Measuring happiness internationally


One reasonable way of thinking about the most fundamental goal of international economic development is to increase the level of human happiness in all countries, and to reduce the degree of inequality of happiness within and across countries. But, as Aristotle asked several millennia ago, what is happiness? And how can we measure it, either in a given individual or in a population? Utilitarians and economists chose to avoid the problem of measuring subjective happiness, and the associated problem of comparing utilities across persons, by substituting preference satisfaction for subjective happiness. And worries about the challenges of measuring subjective happiness led philosophers like John Rawls and economists like Amartya Sen to prefer to focus on the objective prerequisites of life satisfaction -- primary goods, in the case of Rawls, and capabilities and functionings, in the case of Sen.

And yet the idea of happiness, or life satisfaction, is too important to dispense with. New efforts have been made to develop survey tools and methods that permit assessment of the average level of life satisfaction for groups of people in different countries. Among others Jeffrey Sachs has played a lead role in conceptualizing and furthering this project. The result is a series of World Happiness Reports, beginning in 2012 (link), which can be seen as a counterpart to the World Development Reports (link) and the Human Development Reports (link). Here are some orienting thoughts from Jeffrey Sachs's introductory essay in the 2012 report.
Most people agree that societies should foster the happiness of their citizens. The U.S. Founding Fathers recognized the inalienable right to the pursuit of happiness. British philosophers talked about the greatest good for the greatest number. Bhutan has famously adopted the goal of Gross National Happiness (GNH) rather than Gross National Product. China champions a harmonious society.

Yet most people probably believe that happiness is in the eye of the beholder, an individual’s choice, some- thing to be pursued individually rather than as a matter of national policy. Happiness seems far too subjective, too vague, to serve as a touchstone for a nation’s goals, much less its policy content. That indeed has been the traditional view. Yet the evidence is changing this view rapidly.

A generation of studies by psychologists, economists, pollsters, sociologists, and others has shown that happiness, though indeed a subjective experience, can be objectively measured, assessed, correlated with observable brain functions, and related to the characteristics of an individual and the society. Asking people whether they are happy, or satisfied with their lives, offers important information about the society. It can signal underlying crises or hidden strengths. It can suggest the need for change.

Such is the idea of the emerging scientific study of happiness, whether of individuals and the choices they make, or of entire societies and the reports of the citizenry regarding life satisfaction. The chapters ahead summarize the fascinating and emerging story of these studies. They report on the two broad measurements of happiness: the ups and downs of daily emotions, and an individual’s overall evaluation of life. The former is sometimes called “affective happiness,” and the latter “evaluative happiness.” (6)
Sachs reports that the research team preparing the ground for a World Happiness Report finds that life satisfaction is affected by a number of intangibles -- for example, "community trust, mental and physical health, and the quality of governance and rule of law" (7). The contributors emphasize that GNP per capita is a component, but not the most important component, of variations in life satisfaction across countries and regions.

What has always been challenging in prior discussions of promoting happiness is the problem of measurement. How do we assess an individual's level of happiness or satisfaction? And how do we assess the level of these goods for a population or group? The second large task, once the measurement problem has been addressed, is to uncover the social factors that account for variations in satisfaction and happiness levels. This problem is a more familiar one, since it can be treated using epidemiological and statistical tools to identify the factors most strongly correlated with positive or negative variations in satisfaction levels.

The World Happiness project relies on value-survey instruments to measure population life satisfaction. Existing surveys include the Gallup World Poll, the World Values Survey, and the European Social Survey and European Values Survey. The primary instrument used in the 2012 report is the Gallup World Poll (GWP). GWP uses a 0-10 scale and asks adults to place their current quality of life on this scale (the Cantril ladder).
In the Gallup World Poll respondents are asked (using fresh annual samples of 1,000 respondents aged 15 or over in each of more than 150 countries) to evaluate the quality of their lives on an 11-point ladder scale running from 0 to 10, with the bottom rung of the ladder (0) being the worst possible life for them and 10 being the best possible. As the researchers recognize, there is a serious question here of how to calibrate and interpret the responses offered by thousands of Brazilians, Finns, and Thais for this question. What justifies us in thinking that a respondents' ratings of 5 in Brazil and Thailand mean that Brazilians and Thais are about equally happy? Similarly, what justifies us in thinking that a 0 ("worst possible life I can imagine") means the same in the two countries? Hypothetically, if a Brazilian can imagine a quality of life that includes arbitrary incarceration and torture, whereas a Canadian cannot, doesn't this imply that the Canadian's score of 5 reflects a higher level of absolute life satisfaction than the Brazilian? Intuitively it seems that possibilities like these (cultural or circumstantial differences in worst and best life circumstances in different countries) imply that cross-national comparisons of satisfaction levels based on this kind of survey are suspect.

Here is an OECD research report that directly addresses some of the issues raised by the life satisfaction survey methodology; link. This report focuses on several methodological issues, including this comment on the effects introduced by alternative question wording:
In contrast, Helliwell [one of the authors of the 2012 report] and Putnam (2004) examined the determinants of responses to both a global happiness and a life satisfaction question in a very large international data set (N > 83 500), drawn from the World Values Survey, the US Benchmark Survey and a comparable Canadian survey. They found that, although the main pattern of results did not differ greatly between the two measures, the life satisfaction question showed a stronger relationship with a variety of social indicators (e.g. trust, unemployment) than did the happiness question. However, in this work happiness was measured on a four-point scale and life satisfaction was measured on a ten-point scale; it is thus not clear that question wording, rather than scale length, produced this difference. (70)
Helliwell and Wang respond to this concern about question wording in the report:
The bottom line of our comparisons among life evaluations is that when life satisfaction, happiness and ladder questions are asked about life as a whole, they tell very similar stories about the likely sources of a good life. The information base for these comparisons is still growing, however, so there may be some systematic differences that appear in larger samples. (15)
Helliwell and Wang also address the questions of reliability (consistency across measurements of the same variable at different times) and validity (accurate correspondence to the unobservable variable under scrutiny). Their strongest case for the validity of these survey-based attempts at measurement of satisfaction is the fact that it is possible to demonstrate that variations in life satisfaction measures are largely correlated with a small number of factors that are plausibly relevant to the creation of life satisfaction.
As will be shown in the next chapter, more than three-quarters of the cross-country differences in national average measures of happiness can be explained by variables already known through experimental and other evidence to be important. (17)
Perhaps more credible than international comparisons are within-country comparisons of satisfaction levels. We might feel more confident in thinking that Canadians share a conceptual space of worst and best outcomes with each other, and this shared framework means that their assessments of their personal situations along the Cantrel ladder will be comparable. But even here, it seems likely that there are cultural and circumstantial differences within a country that might lead to the same kinds of inconsistencies. Are Brazilian favela dwellers likely to identify the same worst and best outcomes as residents of the elite neighborhood of Botafogo? Helliwell and Wang make a brief reply to this kind of concern (19), but more needs to be said.

Beyond measurement is causal explanation of differences across sub-groups. In Chapter 3 Richard Layard, Andrew Clark, and Claudia Senik attempt to tease out the material and circumstantial factors that account for variation in levels of life satisfaction across groups and countries. The factors that they identify include (59):
  • income
  • work
  • community and governance (trust, equality, freedom, bonding, ...)
  • values and religion
  • mental health
  • physical health
  • family experience
  • education
  • gender and age
They find that these factors serve to explain a substantial amount of the variation in life satisfaction in different groups. Here is a sample regression table based on data from three different surveys.


And here is their effort to recast most of these factors in a comparative analysis, estimating the effect of a given factor as a multiple of a 30% increase in income.

The largest positive effect identified here on life satisfaction is an increase in social support; whereas the largest negative effects are becoming unemployed and becoming separated in a marriage.

This approach to economic development assessment seems important for the outcomes it wants to be able to measure and assess. It is certainly true that average income is a poor measure (to say the least) of the wellbeing of a population. So it is worth exploring other approaches that attempt to get at wellbeing in a more direct way. It remains to be seen, however, whether survey research based on questions about levels of happiness or life satisfaction can do the job. There are certainly interesting statistics coming out of this research pertaining to the level of importance of various factors in causing a higher or lower level of reported satisfaction in a group. But whether the conceptual problems of interpretation mentioned above can be solved is still uncertain. This comes down to the familiar question of validity of the measurement instrument; but in order to assess validity, we need to have better answers to the original question -- what is life satisfaction? And can it be defined in a way that makes sense across persons or groups?

Karl Polanyi as a critical realist?



In The Power of Market Fundamentalism: Karl Polanyi's Critique Fred Block and Peggy
Somers focus on a phrase that Karl Polanyi uses in The Great Transformation: The Political and Economic Origins of Our Time, the idea of treating society as “real”. They address this issue in the final chapter of the book. (This is in the context, it should be noted, of their conclusion that Polanyi was fundamentally a "failed prophet" -- the transformation that he expected in the next fifty years of market society following World War II has not in fact materialized.) What does this idea refer to in Polanyi’s thinking?
In the end, Polanyi is asking us to accept that we live in complex societies, the essence of which is the interdependence of persons and institutions. No person or action or institution is autonomous; every institutional movement or seemingly personal action will have consequences, often unknown, for people close and far…. A new public philosophy must be build from this foundational commitment to the reality of a complex and interdependent society. (227) 
To see the world as it is in reality, not as we might like it to be in the logic of economic thought, is for Polanyi the only way to fashion public and social policies on moral and ethical foundations. (228)
Block and Somers are insistent that "free market ideology" is very far from "realistic". The arrangements of a "free market" are by no means self-reinforcing; they require powerful institutions to stabilize them. And markets require powerful states -- governmental action -- to preserve their existential prerequisites. So free market ideology and economic liberalism are not realistic from a sociological point of view.

So what is the "reality of society", in Polanyi's meaning? For Block and Somers, Polanyi's realism is directly related to his distinction between formalism and substantivism. Formalists look at the social world as a pure market environment in which rational egoists seek to maximize utility, and neo-classical economics is the science of this realm. But Polanyi believes this is a fiction, and that real human beings are always embedded in concrete social, cultural, and ideational relations with each other. This is the "substantivist" view of the social world. When Polanyi refers to the "real" social world he is referring to this substantive, concrete set of relations. And it is the work of social scientists, historians, and ethnographers to map out the details of these relations in a particular social historical setting.

So the vision of the pure marketplace is a fantasy or a utopia, according to Polanyi. The real social world is constituted by normative and material relations between real human beings.

One feature of this substantive reality, in Polanyi's view, is recognition of the unavoidable interdependence of human beings in all social settings. Once again, reality is poised in contrast to fantasy -- now the fantasy of the wholly independent autonomous economic individual. Rather, real individuals are embedded in concrete social relations with each other that constrain and guide their actions.

So reality for Polanyi stands in direct opposition to the abstract social theory of economic liberalism, or what Block and Somers call "market fundamentalism".

Peggy Somers is an advocate of critical realism for sociology (link). Is Polanyi any kind of critical realist, on this interpretation of what he means by "real society"? There are certain affinities, to be sure. Like Bhaskar, he affirms that the social world possesses real structures and relations, and that these structures wield influence on individuals and outcomes. In Bhaskar's terms, they possess causal powers. And, like Bhaskar, he gives credence to some of Marx's basic social categories.

But there are contrasts as well. His theory is not at all philosophical or ontological -- in fact, Bhaskar might describe it as empiricist, given Polanyi's view that the real properties of the social world are amenable to direct empirical investigation. (That is my own view as well.) Perhaps the strongest affinity with critical realism is Polanyi's conviction that a realistic understanding of the social world brings with it a definite normative stance and program for progress -- realism and human emancipation.

Here is an important statement of Polanyi's views of social change:
Nowhere has liberal philosophy failed so conspicuously as in its understanding of the problem of change. Fired by an emotional faith in spontaneity, the common-sense attitude toward change was discarded in favor of a mystical readiness to accept the social consequences of economic improvement, whatever they might be. The elementary truths of political science and statecraft were first discredited then forgotten. It should need no elaboration that a process of undirected change, the pace of which is deemed too fast, should be slowed down, if possible, so as to safeguard the welfare of the community. Such household truths of traditional statesmanship, often merely reflecting the teachings of a social philosophy inherited from the ancients, were in the nineteenth century erased from the thoughts of the educated by the corrosive of a crude utilitarianism combined with an uncritical reliance on the alleged self-healing virtues of unconscious growth. (35)
This passage clearly advocates taking change in hand and shaping it to the needs of ordinary people, not simply accepting the fatalism of economic necessity. And this perhaps has relevance for today's hot debates over globalization, from Bernie to Donald to Brexit. Here is Polanyi's treatment of the enclosure acts:
Enclosures have appropriately been called a revolution of the rich against the poor. The lords and nobles were upsetting the social order, breaking down ancient law and custom, sometimes by means of violence, often by pressure and intimidation. They were literally robbing the poor of their share in the common, tearing down the houses which, by the hitherto unbreakable force of custom, the poor had long regarded as theirs and their heirs'. The fabric of society was being disrupted; desolate villages and the ruins of human dwellings testified to the fierceness with which the revolution raged, endangering the defences of the country, wasting its towns, decimating its population, turning its overburdened soil into dust, harassing its people and turning them from decent husbandmen into a mob of beggars and thieves. Though this happened only in patches, the black spots threatened to melt into a uniform catastrophe. The King and his Council, the Chancellors, and the Bishops were defending the welfare of the community and, indeed, the human and natural substance of society against this scourge. With hardly any intermittence, for a century and a half—from the 1490s, at the latest, to the 1640s they struggled against depopulation. Lord Protector Somerset lost his life at the hands of the counterrevolution which wiped the enclosure laws from the statute book and established the dictatorship of the grazier lords, after Kett's Rebellion was defeated with several thousand peasants slaughtered in the process. Somerset was accused, and not without truth, of having given encouragement to the rebellious peasants by his denunciation of enclosures. (37)
Polanyi's realism has substantial implications for social policy and reform. If interdependence and reciprocity are real and permanent features of the social world, if a pure self-regulating market society is a plain fiction, then some programs for social change make a lot more sense than others. Social democracy, in particular, appears to be an almost unavoidable choice. (Or rather, the old opposition of "socialism or barbarism" seems like an unavoidable historical necessity. This is the thrust of Polanyi's anti-fascism.

It is interesting to recall that the brother of Karl Polanyi, Michael, was an anti-empiricist philosopher of science. Michael Polanyi's book Personal Knowledge: Towards a Post-Critical Philosophy amounted to a sustained critique of simple empiricist theories of social knowledge (link).

Tyler Cowen on global inequality


Tyler Cowen sounds a bit like Voltaire's Pangloss when he argues, as the New York Times headline puts it, that we are living "all in all, [in] a more egalitarian world" (link). Cowen acknowledges what most people concerned about inequalities believe: "the problem [of inequality] has become more acute within most individual nations"; but he shrugs this off by saying that "income inequality for the world as a whole has been falling for most of the last 20 years." The implication is that we should not be concerned about the first fact because of the encouraging trend in the second fact.

Cowen bases his case on what seems on its face paradoxical but is in fact correct: it is possible for a set of 100 countries to each experience increasing income inequality and yet the aggregate of those populations to experience falling inequality. And this is precisely what he thinks is happening. Incomes in (some of) the poorest countries are rising, and the gap between the top and the bottom has fallen. So the gap between the richest and the poorest citizens of planet Earth has declined. The economic growth in developing countries in the past twenty years, principally China, has led to rapid per capita growth in several of those countries. This helps the distribution of income globally -- even as it worsens China's income distribution.

But this isn't what most people are concerned about when they express criticisms of rising inequalities, either nationally or internationally. They are concerned about the fact that our economies have very systematically increased the percentage of income and wealth flowing to the top 1, 5, and 10 percent, while allowing the bottom 40% to stagnate. And this concentration of wealth and income is widespread across the globe. (Branko Milanovic does a nice job of analyzing the different meanings we might attach to "global inequality" in this World Bank working paper; link.)

This rising income inequality is a profound problem for many reasons. First, it means that the quality of life for the poorest 40% of each economy's population is significantly lower than it could and should be, given the level of wealth of the societies in which they live. That is a bad thing in and of itself. Second, the relative poverty of this sizable portion of society places a burden on future economic growth. If the poorest 40% are poorly educated, poorly housed, and poorly served by healthcare, then they will be less productive than they have the capacity to be, and future society will be the poorer for it. Third, this rising inequality is further a problem because it undermines the perceived legitimacy of our economic system. Widening inequalities have given rise to a widespread perception that these growing inequalities are unfair and unjustified. This is a political problem of the first magnitude. Our democracy depends on a shared conviction of the basic fairness of our institutions. (Kate Pickett and Richard Wilkinson also argue that inequality has negative effects on the social wellbeing of whole societies; link.)

The seeming paradox raised here can be easily clarified by separating two distinct issues. One is the issue of income distribution within an integrated national economy -- the United States, Denmark, Brazil, China. And the second is the issue of extreme inequalities of per capita GDP across national economies -- the poverty of nations like Nigeria, Honduras, and Bangladesh compared to rich countries like Sweden, Germany, or Canada. Both are important issues; but they are different issues that should not be conflated. It is misleading to judge that global inequality is falling by looking only at the rank-ordered distribution of income across the world's 7 billion citizens. This decline follows from the moderate success achieved in the past fifteen years in ameliorating global poverty -- a Millenium Development Goal (link). But it is at least as relevant to base our answer to the question about the trend of global inequalities by looking at the average trend across the world's domestic economies; and this trend is unambiguously upward.

Here is a pair of graphs from The Economist that address both topics (reproduced at the XrayDelta blog here). The left panel demonstrates the trend that Cowen is highlighting. The global Gini coefficient has indeed leveled off in the past 40 years. The right panel indicates rising inequalities in US, Britain, Germany, France, and Sweden. As the second panel documents, the distribution of income within a sample set of national economies has dramatically worsened since 1980. So global inequalities are both improving and worsening -- depending on how we disaggregate the question.


The global Gini approach is intended to capture income inequalities across the world's citizens, not across the world's countries. Essentially this means estimating a rank-order of the incomes of all the world's citizens, and estimating the Lorenz distribution this creates.

We get a very different picture if we consider what has happened with inequalities across the world's national economies. Here is a graph compiled by Branko Milanovic that represents the Gini coefficient for GDP per capita for a large set countries over time (link):


This graph makes the crucial point: inequalities across nations have increased dramatically across the globe since 1980, from a Gini coefficient of about .45 to an average of .54 in 2000 (and apparently still rising).

Finally, what about inequalities within nations? This OECD report provides comparative data for 27 countries during the period 1975 and 2010 (link). They find that income inequalities increased in most of the countries studied. This report does not cover all countries, of course; but the findings are suggestive. Here is their summary finding:


And this is the most important point: most of these countries are suffering the social disadvantages that go along with the fact of rising inequalities. So we could use the OECD report to reach exactly the opposite conclusion from the one that Cowen reaches: in fact, global inequalities have worsened since 1980.

Thomas Piketty's name does not occur once in Cowen's short piece; and yet his economic arguments about capitalism and inequality in Capital in the Twenty-First Century are surely part of Cowen's impetus in writing this piece. Ironically, Piketty's findings corroborate one part of Cowen's point -- the global convergence of inequalities. Two French economists, François Bourguignon and Christian Morrisson, made a substantial effort to measure historical Gini coefficients for the world's population as a whole (link). Their work is incorporated into Piketty's own conclusions and is included on Piketty's website. Here is Piketty's summary graph of global inequalities since 1700 -- which makes the point of convergence between developed countries and developing countries more clearly than Cowen himself:


So what about China? What role does the world's largest economy (by population) play in the topic of global economic inequalities? China's per capita income has increased by roughly 10% annually during that period; as a population it is no longer a low-income economy. But most development economists who study China would agree that China's rapid growth since 1980 has sharply increased inequalities in that country (linklink). Urban and coastal populations have gained much more rapidly than the 45% or so of the population (500 million people) still living in backward rural areas. A recent estimate found that the Gini coefficient for China has increased from .30 to .45 since 1980 (link). So China's rapid economic growth has been a major component of the trend Cowen highlights: the rising level of incomes in previously poor countries. At the same time, this process of growth has been accompanied by rising levels of inequalities within China that are a source of serious concern for Chinese policy makers.

So rising global income inequality is not a minor issue to be brushed aside with a change of topic. Rather, it is a key issue for the economic and political futures of countries throughout the world, including Canada, Great Britain, the United States, Germany, Egypt, China, India, and Brazil. And if you don't think that economic inequalities have the potential for creating political unrest, you haven't paid attention to recent events in Egypt, Brazil, the UK, France, Sweden, and Tunisia.

War and calculation


The Crimea is now securely within the grasp of Russia. This shift occurred as the result of the use of military force seemingly unconcerned about international law or opinion, the world objected, and Russia prevailed. Why is this kind of forcible seizure of territory not more common in contemporary international affairs? There are other places in the world where imbalanced states disagree about boundaries, resources, or ethnic populations; why is Russia's unconcerned use of force to gain its ends not more common? And, given its success and relatively low cost to the aggressor in this case, should we expect more such adventurism -- for example, in the South China Sea or in the Arctic?

One part of this question comes down to realpolitik and careful accounting of the costs and benefits of military action by the potential aggressor. How probable is success? Will there be concerted opposition and significant loss of life? How important is the prize?  Often enough this calculation will lead to restraint: the consequences may be unpredictable, the value of the prize may be minimal, and the target state may have enough deterrent military force to raise the stakes. But it is also true that aggressors are imperfectly rational and may be prone to discounting future costs and risks.

Another part of the question comes down to the rising value of multilateral organizations and agreements to the potential aggressor. The value of the prize may be small in comparison to the damage done to existing multilateral relationships. Disruption of trade, banking, investment, and stock exchanges may lead to costs far exceeding the short-term benefits of aggression.  (One of the first steps taken against Russia was the rescheduling of the G8 conference from Sochi to Brussels, and exclusion of Russia from the meeting.) This points to the possible stabilizing effects of globalization. The potential costs of one-off aggression may themselves include a large global component.

A third possible factor is the normative regime of non-aggression, respect for national sovereignty, and respect for human rights that underlies the development of the United Nations, the European Union, and other institutions of international law since World War II. It may be speculated that regime decision-makers have a degree of reluctance in directly flouting this set of international norms. Governments need legitimacy, and flouting international norms undermines this form of capital. But this effect seems pretty weak; just consider the impunity of the Syrian government in its use of chemical weapons against its own population. The use of force by the Soviet Army against Hungary and Czechovlakia was condemned but successful. And remember Stalin's comment: How many divisions does the Pope have?

So realpolitik calculations make aggression sometimes a favored choice, and multilateral retaliation and the indirect effects of violations of international norms provide for a degree of restraint. Do these contrary forces produce a relatively stable world system?  Unfortunately, the inhibitory effects are diffuse and readily discounted by the Saddams, Putins, and Assads of our world. So we might draw these considerations into a broad prediction: when a powerful state has an important interest in territory possessed by a weak neighbor, in circumstances where it is unlikely that the weak state will make a meaningful armed response, the combination of the deterrence value of international disapproval and the violation of international norms will often be too weak to deter the potential aggressor. And this in turn puts the spotlight on eastern Ukraine: why are all those Russian forces mustered at the border?

Certainly this topic receives plenty of attention within international relations theory. Much IR theory has couched its thinking in bilateral terms -- essentially the alignments of the Cold War. Perhaps we have entered a new strategic environment, however, where the stability created by a bilateral world divided between two major powers is degrading into a possible period of one-off acts of aggression. This seems like an interesting subject for an agent-based model. Populate a map with large and small territories with powerful and weak military forces; postulate a decision rule for the leaders that places national security as the leading priority and that encompasses the costs of multilateral disapproval and loss of legitimacy brought about by naked aggression; and play the scenario forward. How much aggression will we see?

Michael Mann on power


In 1986 Michael Mann began a strikingly ambitious project -- to give a theoretical and historical account of the history of power in human history.  This effort came to closure in the past few months with the publication of volume 3 (The Sources of Social Power: Volume 3, Global Empires and Revolution, 1890-1945) and volume 4 (The Sources of Social Power: Volume 4, Globalizations, 1945-2011). (Two other titles were published as offshoots of this project, Fascists and The Dark Side of Democracy: Explaining Ethnic Cleansing.)

This is an amazing corpus, and I think it throws important light on both the theory and the history. It is historical sociology on a macro-scale; and yet Mann also provides careful, almost ethnographic details at the level of individual actors -- fascists, ethnic paramilitaries, legislators, colonial administrators. So I think Mann also offers a great example of a sociologist who is not prisoner to a single methodology or a single avenue of approach to these supremely complex social processes.

Another admirable dimension of Mann's approach to this long sweep of history is his insistence on the contingency and conjunctural character of that history.
We shall see that these structural crises had multiple causes and stages cascading on top of each other in unexpected and unfortunate ways. They were contingent because different causal chains, eacho f which we can trace and explain quite well, came together in a way that we cannot explain in terms of either of them, yet which proved timely for the outcome. (V3, 3)
This attention to contingency and heterogeneity of social processes is to be found through all four volumes. Here is an extensive statement of these ideas at the beginning of Volume 1:
Societies are not unitary. They are not social systems (closed or open); they are not totalities. We can never find a single bounded society in geographical or social space. Because there is no system, no totality, there cannot be "sub-systems," "dimensions," or "levels" of such a totality. Because there is no whole, social relations cannot be reduced "ultimately," "in the last instance," to some systemic property of it -- like the "mode of material production," or the "cultural" or "normative system," or the "form of military organization." Because there is no bounded totality, it is not helpful to divide social change or conflict into "endogenous" and "exogenous" varieties. Because there is no social system, there is no "evolutionary" process within it. (The Sources of Social Power: Volume 1, A History of Power from the Beginning to AD 1760, 1)
Mann doesn't try to reduce any of the periods he considers to a simple organizing theme -- "modernization," "colonialism," "resistance." Instead, he recognizes the degree to which the historical process is heterogeneous across space and time. Fascism had different dynamics in Spain than in Germany; and both were distinct from the fascist ideologies of France between the wars.

But this recognition of the contingency of historical processes does not mean that explanation and generalization are impossible. Instead, Mann takes an approach that is familiar from the social mechanisms approach, though on a more macro scale: he looks to trace causal mechanisms and sequences to show how various social structures and circumstances led to specific kinds of changes in the social order.

One of the generalizing frameworks that he uses throughout all four volumes is what he refers to as the "IEMP model" of social power: ideological, economic, military, and political. He believes that these aspects of social reality are largely independent sets of institutions and processes, and they create different though complementary sources of power for individuals and groups within a given state of society. Here is the thumbnail he offers for each of these four high-level features of social power in Volume 3:
Ideological Power derives from the human need to find ultimate meaning in life, to share norms and values, and to participate in aesthetic and ritual practices with others. (V3, 6) 
Economic Power derives from the human need to extract, transform, distribute, and consume the products of nature. Economic relations are powerful because they combine the intensive mobilization of labor with very extensive circuites of capital, trade, and production chains, providing a combination of intensive and extensive power and normally also of authoritative and diffused power. (V3, 8) 
Military Power. Since writing my previous volumes, I have tightened up the definition of military power to "the social organization of concentrated and lethal violence." (V3, 10) 
Political Power is the centralized and territorial regulation of social life. The basic function of government is the provision of order over this realm. (V3, 12)
Empire and globalization are central topics in the final two volumes of the work. This reflects Mann's historical judgment that the past century or so has been structured by the internationalizing pressures of economic and military interest to create broader systems of control.

I'm looking forward to reading these final two volumes carefully. In the meantime, though, I'm struck by an interesting parallel between Mann's approach to this set of histories and that offered by Eric Hobsbawm a generation earlier.

Hobsbawm was not a sociological theorist. But he was responsive to many of the same large issues as those raised by Mann: class, capitalism, state, colonialism, revolution, and war. And certainly Hobsbawm no less than Mann was very clear about the role that social power played throughout this global history.

One other observation that strikes me in looking through the four volumes as a group is that the books do not give much spotlight to Asia.  The Japanese empire is a central topic, and the Chinese Revolution comes in for some attention. But a key insight that historians of Eurasia like Bin Wong, Ken Pomeranz, and Prasannan Parthasarathi have arrived at, is that Asian history and politics need to be considered in their own terms. The institutions, politics, and ideologies of India, China, Burma, or Japan are not just pale versions of European equivalents; rather, they have their own logics and historical distinctiveness. So as large as this four-volume corpus is, it is still importantly incomplete. And it is a very interesting question to consider whether the IEMP framework that Mann develops works well as a basis for understanding the major turns of historical development in India or China over a comparable sweep of time.

World history


World history is more timely today than ever. “Globalization” is almost a cliché, from “The world is flat” to “the homogenization of cultures” to the “commodification of place.” Everyone recognizes the fact of globalization in the contemporary world. But we need to understand the many ways in which many parts of the world were deeply and systemically interconnected long before the post-World War II wave of revolutions in communications networks, rapid travel, containerized shipping, and military power contributed to the current interconnectedness of most countries and peoples. We need a strong historiography for the global world. And we need better and more detailed understandings of the histories of many of the regions of the world, taken in their own terms.

To be most productive, however, we need to approach the tasks of global history with some fresh thinking. There are several key points that have emerged as fundamental.  The first is to be vigilant about making Eurocentric assumptions about development and change.  Whether in the domains of politics, economics, or culture, it is crucial to avoid the assumption that Europe set the model for developments in key areas of historical change.  New historiography of Eurasian economic development illustrates the power of an approach that avoids Eurocentrism, including Bin Wong (China Transformed: Historical Change and the Limits of European Experience), Ken Pomeranz (The Great Divergence: China, Europe, and the Making of the Modern World Economy.), and Prasannan Parthasarathi (Why Europe Grew Rich and Asia Did Not: Global Economic Divergence, 1600-1850).

A second is to expect variation rather than convergence. There are many ways that human societies have found to solve crucial problems of coordination, order, production, and the exercise of power. Global historians need to be alert to the development of alternative institutions of politics, economics, culture, or social cohesion in different locales. In particular, it is important to take note of divergences as well as parallels in the political and economic development of great civilizations like those of India, China, Southeast Asia, or West Africa.

Third, it is important to avoid the conceptual schemes of nationalism and states. "France," "Indonesia," and "India" are places with diversity and internal variation, and they each followed distinct rhythms of consolidation as states and nations.  It is often more revealing to look to regions that cross the boundaries of existing states; we learn much by looking at the dynamics of change in regions that are smaller than nation-states (the American South, for example, as an economic and racial regime that had little in common with Northern cities); and it is sometimes the case that we are best off considering the histories of dispersed peoples and activities (Zomia (James Scott, The Art of Not Being Governed: An Anarchist History of Upland Southeast Asia (Yale Agrarian Studies Series)), diasporic histories (Tai Lands and Thailand: Community and the State in Southeast Asia), bandits (Bandits, Revised Edition)).

Fourth, the way in which we consider historical time sometimes needs more critical reflection. Victor Lieberman's focus on the punctuated patterns of consolidation that took place from Burma to Kiev is one aspect of this reflection; the world's clock was synchronized in a pattern that was quite distinct from the internal patterns of change in each of the affected countries.  And the historian needs to be attentive to both clocks. Likewise, world historians need to be open to considering temporality on a range of scales -- from the months of the Terror to the decades of contention that preceded and followed the French Revolution, to the century and a half that separated the French Revolution from the Chinese Revolution.

Fifth, the global impact of environmental factors needs to be given the emphasis it deserves. Climate change, exhaustion of woodlands, extension of mining and extraction -- all these processes and factors influence human activity at a range of levels, and their impact needs to be assessed carefully on the basis of historical and physical data. Mark Elvin's environmental history of China is a great example (The Retreat of the Elephants: An Environmental History of China).

Finally, world historians need to pay particular attention to the mechanisms of influence through which places exchanged cultural and economic material in the long centuries from the development of substantial Mediterranean trade in the ancient world to the shipping lanes of the contemporary world. Trade, the diffusion of ideas through cultural contact and migration, the effects of the book trade, the military logic of colonialism, the advent of organized long-distance communication and travel, the creation of international governance institutions -- these mechanisms of social exchange constitute many of the pathways through which global integration occurs, and their dynamics are worthy of close attention by historians.

Significantly, almost all these factors find their way into the work of many recent historians who are taking on the challenge of making sense of the history of the modern world. World historiography is on a very promising trajectory.

David Graeber on the anarchist movement


Progressives seem to be confronted with some real conundrums (or is it conundra?), here in the early part of the 21st century. We want to see a world that is genuinely committed to some basic principles of social justice, equality, and personal freedom. And we generally acknowledge the point that the modern world can only function on the basis of social, political, and economic structures that have a degree of authority over individual conduct. These two framing ideas are in tension, once we recognize the permanent likelihood of "institutional capture" of social structures by privileged individuals and groups. Capture may result from the access a privileged party has to the sources of wealth and power (the CCP in China) or the astronomically disproportional influence that corporations and private interests have in the legislative and regulatory process (lobbyists in France, the UK, and the US). So is it possible to create a society in which organizing structures exist, but that are genuinely governed by the constraints of justice,equality, and democracy? Can democratic institutions be established and defended that genuinely embody the interests and dignity of poor and working people? In a word, is social democracy actually a feasible outcome in the conditions of the 21st century?

There is a strand of radical thought that answers these questions in the negative.  The "autonomist" theories and practices within the labor movement of the 1950s that were described in an earlier post represent one thread in this world. Another is the body of thinking, rhetoric, and action that is involved in the anarchist organizations associated with current anti-globalization activism.  David Graeber has done an important service to the rest of us by offering an extended ethnography of this loosely connected movement in Direct Action. The book is the first I've seen to offer a nuanced description of the thinking, practices, and networks that have emerged within this movement over the past fifteen years or so. Unlike much of the journalism that this movement has produced, it resists both caricature and polemic. Graeber is a participant within the movement as well as an observer, and his voice helps to make sense of the thinking and actions that have surfaced in Seattle, Washington, Quebec, Madrid, and London in the past 15 years. And it certainly helps to put voices and faces into the OWS movement. Graeber is, by the way, an unusually appealing writer, so the book is a very engaging read.  (It is also very long -- 538 pages of text.)

The first half of the book provides a detailed chronological ethnography of the preparations that several Direct Action groups made to engage in demonstration and resistance at the Summit of the Americas in Quebec in April, 2001. Graeber gives a textured understanding of the personalities and debates that unfolded. (Here is an activist-produced video of the protests; link.)  As his description makes clear, this was a transnational network from the start, with alliances and affinities extending from Chiapas to Italy to Spain to Switzerland to the Mohawk Nation spanning the US and Canada border.

The second part of the book is a more analytical exposition of direct action and anarchism.  He offers a clear description of what these activists mean by "direct action" (chapter 5), and attempts to capture something of the culture of anarchist activism (chapter 6). Here is an interesting observation about the social composition of anarchist networks in the US, which may also shed some light on OWS:
Speaking broadly, it seems to me activist milieu can best be seen as a juncture, a kind of meeting place, between downwardly mobile elements of the professional classes and upwardly mobile children of the working class. (252)
The groups that Graeber describes include various Direct Action Networks (DAN), including the one based in New York in which he was involved, NYC DAN. Another is Ya Basta!, also anarchist but with a decided taste for performance.  These groups conduct their discussions, planning, and decision-making according to egalitarian, consensual practices: no leaders, no executive committees, no authority. These practices are described in the principles endorsed by one of the oldest Direct Action groups, the Peoples' Global Action (PGA) (link). Here is how Graeber describes the principles of consensus:
DAN employed a formal consensus process with rotating facilitators, an elaborate system of “stacking” designed to ensure no small group of voices dominated the conversation. Smokey and Flamma hated DAN. Like a number of other anarchists in New York—I’ll call them the “hardcores,” for lack of a better name, the sort that were likely to have more experience in Black Blocs, tree sits, or the squatter scene, or anyway used to working in small, intimate collectives—they saw DAN’s formal structure as itself stifling and oppressive. (20)
But the ideal of consensus doesn't imply inability to act as a group. In fact, Graeber describes an extended process of brainstorming, planning, and decision-making leading up to coordination with the Mohawk Warrior Society, Ya Basta!, the International Socialist Organisation (ISO), and other sympathetic groups, and execution of complex actions in Quebec. (Graeber and other DAN participants seem to find the socialist ISO activists particularly annoying because of their apparent opportunism and vanguardism; and yet their egalitarian principles make it impossible for them to exclude them.)

The detailed notes about the tactics and actions in Quebec once the demonstrations began read like an urban combat novel: anarchist groups approaching the fence surrounding the core Summit area, police firing tear gas and water cannons, many injuries and arrests, molotov cocktails from a variety of Blocs against water cannon.  Graeber's narrative gives a vivid depiction of what must have been similar actions and tactics in Strasbourg, London, and Seattle, with activists learning new tactics (and equipment) from one siege to another.  (The horrendous video and photos from UC-Davis of police methodically pepper-spraying seated demonstrators give another current exposure to the potential for police violence in circumstances of protest and resistance.)

I find some interesting affinities between the movements and ideas that Graeber describes and the views of economic development advocated by Arturo Escobar in Encountering Development: The Making and Unmaking of the Third World. Escobar articulates much of the radical critique of globalization and its effects on poor people that lies at the core of the worldview expressed by the anarchist movement Graeber describes.  Escobar's position is strongly anti-neoliberal, taking issue with foundational development ideas about growth and the general beneficence of markets. He too favors a view of the future in which people exercise continuing control over the processes that affect them. And he too likes a future built around fairly autonomous communities, cooperatives, and non-market institutions.

Also resonant are new ideas about deliberative and participatory democracy being developed by Archon Fung and Erik Olin Wright under the rubric of "empowered deliberative democracy"-- for example, in Deepening Democracy. Here is a representative statement of their view of the challenge facing existing democracies:
As the tasks of the state have become more complex and the size of polities larger and more heterogeneous, the institutional forms of liberal democracy developed in the nineteenth century—representative democracy plus techno-bureaucratic administration—seem increasingly ill suited to the novel problems we face in the twenty-first century. “Democracy” as a way of organizing the state has come to be narrowly identified with territorially based competitive elections of political leadership for legislative and executive offices. Yet, increasingly, this mechanism of political representation seems ineffective in accomplishing the central ideals of democratic politics: facilitating active political involvement of the citizenry, forging political consensus through dialogue, devising and impleenting public policies that ground a productive economy and healthy society, and, in more radical egalitarian versions of the democratic ideal, ensuring that all citizens benefit from the nation's wealth. (3)
There are quite a few political values and perceptions embodied in the Direct Action movement that many progressive people can relate to. It isn't surprising that OWS has caught the attention of many young people. But are the mini-movements of activists that Graeber describes really a potential solution to the conundrum mentioned above? Can we get to a more just world through this kind of activism? Seattle and Quebec can claim some successes in achieving negative goals -- discrediting the IMF, challenging the World Bank, exposing a latent violence in democratic societies through excessive police force and brutality. And perhaps OWS will be successful in pushing back against over-greedy financial institutions.  This kind of effect can plausibly come about through spontaneous popular protest. And as Graeber makes clear, these large anarchist actions are organized and planned, even if they are collective and mass-based.

But this just delays the problem, because it doesn't give a basis for creating institutions and structures that really work from the point of view of social justice and participatory democracy.  The kinds of activism Graeber describes might be compared to an "immune system" for the periodic disorders of imperfect democracy: activists and their organizations (lymphocytes) swarm around important causes of distress (infections, inflammation), provoking repair responses within the society. But the movement doesn't contribute to the basic metabolism of society and politics. "Direct Action" isn't really a prescription for organizing society in its routine work; the approval of food and drug safety, the plans that states make for energy production, the creation and maintenance of social safety nets. The voice of the people can demand these protections. But then we need institutions that actually do the work. And the funny suits of Ya Basta! and spokescouncils don't fill the bill for this task.  In the end, I am more attracted to the kind of work begun by Fung and Wright, which is aimed at creating sustainable institutions of participatory democracy.

Rawls's framework for global justice

Rawls's A Theory of Justice was immediately received as a major and progressive contribution to the theory of justice within existing societies. His Law of Peoples (1999) was intended to carry his basic ideas about justice to the international realm.  (Here is a PDF of a preliminary version of the title essay of the book as published in Critical Inquiry in 1993.) Here is how he defined the goal of a law of peoples in 1993:
The law of peoples ... is a family of political concepts along with principles of right justice, and the common good that specify the content of a liberal conception of justice worked up to extend to and apply to international law. It provides the concepts and principles by reference to which that law is to be judged. (43)
In contrast to the reception A Theory of Justice received, his work on the international part of the theory has not had much influence, and was roundly criticized for being too accepting of international inequalities.   Philip Pettit put the point this way in his contribution to Rex Martin and David Reidy's Rawls's Law of Peoples: A Realistic Utopia:
John Rawls's work on the law of peoples is notorious for its anti-cosmopolitan stance: roughly, its insistence that those of us in well-ordered societies do not owe to the members of other societies the sort of justice we owe to one another. (38)
This is exactly the critique that Philippe van Parijs offered to Rawls prior to publication of the book (link).

Given that Rawls's intuitions seem to have been solidly progressive in other spheres, it is worth considering why he took this very limited view of the obligations of justice in the global context. Why did he begin with the perspective of peoples rather than persons?  (Here I'll make use of the 1993 statements of the view.)

A number of the critics put their cases in terms of Rawls's anti-cosmopolitanism.  "Cosmopolitanism" is the view that we are all citizens of the world, and we have positive moral relationships with each other no matter what nation issues our passports.  No one would deny that everyone has some kinds of moral relationships to everyone else -- for example, the obligation not to impose harm on innocent people.  But cosmopolitanism extends to the idea of positive obligations -- the obligation to render assistance as well as the obligation to refrain from gratuitous harm.  The contrary to cosmopolitanism might be called "nationalism", but this implies assumptions that Rawls would presumably not have accepted.  So let's call it "bounded people-ism": the claims of justice that a person has against other persons extend only to other members of his/her people and government.

One deep reason for the direction that Rawls took was the assumption he made about how to make use of the original position and the veil of ignorance in arriving at principles of international justice.  If this framework involved all human beings, then the results would have been very similar to the argument made in the case of a well-ordered society: inequalities need to be the least system possible consistent with maximizing the position of the least-well-off stratum of society.  However, Rawls chose instead to include "peoples" rather than "persons" in the argument from the original position in the case of international justice. What is a people?
By peoples I mean persons and their dependents seen as a corporate body and as organized by their political institutions, which establish the powers of government. In democratic societies persons will be citizens; in hierarchical and other societies they will be members. (41)
And he directly addresses the question of why it should be peoples rather than persons whose perspectives are represented in the original position for international justice:
Wouldn't it be better to start with the world as a whole, with a global original position, so to speak, and discuss the question whether, and in what form, there should be states, or peoples, at all? ... I think there is no clear initial answer to this question. We should try various alternatives and weigh their pluses and minuses. Since in working out justice as fairness I begin with domestic society, I shall continue from there as if what has been done so far is more or less sound. So I simply build on the steps taken until now, as this seems to provide a suitable starting point for the extension to the law of peoples. A further reason for proceeding thus is that peoples as corporate bodies organized by their governments now exist in some form all over the world. (42-43)
So his reasons for beginning with this premise are, first, we have to start somewhere and there isn't a philosophically compelling reason to favor persons over peoples in this setting; and second, peoples (and states) exist as actors in the world, so it is feasible to begin the analysis at this level. This way of formulating the original position is designed to establish fair terms of interaction between societies -- or in other words,
... fair conditions under which the parties, this time as representatives of societies well ordered by liberal conceptions of justice, are to specify the laws of peoples and the fair terms of their cooperation. (45)
This formulation, of course, immediately precludes certain questions, including all questions of difference in outcomes for the least-well-off in the various societies.  The fact that the LWO in country X are worse off than the LWO in country Y cannot be a factor in this deliberation, and therefore there cannot emerge a positive obligation to transfer resources from society Y to X to ameliorate this difference.

Here are the principles that Rawls arrives at through this construction:
  1. Peoples (as organized by their governments) are free and independent, and their freedom and independence is to be respected by other peoples.
  2. Peoples are equal and parties to their own agreements.
  3. Peoples have the right of self-defense but no right to war.
  4. Peoples are to observe a duty of nonintervention.
  5. Peoples are to observe treaties and undertakings.
  6. Peoples are to observe certain specified restrictions on the conduct of war (assumed to be in self-defense).
  7. Peoples are to honor human rights. (46)
In the final version of the argument in 1997 he adds a final principle:
8. Peoples have a duty to assist other peoples living under unfavorable conditions that prevent their having a just or decent political and social regime.
Later in 1993 he comments on the idea of a human right:
Human rights have, then, these three roles:
1. Their being fulfilled is a necessary condition of a regime's legitimacy and of the decency of its legal order.
2. Their fulfillment is also sufficient to exclude justified and forceful intervention by other peoples, say by economic sanctions or, in grave cases, by military force.
3. "They set a moral limit to pluralism" among peoples. (59)
Several things are evident from these lists.  First, the obligations represented here are indeed minimalist; basically, they are limitations on the use of coercive means by peoples (states) to achieve their ends.  Even the 8th principle added in the 1997 version creates an obligation only to assist other peoples in achieving a just political regime.  Second, there are no requirements of distributive justice in this list of principles.  Each society has internal requirements of distributive justice; but there is no inter-society requirement of distributive justice.  The fact that there are large inequalities of resources between countries is not a basis for a claim of injustice, according to these principles.

This framework has been strongly criticized by philosophers and others who found that it was far too accepting of global inequalities.  Alan Buchanan focuses on the global inequality part of the story in his 2000 contribution in Ethics. Buchanan holds that even representatives of peoples would not have overlooked the significant inequalities imposed on peoples by the global economic system.  He maintains that the original position concerned with international justice would have to take into account two important facts:
There is a global basic structure, which, like the domestic basic structure, is an important subject of justice because it has profound and enduring effects on the prospects of individuals and groups, including peoples in Rawls's sense.
The populations of states are not "peoples" in Rawls's sense and are not likely to become so without massive, unjustifiable coercion, but rather are often conflicting collections of "peoples" and other groups. (700-1) 
The first fact, if recognized, would ensure that the international original position would necessarily take into account the inequalities created by this system for different peoples.  He also believes that the second fact raises salient issues for the international original position.  Essentially the issue here is this: what happens when the multiple peoples of a single state come into conflict? By making the assumptions that "peoples within unified states" are the agents within the international original position, Rawls makes it impossible to arrive at principles of international justice that would specify just behavior in the face of civil war or secessionist movements. This approach makes it impossible to address intrastate conflict.

Tom Pogge extends his own critique of Rawls's position on international distributive justice in a Fordham Law Review article (link) (also included in Martin and Reidy's Rawls's Law of Peoples: A Realistic Utopia).  Fundamentally, Pogge is highly critical of Rawls's failure to arrive at an international theory of justice that provides a basis for critique of global inequalities. In this piece he argues that Rawls's two theories are in fact inconsistent with each other.

As indicated above, much of this body of criticism has to do with the view that Rawls's Law of Peoples creates only the most limited obligations across peoples.  His view is not "cosmopolitan".  But a more fundamental criticism, which Buchanan hints at, is that there is a major strand of injustice embedded within the world system that is wholly invisible within Rawls's formulation of the law of peoples.  This is the fact that global institutions may create systematically imbalanced economic relations among states, with the result that some states are in a position to take unfair advantage of other states. This is a form of injustice that would not be accepted within the terms of a domestic society. But there is no basis within the framework of the law of peoples to identify and criticize these types of injustices.

These criticisms are surely correct.  As a theory of global justice, the Law of Peoples doesn't begin to provide enough of a normative basis to arrive at sound judgments about international arrangements.  I began by asking how it came to pass that Rawls presented such a limited theory of international justice. The best answer I can offer is that he was focusing on the wrong issues.  He focused on issues of war and interstate violence, and he did not sufficiently bring into his view the empirical realities associated with a highly unequal world economic structure.  And this is puzzling, since questions of global inequalities -- of resources, of power, and of self-determination -- were certainly widely debated at Harvard in the 1970s and 1980s while Rawls's thinking on this subject was developing.

Sen on well-being


In 1985 Amartya Sen published a very short book entitled Commodities and Capabilities. The book was reissued by Oxford after Sen received his Nobel Prize in Economic Sciences.

The topic is at the core of Sen's economic and philosophical work. Most basically, he is asking Aristotle's question -- what is happiness? -- and is putting forward an answer that combines analysis of economic behavior with philosophical analysis of action and purpose in human life. Economists from Mill to Samuelson sought to understand economic choices in terms of subjective utilities and unanalyzed sets of preferences. A consistent theme was that economics can't be concerned with the content or validity of the individual's utility function or preference ordering. Rather, economics is about the rules by which rational agents design their actions to maximize utility or preference satisfaction. Economic rationality has to do with the choice of means, not ends.

This approach to action also unfolded into the formal theory of social choice. Given that citizens have a set of preferences about social outcomes, what rational procedures can be designed to aggregate these preferences into a single coherent social choice preference ordering.  Essentially the underlying idea is that the social good is secured when we succeed in aggregating citizens' preferences onto a single social preference ranking.  And this is where Kenneth Arrow's famous impossibility theorem comes in: given a small set of reasonable constraints on social choice, there is no social choice procedure that is both complete and transitive (Social Choice and Individual Values, Second edition). Sen's first major book (1970) gave a different formal exposition to this set of arguments (Collective choice and social welfare).

One of Sen's most fundamental contributions in economics is to question the theory of subjective utility and revealed preference. He thinks that we can give a substantive, not formal, account of wellbeing that permits us to analyze the individual's behavior and choices in a more meaningful way.  He writes here:
It is fair to say that formal economics has not been very interested in the plurality of focus in judging a person's states and interests. In fact, often enough the very richness of the subject matter has been seen as an embarrassment. There is a powerful tradition in economic analysis that tries to eschew the distinctions and make do with one simple measure of a person's interest and its fulfilment.  That measure is often called 'utility'. (1)
He wants to complicate the issue by drawing distinctions -- that is, by breaking down the austere abstractions about choice that are most comfortable to the economists:
I would distinguish broadly between two ways of seeing a person's interests and their fulfilment, and I shall call them respectively 'well-being' and 'advantage'. 'Well-being' is concerned with a person's achievement: how 'well' is his or her 'being'? 'Advantage' refers to the real opportunities that the person has, especially compared with others. The opportunities are not judged only by the results achieved, and therefore not just by the level of well-being achieved. It is possible for a person to have genuine advantage and still to 'muff' them.  Or to sacrifice one's own well-being for other goals, and not to make full use of one's freedom to achieve a high level of well-being.  The notion of advantage deals with a person's real opportunities compared with others. The freedom to achieve well-being is closer to the notion of advantage than well-being itself. (3)
This discussion announces his important distinction between capabilities and functionings; functionings are the realized form that capabilities take when they are fully cultivated.  "A functioning is an achievement of a person: what he or she manages to do or to be" (7).  It is worth noticing that the idea of freedom comes into this formulation in a fundamental way -- fifteen years before freedom becomes central to his thinking about the good of economic development in Development as Freedom.

Sen's argument next moves into another topic that has been characteristic of his thinking throughout his career, the relationship between two or three central components of "satisfaction" or "well-being".  There is subjective satisfaction -- the degree to which the individual has accomplished a large portion of his/her preferences.  There is the role of commodities and material things in the composition of individual satisfaction -- the bundle of stuff that the individual can call upon in attempting to satisfy basic needs and desires, from grain and clean water to iPads and access to the Internet.  And there is the "fit" between the individual's material circumstances and his/her ability to fulfill capabilities and complete an autonomous plan of life.

The key idea expressed in this monograph and subsequently in Sen's work is that well-being is the aggregation of the individual's collection of functionings.  "It is possible to argue that the well-being of a person is best seen as an index of the person's functionings" (17).
On what does the claim of functionings to reflect well-being rest? Basically, the claim builds on the straightforward fact that how well a person is must be a matter of what kind of life he or she is living, and what the person is succeeding in 'doing' or 'being'. (19)
And Sen thinks about this formulation in formal terms: the person's functionings are represented as a vector of qualitatively distinct characteristics, and one of the central problems is to assign relative values to the components of the package.
The primary specification of a person's well-being is in terms of a functioning vector bi. It can be converted into a scalar measure of well-being only through a real-valued 'valuation function' vi(.), mapping functioning vectors into numerical representations of well-being. (33)
Sen's approach is appealing largely because it replaces "utility" with a more granular conception of "functionings".  This permits more concrete discussion of the individual's life activities and, as Sen argues here, a better way of assessing his/her overall well-being.

What has turned out to be enormously important in Sen's framework of capabilities and functionings is its relevance to the topic of economic development.  We want economic development to lead to an overall improvement in human happiness.  But how should such a goal be assessed and measured?  By offering a concrete theory of functionings, Sen lays a basis for attempting to empirically measure changes in functionings over time.  Literacy, for example, is an important functioning for the human being.  Extremely poor societies invest very little in formal education, and literacy in the population is low.  We can make a very concrete argument that a given strategy of development is improving human well-being if we can demonstrate that it is leading to a higher level of attainment of literacy.  Health itself is a complex functioning for the human being; here too, it is possible to measure progress in health achievements in different societies.  So the functionings approach provides a concrete way of trying to assess progress in economic development processes.  The approach is a great improvement over the "average GDP" approach, since Sen demonstrates in numerous places that average income implies something about access to commodities, but it has only a weak connection to the functionings that the population is able to realize.

The Human Development Index championed by the United Nations Development Programme takes advantage of this insight.  HDI includes three measures: life expectancy, literacy, and per capita GDP (link).  And a very powerful argument can be made that societies that make the most progress in improving their HDI levels have made more progress in improving human well-being than those that increase GDP but fail to improve factors like literacy and health.  It will not surprise the reader to learn that Sen's writings and advocacy played a crucial role in the design of the HDI.
