Retelling US history

People who mostly learned American history through their high school education have a limited view of the topic. It was a view that paid little attention to the concrete social issues of race, gender, or class in American history. Fortunately there is now a very good way of updating our understandings of the history of our country that rebalances our knowledge of the past. Jill Lepore's outstanding 2018 book These Truths: A History of the United States provides crucial reading in these troubled times where racism, nationalism, and sexism are proclaimed at the very top of our government. (The book is also available as an audiobook, read by the author (link).)

The book has many virtues. But most importantly, Lepore shows how the reality and legacy of slavery played a fundamental and debilitating role in the evolving history of the United States, from the writing of the Constitution to the political conflicts preceding the Civil War to the politics of Reconstruction and Jim Crow. The realities of race are an essential part of American history.

More broadly, the book gives a full and broad account of disenfranchisement and discrimination in our history. Native Americans, women, freed slaves, and immigrants all find their voices and their struggles in this book -- not as secondary walk-on characters, but as shapers of history and actors in the narratives that made us the nation we are. Here is a passage early in the book in which Lepore makes clear the intertwining of liberty and slavery before the American Revolution:
Slavery does not exist outside of politics. Slavery is a form of politics, and slave rebellion a form of violent political dissent. The Zenger trial and the New York slave conspiracy were much more than a dispute over freedom of the press and a foiled slave rebellion: they were part of a debate about the nature of political opposition, and together they established its limits. Both Cosby’s opponents and Caesar’s followers allegedly plotted to depose the governor. One kind of rebellion was celebrated, the other suppressed—a division that would endure. In American history, the relationship between liberty and slavery is at once deep and dark: the threat of black rebellion gave a license to white political opposition. The American political tradition was forged by philosophers and by statesmen, by printers and by writers, and it was forged, too, by slaves. (64)
And the issue of slavery continued to be the key dividing political issue through the Civil War, masked under the rhetoric of "states rights":
Southern slave owners, a tiny minority of Americans, amounting to about 1 percent of the population, deployed the rhetoric of states’ rights and free trade (by which they meant trade free from federal government regulation), but in fact they desperately needed and relied on the power of the federal government to defend and extend the institution of slavery. The weakness of their position lay behind their efforts to silence dissent. (223)
There are fascinating turns to the story Lepore tells. One concerns America's most famous poem by its most famous poet, Henry Wadsworth Longfellow in 1849, and the change he introduced into the final version of the poem. Staunchly anti-slavery, Longfellow was deeply concerned for the fate of the Union.
By 1849, Longfellow, like most Americans who were paying attention, feared for the Republic. He began writing a poem, called “The Building of the Ship,” about a beautiful, rough-hewn ship called the Union. But as he closed the poem, he could imagine nothing but disaster for this worthy vessel. In his initial draft, he closed the poem with these lines: . . . where, oh where, Shall end this form so rare? . . . Wrecked upon some treacherous rock, Rotting in some loathsome dock, Such the end must be at length Of all this loveliness and strength!
But instead of ending on this note of despair and inspired by the political campaign of his friend Charles Sumner under the Free-Soil Party, he wrote: 
Sail on! Sail on! O Ship of State! For thee the famished nations wait! The world seems hanging on thy fate! (259)
Close to the end of the Civil War that Longfellow so dreaded, Lepore quotes the equally poetic and compassionate words of President Abraham Lincoln, from his second inaugural address:
With malice toward none, with charity for all, with firmness in the right as God gives us to see the right, let us strive on to finish the work we are in, to bind up the nation’s wounds, to care for him who shall have borne the battle and for his widow and his orphan, to do all which may achieve and cherish a just and lasting peace among ourselves and with all nations. (304)
The third large part of the book is titled "Of Citizens, Persons, and People", and is very relevant to our current political morass. It tells much of the story of the struggle for full citizenship and voting rights for women, African-Americans, and other disenfranchised Americans. Equally it tells the story of the determined efforts of powerful racist, nationalist, and misogynist parties to prevent this from occurring. And it chronicles the rise of powerful corporations and economic interests which had their own political agendas and which so often worked against the wellbeing of working people.
Finance capitalism had brought tremendous gains to investors and created vast fortunes, inaugurating the era known as the Gilded Age, edged with gold. It spurred economic development and especially the growth of big businesses: big railroad companies, big agriculture companies, and, beginning in the 1870s, big steel companies. (335)
Lepore's account of the rise of populism and its ambiguous relationship to fundamental progressive values is worth the price of the book all by itself, given the ominous turn that populism has taken in the past few years.
Populism entered American politics at the end of the nineteenth century, and it never left. It pitted “the people,” meaning everyone but the rich, against corporations, which fought back in the courts by defining themselves as “persons”; and it pitted “the people,” meaning white people, against nonwhite people who were fighting for citizenship and whose ability to fight back in the courts was far more limited, since those fights require well-paid lawyers. (348)
And the conservative willingness -- even eagerness -- to discredit scientific knowledge emerges as a century-old impulse, not something invented in the climate-change-denial generation. In general, it is striking how consistent the anti-progressive voice is throughout the past century and more, and how deeply it informs the conservative agenda today. Further, it is hard to miss the nationalism and racism that have historically been part of that rhetoric. William Randolph Hearst seems strikingly contemporary, and McCarthyism, Nixon, weaponized media, and the decades-long struggle against universal health care resonate with today's headlines as well.

These Truths is an excellent work of historical synthesis that does not oversimplify, and distinctly does not portray US history as a steady march of progress. It makes it clear, really, that the values of equality, liberty, and mutual respect that many of us value so profoundly have been contested throughout our history, and that durable institutions embodying democracy and equality are still to be made, not simply celebrated.

Sexual harassment in academic contexts


Sexual harassment of women in academic settings is regrettably common and pervasive, and its consequences are grave. At the same time, it is a remarkably difficult problem to solve. The "me-too" movement has shed welcome light on specific individual offenders and has generated more awareness of some aspects of the problem of sexual harassment and misconduct. But we have not yet come to a public awareness of the changes needed to create a genuinely inclusive and non-harassing environment for women across the spectrum of mistreatment that has been documented. The most common institutional response following an incident is to create a program of training and reporting, with a public commitment to investigating complaints and enforcing university or institutional policies rigorously and transparently. These efforts are often well intentioned, but by themselves they are insufficient. They do not address the underlying institutional and cultural features that make sexual harassment so prevalent.

The problem of sexual harassment in institutional contexts is a difficult one because it derives from multiple features of the organization. The ambient culture of the organization is often an important facilitator of harassing behavior -- often enough a patriarchal culture that is deferential to the status of higher-powered individuals at the expense of lower-powered targets. There is the fact that executive leadership in many institutions continues to be predominantly male, who bring with them a set of gendered assumptions that they often fail to recognize. The hierarchical nature of the power relations of an academic institution is conducive to mistreatment of many kinds, including sexual harassment. Bosses to administrative assistants, research directors to post-docs, thesis advisors to PhD candidates -- these unequal relations of power create a conducive environment for sexual harassment in many varieties. In each case the superior actor has enormous power and influence over the career prospects and work lives of the women over whom they exercise power. And then there are the habits of behavior that individuals bring to the workplace and the learning environment -- sometimes habits of masculine entitlement, sometimes disdainful attitudes towards female scholars or scientists, sometimes an underlying willingness to bully others that finds expression in an academic environment. (A recent issue of the Journal of Social Issues (link) devotes substantial research to the topic of toxic leadership in the tech sector and the "masculinity contest culture" that this group of researchers finds to be a root cause of the toxicity this sector displays for women professionals. Research by Jennifer Berdahl, Peter Glick, Natalya Alonso, and more than a dozen other scholars provides in-depth analysis of this common feature of work environments.)

The scope and urgency of the problem of sexual harassment in academic contexts is documented in excellent and expert detail in a recent study report by the National Academies of Sciences, Engineering, and Medicine (link). This report deserves prominent discussion at every university.

The study documents the frequency of sexual harassment in academic and scientific research contexts, and the data are sobering. Here are the results of two indicative studies at Penn State University System and the University of Texas System:




The Penn State survey indicates that 43.4% of undergraduates, 58.9% of graduate students, and 72.8% of medical students have experienced gender harassment, while 5.1% of undergraduates, 6.0% of graduate students, and 5.7% of medical students report having experienced unwanted sexual attention and sexual coercion. These are staggering results, both in terms of the absolute number of students who were affected and the negative effects that these  experiences had on their ability to fulfill their educational potential. The University of Texas study shows a similar pattern, but also permits us to see meaningful differences across fields of study. Engineering and medicine provide significantly more harmful environments for female students than non-STEM and science disciplines. The authors make a particularly worrisome observation about medicine in this context:
The interviews conducted by RTI International revealed that unique settings such as medical residencies were described as breeding grounds for abusive behavior by superiors. Respondents expressed that this was largely because at this stage of the medical career, expectation of this behavior was widely accepted. The expectations of abusive, grueling conditions in training settings caused several respondents to view sexual harassment as a part of the continuum of what they were expected to endure. (63-64)
The report also does an excellent job of defining the scope of sexual harassment. Media discussion of sexual harassment and misconduct focuses primarily on egregious acts of sexual coercion. However, the  authors of the NAS study note that experts currently encompass sexual coercion, unwanted sexual attention, and gender harassment under this category of harmful interpersonal behavior. The largest sub-category is gender harassment:
"a broad range of verbal and nonverbal behaviors not aimed at sexual cooperation but that convey insulting, hostile, and degrading attitudes about" members of one gender (Fitzgerald, Gelfand, and Drasgow 1995, 430). (25)
The "iceberg" diagram (p. 32) captures the range of behaviors encompassed by the concept of sexual harassment. (See Leskinen, Cortina, and Kabat 2011 for extensive discussion of the varieties of sexual harassment and the harms associated with gender harassment.)


The report emphasizes organizational features as a root cause of a harassment-friendly environment.
By far, the greatest predictors of the occurrence of sexual harassment are organizational. Individual-level factors (e.g., sexist attitudes, beliefs that rationalize or justify harassment, etc.) that might make someone decide to harass a work colleague, student, or peer are surely important. However, a person that has proclivities for sexual harassment will have those behaviors greatly inhibited when exposed to role models who behave in a professional way as compared with role models who behave in a harassing way, or when in an environment that does not support harassing behaviors and/or has strong consequences for these behaviors. Thus, this section considers some of the organizational and environmental variables that increase the risk of sexual harassment perpetration. (46)
Some of the organizational factors that they refer to include the extreme gender imbalance that exists in many professional work environments, the perceived absence of organizational sanctions for harassing behavior, work environments where sexist views and sexually harassing behavior are modeled, and power differentials (47-49). The authors make the point that gender harassment is chiefly aimed at indicating disrespect towards the target rather than sexual exploitation. This has an important implication for institutional change. An institution that creates a strong core set of values emphasizing civility and respect is less conducive to gender harassment. They summarize this analysis in the statement of findings as well:
Organizational climate is, by far, the greatest predictor of the occurrence of sexual harassment, and ameliorating it can prevent people from sexually harassing others. A person more likely to engage in harassing behaviors is significantly less likely to do so in an environment that does not support harassing behaviors and/or has strong, clear, transparent consequences for these behaviors. (50)
So what can a university or research institution do to reduce and eliminate the likelihood of sexual harassment for women within the institution? Several remedies seem fairly obvious, though difficult.
  • Establish a pervasive expectation of civility and respect in the workplace and the learning environment
  • Diffuse the concentrations of power that give potential harassers the opportunity to harass women within their domains
  • Ensure that the institution honors its values by refusing the "star culture" common in universities that makes high-prestige university members untouchable
  • Be vigilant and transparent about the processes of investigation and adjudication through which complaints are considered
  • Create effective processes that ensure that complainants do not suffer retaliation
  • Consider candidates' receptivity to the values of a respectful, civil, and non-harassing environment during the hiring and appointment process (including research directors, department and program chairs, and other positions of authority)
  • Address the gender imbalance that may exist in leadership circles
As the authors put the point in the final chapter of the report:
Preventing and effectively addressing sexual harassment of women in colleges and universities is a significant challenge, but we are optimistic that academic institutions can meet that challenge--if they demonstrate the will to do so. This is because the research shows what will work to prevent sexual harassment and why it will work. A systemwide change to the culture and climate in our nation's colleges and universities can stop the pattern of harassing behavior from impacting the next generation of women entering science, engineering, and medicine. (169)

The status of women in India


Sociologists are often interested in making sense of processes of change that radiate along the axes of the great tectonics of social life, including class, race, and gender. These features of social life are particularly fundamental because they denote powerful determinants of opportunity, life-course, and personal outcomes for all of us. The positions into which individuals are born within the property system have great influence on the ways their lives unfold. The social filigree of race and ethnicity, and the ways in which these categories are socially constructed and projected, likewise creates determinative pathways of development and action for individuals in many social settings. And the social freight of gender and family creates opportunities and obstacles, expectations and stereotypes, for boys and girls, women and men. There are other large dimensions of social embeddedness that might be brought forward as well -- religion, culture, normative communities, power and authority, for example. But class, race, and gender are especially profound. And each has given rise to movements of emancipation in reaction to the oppressions that they represent for specific groups in society.

Kenneth Bo Nielsen and Anne Waldrop have assembled an excellent volume on the status of women in contemporary India in their recent book Women, Gender, and Everyday Social Transformation in India. The collection brings together contributors who approach the topic using the tools of ethnographic research to better understand the everyday realities of experience of women in India today. The volume focuses on three large areas of life in contemporary India -- technology and work, political institutions, and feminist activism. There is a valuable effort to attempt to understand the current upsurge of public violence and rape against women in terms of the social changes that are occurring in these areas.

The editors introduce the focus of the volume in these words:
The pace of socioeconomic transformation in India over the past two and a half decades has been formidable. In this volume we are concerned with examining how these transformations have played out at the level of everyday life to influence the lives of Indian women, and gender relations more broadly."
Readers of Understanding Society will find the volume especially interesting because it approaches the realities of gender, class, and caste in a micro- and meso-level way, looking at specific individuals and groups of women within the concrete social relations within which they find themselves. A rich understanding of the socially constituted realities of "agency" and "structure" plays an important role in the approaches these investigators bring to their research. 
People can never act outside of the multiplicity of social relations in which they are enmeshed; ... the exercise of individual agency aiming for change is thus always conditioned, and human agency is both enabled and limited by those social structures within which change is sought. (7)
Several chapters are especially interesting.

Kenneth Nielsen's contribution on the Singur movement in West Bengal against the proposed Tata factory favored by the ruling CP/M government of the state is very interesting. He illustrates how the status rise of a caste group (Chasi Kaibartta in transition to Mahishya) also reflected a fairly deliberate effort to redefine and control the role of women. "Notably, the Mahishya caste movement for higher status entailed an appropriation of upper-caste norms and values including the Hindu elite male concern for harnessing female sexuality" (207). This account suggests a Bourdieu-like struggle within a "field", making strategic adjustments so as to gain advantage over time. Intra- and inter-caste struggles played out into a redefinition of the nature and role of women in village society. Nielsen's central interest is the micro-processes through which women in these villages made the transition from their traditional roles to the role of part-time activist. This is a familiar question from social movements research. (Here is a causal diagram representing the recruitment process taken from Doug McAdam, "Beyond Structural Analysis" (link).)


But Nielsen's treatment is not theoretical; it is ethnographic, attempting to discover through interviews and participant-observation the concrete steps that occurred from household to street demonstration for some of these women.

Another interesting observation Nielsen offers concerns the question of “issue escalation”. It is often observed in the study of contentious politics that a movement around a specific issue often broadens its focus to include a more comprehensive set of issues. In this instance the natural progression would be from the specific issue of land confiscation to a broader concern for gender equity in rural society. But this escalation did not occur in the case of the West Bengal/Singur movement.
In contrast [to movements in Karnataka and Maharashtra], the Singur movement did not spawn reflections on the gendered nature of landownership and inheritance, even though inheritance patterns in Singur followed the broader West Bengal pattern where land is fragmented and customarily inherited through the line of male descendants. (215)
And Nielsen seems to have uncovered the root of an explanation for why this escalation did not occur: the involvement of women in the Singur movement was actually quite consistent with the patriarchal values governing women's roles that were current in rural society in West Bengal. "The mobilization of women into the Singur movement was facilitated by the fact that it was successfully embedded in a gendered discourse and imagery in which Shantipara's Mahishya women appeared as defenders of the common good of the family and the village" (215). Turn now to another contribution that also focuses on West Bengal, Sirpa Tenhunen's "Gender, Intersectionality and Smartphones in Rural West Bengal." Tenhunen's question is how this innovative communication technology affected the opportunities and agency of women in this region. (One thing I appreciate about the volume as a whole is the care that the researchers take to make it clear that their findings do not represent "India" as a whole.)
I argue that to understand how mobile phone use is shaped by and reshapes gender, it is necessary to explore how the physical properties of phones determine technical affordances -- that is, the possibilities for action -- according to the users' gender, but also such parameters of identity as class and education. (33)
Tenhunen's ethnography focuses on women's use of the technology -- the conversations they conduct in specific times and places. She had observed this village in 1999 (before the cell network had been built out), and again in 2005, 2007-08, 2010, and 2012-13. So her observations permitted her to have a perspective on the socially constructed ways in which adoption of telephony was carried out. One of her most basic observations is that the adoption of telephony initially followed caste lines (37), with upper castes adopting cell phones earlier than other caste groups. She also finds that cell phone ownership tended to be concentrated among male villagers in the early period, and that diffusion to women was often the consequence of marriage relationships. "Fathers and brothers gave phones to ensure that women could stay in touch after marriage" (37). And she finds that women's calling patterns are different from male users in the village. Here is a table of calling patterns based on call diaries from 2008.



This is interesting material, and could be interpreted as a map of the patriarchal and domestic orbits of women and men in the village. Tenhunen argues that cell phones facilitated a broadening of social contacts that had favorable effects on gender opportunities for women in the village.
In rural India, the introduction of phones offered rural women a new, unobstrusive avenue to extend their contacts and space without moving out of their neighbourhood. Women's increased contact with their natal village and female relatives in other villages forms part of the broader changes evident in the village's gender relationships. The most pronounced of these changes are the increase in education for females, women becoming visible in formal politics, and a few high-caste women taking up white-collar jobs. (41-42)
What is particularly interesting about this research is the strength of the case Tenhunen establishes for the differential adoption and consequences of the new cellular technology. "Technology is gendered" -- this is a slogan in the sociology of technology, but it is a simple and important reality in this study.

These are only two of the fifteen chapters of Women, Gender and Everyday Social Transformation in India (Anthem South Asian Studies). But every chapter is worth reading, and the book represents an important contribution to understanding the dynamics under way in India today for half of its population.
