the "shaping" or "forming" of individuals that occurs when a macro-level entity affects them -- schools, norms, institutions.  Type 1 are connections within the individual's psychology and agency.

Udehn characterizes Coleman's position as "structural individualism" (304).  What does he mean by this?  Here is a brief explanation. He begins by characterizing "institutional individualism," which is itself a loosening of methodological individualism away from the strictures of psychological individualism.  Here the distinctive idea is that "the behavior of the social system is the aggregated result of the actions of individuals, or the resultant of their interaction." He then characterizes structural individualism in these terms.
In structural individualism, on the other hand, actors are occupants of positions, and they enter relations that depend upon these positions.  The situations they face are interdependent, or functional related, prior to any interaction. the result is a structural effect, as distinguished from a mere interaction effect. In addition to natural persons, then, there are social positions and corporate actors made up of social positions. The behaviour of social systems is, at least in part, determined by the structure of those systems. (304)
So according to Udehn's interpretation, Coleman diverges from strict methodological individualism in that he admits the "structural" effects of organizations and positions within them: that these system-level characteristics have effects on social behavior at the individual level that are different from the mere aggregation of independent interests among individuals.  Further, Udehn highlights the fact of socialization: the fact that individuals are socialized by macro-institutions, with the result that their behavior at the micro level is already conditioned by features of the macro value system -- ways of thinking, ways of valuing, ways of interpreting. "Every individual living in society is socialised and internalises, in varying degrees, the values and beliefs prevailing in the society, or group, to which he/she belongs" (301).

Let's try to illustrate this inter-levels explanation problem with a fairly simple example.  Suppose we notice that a certain country has chronic fiscal crises surrounding its effort to fund a naval expansion.  We also observe that this country has an abnormally high rate of tax evasion. As a consequence, government revenues are lower than they would otherwise be.  We would like to explain this collective fact of high tax evasion.  We might consider three possibilities:
  1. The population shares disdain for the value of government and is unresponsive to calls for "paying your fair share."  This value set may derive from various features of the country's past, or its religious communities, or something else. (individual-level fact)
  2. The country has gotten itself into a low-trust, no-cooperation trap: citizens who would pay their taxes if they were confident that others will do so, no longer believe that others will in fact do so; and they refrain as well. (social interaction effect)
  3. The institutions of tax collection are ineffective, with little supervision of collectors and weak enforcement of compliance.  Therefore rational citizens refrain from paying taxes. (system-level fact)
Hypothesis 1 supports a Type 2 explanation: the moral system of the population as a whole forms the consciousness and moral sensibilities of individuals to become tax evaders; their individual actions aggregate to a low tax collection rate.

Hypothesis 3 suports a Type 3 explanation: institutions set the incentives and punishments for all citizens; citizens behave rationally; their choices aggregate to a low tax collection rate.  But it also supports a Type 4 explanation: a poor enforcement regime leads to low tax collections, which leads to weak ability to fund naval expansion.

What I have objected to in this picture, without formulating it very clearly, is that it seems to require social explanations to proceed through the actions of individuals.  Essentially it seems to imply that only agent-based simulations will provide acceptable explanations of "macro-macro" effects; which means that we are compelled to give up the Type 4 (macro-macro) explanation in favor of a trip through Coleman's boat, formalized with an agent-based simulation.

The position I would like to defend is two-fold and is a defense of Type 4 explanations. First, macro entities (organizations, institutions, normative systems) have stable characteristics with behavioral consequences. Second, those entities must have microfoundations; we must be confident that there are individual behaviors at lower levels that support these macro characteristics.  But third, it is legitimate to draw out the macro-level effects of the macro-circumstance under investigation, without tracing out the way that effect works in detail on the swarms of actors encompassed by the case.  I've referred to this possibility as "relative explanatory autonomy" of the meso-level (link, link, link).  And the requirement of microfoundations is not a requirement on explanation; it does not require that our explanations proceed through the microfoundational level.  Rather, it is a condition that must be satisfied on prima facie grounds, prior to offering the explanation.

(Another important exponent of the programme of methodological individualism is Jon Elster.  Here is Udehn's paraphrase of Elster's version of MI:
Elster is not only a proponent of rational choice, but of methodological individualism as well, and he seems to share the common presumption that the two are inseparably linked. By 'methodological individualism', Elster means 'the doctrine that all social phenomena -- their structure and their change -- are in principle explicable in ways that only involve individuals -- their properties, their goals, their beliefs and their actions. Methodological individualism thus conceived is a form of reductionism.
 As Udehn points out, this puts Elster much closer to the "narrow individualism" end of the spectrum than Coleman.)

Emergence

One view that has been taken about the causal properties of social structures is that they are emergent: they are properties that appear only at a certain level of complexity, and do not pertain to the items of which the social structure is composed. This view has a couple of important problems, not least of which is one of definition. What specifically is the idea of emergence supposed to mean? And do we have any good reasons to believe that it applies to the social world?

An important recent exponent of the view in question is David Elder-Vass in The Causal Power of Social Structures: Emergence, Structure and Agency. Elder-Vass is in fact specific about what he means by the concept. He defines a property of a compound entity or structure as emergent when the property applies only to the structure itself and not to any of its components.
A thing ... can have properties or capabilities that are not possessed by its parts. Such properties are called emergent properties. (4)
An emergent property is one that is not possessed by any of the parts individually and that would not be possessed by the full set of parts in the absence of a structuring set of relations between them. (17)
But, as I argued in an earlier post, this is such a tame version of emergence that it doesn't seem to add much. By E-V's criterion, most properties are emergent -- the sweetness of sugar, the flammability of woven cotton, the hardness of bronze.

What gives the idea of emergence real bite -- but also makes it fundamentally mysterious -- is the additional idea that the property cannot be derived from facts about the components and their arrangements within the structure in question. By this criterion, none of the properties just mentioned are emergent, because their characteristics can in principle be derived from what we know about their components in interaction with each other.

This is the concept of emergence that is associated with holism and anti-reductionism. Essentially it requires us to do our scientific work entirely at the level of the structure itself -- discover system-level properties and powers, and turn our backs on the impulse to explain through analysis.

A kind of compromise view is offered by Herbert Simon in his conception of a complex system in a 1962 article, "The Architecture of Complexity" (link). Here is how he defines the relevant notion of complexity:
Roughly, by a complex system I mean one made up of a large number of parts that interact in a nonsimple way. In such systems, the whole is more than the sum of the parts, not in an ultimate, metaphysical sense, but in the important pragmatic sense that, given the properties of the parts and the laws of their interaction, it is not a trivial matter to infer the properties of the whole. In the face of complexity, an in-principle reductionist may be at the same time a pragmatic holist. (468)
Here Simon favors a view that does not assert ontological independence of system characteristics from individual characteristics, but does assert pragmatic and explanatory independence. In fact, his position seems equivalent to the supervenience thesis: social facts supervene upon facts about individuals. But the implication for research is plain: it is useless to pursue a reductionist strategy for understanding system-level properties of complex systems.

A recent issue of Philosophy of the Social Sciences contains three interesting contributions to different aspects of this topic. Mariam Thalos ("Two Conceptions of Fundamentality") and Shiping Tang ("Foundational Paradigms of Social Sciences") are both worth reading. But Poe Yu-ze Wan's "Emergence a la Systems Theory: Epistemological Totalausschluss or Ontological Novelty?") is directly relevant to the question of emergence, so here I'll focus on his analysis.

Wan distinguishes between two schools of thought about emergence, associated with Niklas Luhmann and Mario Bunge.  Luhmann's conception is extravagantly holistic, whereas Bunge's conception is entirely consistent with the idea that emergent characteristics are nonetheless fixed by properties of the constituents. Wan argues that Luhmann has an "epistemological" understanding of emergence -- the status of a property as emergent is a feature of its derivability or explicability on the basis of lower-level facts.  Bunge's approach, on the other hand, is ontological: even if we can fully explain the higher-level phenomenon in terms of the properties of the lower level, the property itself is still emergent.  So for Bunge, "emergence" is a fact about being, not about knowledge.  Wan also notes that Luhmann wants to replace the "part-whole" distinction with the "environment-system" distinction -- which Wan believes is insupportable (180).  Here is a statement from Luhmann quoted by Wan:
Whenever there is an emergent order, we find the the elements of a presupposed materiality- or energy-continuum … are excluded.  Total exclusion (Totalausschluss) is the condition of emergence. (Luhmann, Niklas. 1992. Wer kennt Wil Martens? Eine Anmerkung zum Problem der Emergenz sozialer System.  Kolner Zeitschrift fur Soziologie und Sozialpsychologie 44(1): 139-42, 141)
And here is Bunge's definition of emergence, quoted by Wan:
To say that P is an emergent property of systems of kind K is short for "P is a global (or collective or non-distributive) property of a system of kind K, none of whose components or precursors possesses P. (Emergence and Convergence: Qualitative Novelty and the Unity of Knowledge, 15)
Bunge's position here is exactly the same as the conception offered by Elder-Vass above.  It defines emergence as novelty at the higher level -- whether or not that novelty can be explained by facts about the constituents.  Bunge's conception is consistent with the supervenient principle, in my reading, whereas Lumann's is not.

Wan provides an excellent review of the history of thinking about this concept, and his assessment of the issues is one that I for one agree with.  In particular, his endorsement of Bunge's position of "rational emergentism" seems to me to get the balance exactly right: social properties are in some sense fixed by the properties of the constituents; they are nonetheless distinct from those underlying properties; and good scientific theories are justified in referring to these emergent properties without the need of reducing them or replacing them with properties at the lower level.  This is what Simon seems to be getting at in his definition of complex systems, quoted above; and it seems to be equivalent to the idea of explanatory autonomy argued in an earlier post.

My own strategy on this issue is to avoid use of the concept of emergence and to favor instead the idea of explanatory autonomy. This is the idea that mid-level system properties are often sufficiently stable that we can pursue causal explanations at that level, without providing derivations of those explanations from some more fundamental level (link).

The explanatory challenge is very clear: if we want to explain meso-level outcomes on the basis of reference to emergent system characteristics, we can do so.  But we need to have good replicable knowledge of the causal properties of the emergent features in order to develop explanations of other kinds of outcomes based on the workings of the system characteristics.  I would also add that we need to have confidence that the hypothesized system-level characteristics do in fact possess microfoundations at the level of the individual and social actions that underly them; or, in other words, we need to have reason for confidence that the emergent properties our explanations hypothesize do in fact conform to the supervenient relation.

Supervenience and social entities

What is the ontological status of social entities -- kinship systems, police departments, religious movements?  And what is the status of causal powers of social entities?  Do we need to "reduce" social entities to the compounds of individuals who make them up? And do we need to derive the causal properties of social entities from the characteristics and interactions of the individuals who make them up? In short, do we need to be reductionist about the social world?

This is a question that arises in many of the "special" sciences, including in particular psychology and neuroscience.  A basic premise of contemporary philosophy is that all phenomena are composed of physical entities, processes, and systems. The mind-body problem is the most immediate place where physicalism does some important work. Mind-body dualists held that mental states were independent from physical states, whereas physicalists insist that mental states are embodied in physical processes and systems.

It is plain enough that we make use of a vocabulary that doesn't appear to invoke physical states when we talk about people's actions and states of mind. When I decide to have tofu for dinner, or when I experience the taste of hot sesame oil, I am engaging in a mental act or qualitative state. "Deciding", "experiencing", and "having qualitative states" all appear to be terms that refer to private mental states. The physicalist takes it as a piece of ontological certainty, however, that these "mental" states are fully and entirely constituted by the physical substrates of the brain and nervous system.

So what do physicalists have in mind when they say that the phenomena to which these terms refer are really physical states? There are several possibilities:
  • eliminative materialism: mental states do not exist, and we need to give definitions of mental terms that allow us to eliminate them in favor of physical terms [reductionism]
  • non-eliminative materialism: mental states exist, but they are wholly and exhaustively caused by physical states
  • epiphenomenalism: mental states are by-products of physical states without causal powers to influence subsequent physical states
  • supervenience: mental states depend upon physical states and nothing else, but it is difficult and unnecessary to reduce facts about mental states to facts about physical states
Is there an analogous situation in the social sciences? Is individualism for the social sciences strongly analogous to physicalism for the natural sciences? Is there something ontologically dubious about referring to social entities and causes?

There is nothing peculiar about the idea that some entities are complex assemblages of other, simpler entities. Virtually every entity that we have an interest in is a compound of simpler entities -- genes, enzymes, or the insulin molecule depicted above.  A table has characteristics that depend on the physical features and arrangement of the materials that make it up, but those "table" characteristics are very different from the features of the composing elements -- hardness, stability, load-bearing capacity, etc. And there is no reason whatsoever to insist that "tables do not exist -- only bits of wood exist."  Tables are identifiable composite objects, and they have causal properties that we can invoke in explanations.  So the fact that there are characteristics of the composite that are dissimilar from the characteristics of the elements is not peculiar.  And this is entirely true of social entities as well.  The efficiency or corruptibility of a tax-collecting bureau is not a characteristic of the individuals who compose it; it is rather a system-level characteristic that derives from the incentives, oversight mechanisms, and physical infrastructure of the organization.

So composite entities are not suspect in general. However, there are a couple of challenging questions that we need to confront about composite entities.  First, can we explain the properties of the composite by knowing everything about the properties of the elements and the nature of their arrangement and interactions?  Can we derive the properties of the whole from the properties of the components?  Take metallurgy: can we derive the properties of the alloy from the physical characteristics of the tin and copper which make it up?  Or are there "emergent" properties that somehow do not depend solely on the properties of the components?

Second, can we attribute causal powers to composite entities directly, or do we need to disaggregate causal claims about the aggregate onto some set of claims about the causal powers of the elements?  Do we need to disaggregate the load-bearing capacity of the table onto a set of facts about the properties of the elements (legs, table top) and their configuration?  It is certainly true that we can derive the load-bearing capacity of the table from this set of facts; this is what civil engineers do in modeling bridges, for example.  The philosophical question is whether we ought to regard this causal property as simply a way of summarizing the underlying physics of the table, or as a stable causal property in its own right.

One appealing answer that has been offered to the question of the relationship between levels of entities is the theory of supervenience.  This theory is largely the work of philosopher Jaegwon Kim over the past thirty years. Here is a recent synthesis of his views (Physicalism, or Something Near Enough). He summarizes the basic idea in these terms:
It will suffice to understand [supervenience] as the claim that what happens in our mental life is wholly dependent on, and determined by, what happens with our bodily processes. (14)
And here is how Julie Zahle puts the point in her contribution to Turner and Risjord's Philosophy of Anthropology and Sociology:
Social entities, their properties, actions, etc. may be said to supervene upon individuals, their actions, and so on, insofar as: (1) there can be no difference at the level of social wholes, their properties, actions, etc., unless there is also a difference at the level of individuals, their properties, actions, and so on; (2) individuals, their actions, etc. fix or determine what kinds of social wholes, properties, etc. are instantiated. (327)
Does the idea of supervenience help answer the question of the ontological status of social entities?  Is it helpful to judge that social entities supervene upon facts about individuals and nothing else?  And does this leave room for the idea of social causation and relative explanatory autonomy?  Are we able to acknowledge the dependence of the social world on facts about individuals without abandoning the idea that there is social causation and social science?

Perhaps surprisingly, Kim thinks that the theory will not assist us in the last two ways, at least when it comes to psychology:
This view [supervenience] provides the burgeoning science of psychology and cognition with a philosophical rationale as an autonomous science in its own right: it investigates these irreducible psychological properties, functions, and capacities, discovering laws and regularities governing them and generating law-based explanations and predictions. It is a science with its own proper domain untouched by other sciences, especially those at the lower levels, like biology, chemistry, and physics. 
This seductive picture, however, turns out to be a piece of wishful thinking, when we consider the problem of mental causation--how it is possible, on such a picture, for mentality to have causal powers, powers to influence the course of natural events. (15)
So I am in a quandary at the moment: I favor the idea of "relatively autonomous social explanations" (link), I like the idea of regarding social entities as legitimate compound entities that don't require elimination, and I think of the theory of supervenience as providing some authority for these views.  And yet Kim himself seems to reject this line of thought when it comes to the special sciences of psychology and cognitive science.  Kim seems to want to argue that higher level sciences cannot claim relative autonomy; in this respect his own view seems to be reductionist.

What seems clear to me can be summarized in just a few points:
  • Social entities and facts are determined and constituted by facts about individuals, their beliefs, their relations, and their actions.  So social entities and facts do in fact supervene upon facts about individuals.
  • Social entities do have causal properties that can be discovered without needing to eliminate them in terms of properties of individuals.  
  • The requirement of microfoundations is crucial because it establishes the intellectual discipline required by the first point: we must be able to validate that the claims we make about social properties and causal powers can be provided microfoundations at the level of socially situated individuals.
  • There is a legitimate and defensible level of explanation at which social scientists can hypothesize social properties and causal capacities; so there is a place for a "relatively autonomous" social science.  We are not forced to be reductionist.
  • The "social" is not inherently puzzling in the way that the "mental" is.  Social entities are more analogous to chairs and proteins than they are to thoughts and qualia: they are complex entities whose system-level characteristics are the ultimate effects of the interactions and properties of the individual elements that constitute them.  We often cannot trace out exactly how the properties of the whole derive from the properties of the components; but we don't need to do so except in unusual circumstances.

More on meso causation

A recent post considered the question, do organizations have causal powers? There I argued that they do, in a number of ways. Here I'd like to return to these claims and see how they disaggregate onto subvening circumstances, including especially patterns of individual and group activity. The italicized phrases are extracted from the earlier post.
  • First, the rules and procedures of the organization may themselves have behavioral consequences that lead consistently to a certain kind of outcome.
How do rules and procedures causally affect the behavior of the actors who participate in them? (a) Through training and inculcation. The new participant is exposed to training processes designed to lead him/her to internalize the procedures and norms governing his/her function. (b) Through formal enforcement. Supervisors are institutionally charged to enforce the rules through direct observation and feedback. (c) Through the normative example of other participants, including informal sanctions by non-supervisors for "wrong" behavior. (d) Through positive incentives administered by supervisors and mid-level functionaries. Each of these avenues for influencing the behavior of an actor within an organization depends on the actions and motivations of other actors within the organization. So we have the recursive question, what factors influence the behavior of those actors? And the answer seems to be: all actors find themselves within a dynamic system of behavior by other actors, frequently maintaining an equilibrium of reproduction of the rules and roles.
  • Second, different organizational forms may be more or less efficient at performing their tasks, leading to consequences for the people and higher-level organizations that are depending on them.
Institutions designed to do similar work may differ in their functioning because of specific differences in the implementation of roles and processes within the organization. This is a system characteristic of the particular features and interactions of the rules and processes of the organization, along with the expected behaviors of the participants. It is also a causal characteristic: implementing system A results in greater efficiency at X than implementing B. The underlying causal reality that needs explanation is how it comes to pass that participants carry out their roles as prescribed--which takes us back to the first thesis.
  • Third, the discrepancy between what the rules require of participants and what the participants actually do may have consequences for the outputs of the organization.
This causal claim highlights the difference between formal and informal procedures and practices within an organization. Informal practices can be highly regular and reproducible. In order to incorporate their implications into our analysis of the workings of the organization we need to accurately understand them; so we need to do some organizational ethnography to identify the practices of the organization. But in principle, the logic of explanation we provide on the basis of informal practices is exactly the same as those offered on the basis of the formal rules of the organization.
  • Fourth, the specific ways in which incentives, sanctions, and supervision are implemented differentiate across organizations.
This is one of the key insights of the "new institutionalism." The specific design of the institution in terms of opportunities and incentives presented to participants makes a large difference in actors' behavior, and consequently a large difference to the system-level performance of the institution. Tweaking the variable of the level in the organization's hierarchy that needs to sign off on expenditures at a given level has significant effects on behavior and system properties. On the one hand, higher-level sign-off may serve to restrain spending. On the other hand, it may make the organization more unwieldy in responding to opportunities and threats.
  • Fifth, the organization has causal powers with respect to the behavior of the individuals involved in the organization.
This factor parallels thesis 1 but is meant to refer to longterm effects on behavior and personality. The idea here is that immersion in a particular organization and its culture creates a distinctive social psychology in the people who experience it. They may acquire habits of thought, ways of responding to new circumstances, higher or lower levels of trust of others, and so forth, in ways that influence their behavior in the broader society. The idea of an "organization man" falls in this category of influence. The organization influences the individual's behavior, not just through the immediate system of rewards and punishments, but through its ability to shape his/her more permanent social psychology.

There are only two fundamental causal paths identified here. The causal properties of the organization are embodied in the patterns of coordinated actions undertaken by the actors who are involved; and these orderly patterns create system effects for the organization as a whole that can be analyzed in abstraction from the individuals whose actions constitute the micro-level of the social entity.

The most obvious causal property of an organization is bound up in the function of the organization. An organization is developed in order to bring about certain social effects: reduce pollution or crime, distribute goods throughout a population, provide services to individuals, seize and hold territory, disseminate information. These effects occur as a result of the coordinated activities of people within the organization. When organizations work correctly they bring about one set of effects; when they break down they bring about another set of effects. Here we can think about organizations in analogy with technology components like amplifiers, thermostats, stabilizers, or surge protectors. This analogy suggests we think about the causal powers of an organization at two levels: what they do (their meso-level effects) and how they do it (their micro-level sub-mechanisms).
