Social sciences and the Civil Rights movement


The American Civil Rights movement was (and is) a complex, extended series of events, actions, and interactions in the United States between roughly 1950 and 1970.  (It of course has roots that extend backwards in time through the Civil War and centuries of slavery, and it has consequences that reverberate in American society to the present day.)  There are a variety of causes we can point to as explanations of various important events -- the Montgomery bus boycott, the Voting Rights Act, the murder of Emmett Till. And there are signal individuals whose actions played pivotal roles in the period -- Orval Faubus, Stokely Carmichael, Lyndon Baines Johnson, Martin Luther King, Jr. So telling this story requires a complex blend of narrative organization, inferences about personal motives, and reconstruction of existing social relations and structures in various places in the country.  It is perhaps significant that many of the histories of this movement have chosen to focus their stories around the biographies and careers of significant individuals -- for example, Taylor Branch's biography of Martin Luther King, Jr. (Parting the Waters : America in the King Years 1954-63).

My question here is a limited one: what role can the social sciences play in constructing a history of the Civil Rights movement that contributes to better explanations and better understanding of the period?

Here are several areas of research in the social sciences that seem to be especially valuable for interpreting the history of the Civil Rights struggle in the United States.

Doug McAdam's Political Process and the Development of Black Insurgency, 1930-1970, 2nd Edition is an outstanding example of the results of research that have proceeded from the point of view of the methods and theories of sociology. McAdam works within the framework of the sociology of social movements, and his key question is this: what factors encouraged or inhibited social mobilization of the victims of segregation in the 1950s and 1960s?  He offers a "political process" theory of social mobilization:
I will argue that the emergence of widespread protest activity is the result of a combination of expanding political opportunities and indigenous organization, as mediated through a crucial process of collective attribution. Over time, these same factors continue to shape the development of insurgency in consort with one additional factor: the shifting social-control response of other groups to the movement. (2)
McAdam doesn't proceed in a hypothetico-deductive way, assuming that a theory will permit the researcher to deduce the twists and turns of the history. Rather, he looks at resource-mobilization theory as a reasonably well-grounded account of causal factors that underlie mobilizations of groups in response to their grievances, and he looks to identify the historical conditions that were present that can be teased out as important historical causes of the growth of the movement.  In language he eventually develops further with Tarrow and Tilly, he identifies causal mechanisms that either inhibited or accelerated mobilization (Dynamics of Contention).

Quantitative sociologists have made a different kind of contribution to our understanding of various aspects of racial politics in the United States.  One very good example is the work of Douglas Massey, who has provided throughout a long career a careful quantitative assessment of racial inequality and segregation.  Massey and Denton's American Apartheid: Segregation and the Making of the Underclass  (1993) is a key contribution, as well as Massey's later Categorically Unequal: The American Stratification System (link). This work is important because it helps to provide a better understanding of the structure of racial inequality in the United States -- the structural conditions within which collective efforts for oppression and emancipation played out.  More descriptive approaches to the situation of race in the post-war period have proven useful as well -- for example, Gunnar Myrdal's An American Dilemma: The Negro Problem and Modern Democracy Volume 1.

Comparative sociologists also have important contributions to make in the study of the Jim Crow period and the Civil Rights movement.  These researchers have often highlighted the key role played by power and exploitation in many social orders, and the ways in which rulers and ruled have sought to improve their situations within the context of those social relations.  Michael Mann's writings stand out here, and particularly his study of ethnic cleansing within contemporary societies in The Dark Side of Democracy: Explaining Ethnic Cleansing. Mann's analysis of Bosnia and other recent examples provides a model for seeking to delineate and explain the strategic and collective behaviors of people on both sides of the Jim Crow line. And he offers a good example of the ways in which it is possible to combine large structural factors (segregation, exploitation) with local-level behavioral factors (resistance, mobilization).

Another important area of the social sciences that is relevant to explanation and interpretation of the Civil Rights movement is social psychology.  This is the individual side of the study of collective behavior: what motivates people to act as they do in a racialized or unequal society? How do participants in such a society frame the social relations they perceive around themselves? Is there a psychology of domination and resistance that is socially imbued in members of a given society? Measuring racial attitudes and dispositions to behavior is one aspect of this field of study -- for example, as summarized in work by Dambrun, Villate, and Richetan here. But social psychologists have also given very fruitful attention to the ways in which racial attitudes and schemata are reproduced in young people -- the more developmental side of racial thinking. And some social psychologists like Elizabeth Cole have emphasized the idea of "intersectionality" as a way of understanding people's political and social identities (link). (There is a good discussion of this approach in Michele Tracy Berger and Kathleen Guidroz, eds., The Intersectional Approach: Transforming the Academy through Race, Class, and Gender.)

This work is important for historians because it provides a more nuanced and empirically grounded set of theories about motivation and identity when it comes to contested social relations like race and gender.  This means that the historian has more ability to interpret the behavior of the participants who emerge in the historical record and whose behavior is sometimes surprising. The concept of intersectionality is particularly useful; since African American women had identities that were both racial and gendered, it is less surprising to find that their behavior did not always correspond to a simple script.

Another area of social science research that is relevant to understanding the Civil Rights era is political science.  Civil Rights struggles generally originated in particular places; but they were often aimed at legislation and constitutional interpretation. So it is valuable to have some research on the institutions and processes of the Congress, the Presidency, and the Supreme Court (as well as state government) in order to be able to piece together the complicated back-and-forth between mobilization and legislation. Abigail Thernstrom's Whose Votes Count?: Affirmative Action and Minority Voting Rights provides some of this analysis with respect the the Voting Rights Act of 1965. John Griffin and Brian Newman's Minority Report: Evaluating Political Equality in America is a representative study of the role of race in electoral politics. Dennis Chong's Collective Action and the Civil Rights Movement is a rational-choice analysis of collective action in the Civil Rights movement.

What these areas of research seem to have in common is that they shed light on some of the mechanisms that may have been in play during the complex history of the Civil Rights movement. Some of these mechanisms are at the local population level -- the factors that allowed Montgomery's African American population to sustain a successful bus boycott. Others are at the individual level -- the features of identity and motivation that were present in white and black participants. And yet others are couched at a higher level of organization -- the mechanisms of the Congress and Supreme Court, the economic effects of segregation. None of these authors imply that we can replace detailed historical research with theoretical social science applications. But they do support the idea that the findings of the social sciences can shed light on social mechanisms and processes that are not necessarily perfectly evident in the historical sequences under study, and they support the idea that historians can gain a lot by immersing themselves in these adjacent areas of social-science research.

Sociologists on race


It is apparent that society in the United States is racialized in deep ways that greatly disadvantage the African-American population in the country, from health to longevity to education level to income and wealth levels. The disparities in all these areas of life are well documented (for example, here). Moreover, they seem to be more durable and intractable than those that exist for other ethnic and national minorities in the US.

It is crucial that the social and behavioral sciences do a better job of diagnosing the dynamics and the structural realities of race in the United States.  If we are to reverse these patterns of injustice, we need to understand better how they work.

One key mechanism producing these racial disparities is the continuing fact of residential segregation by race. Elizabeth Anderson, a highly accomplished philosopher at the University of Michigan makes this argument and its consequences very clearly in The Imperative of Integration.  Here is her central finding (summarizing a great volume of social science research):
Segregation of social groups is a principal cause of group inequality. It isolates disadvantaged groups from access to public and private resources, from sources of human and cultural capital, and from the social networks that govern access to jobs, business connections, and political influence. It depresses their ability to accumulate wealth and gain access to credit. It reinforces stigmatizing stereotypes about the disadvantaged and thus causes discrimination. (2)
And here is how Anderson summarizes her conclusions:
I have argued that integration is an indispensable goal in a society characterized by categorical inequality.  It is necessary to block and dismantle the mechanisms that perpetuate unjust social inequality, and to realize the promise of a democratic state that is equally responsive and accountable to citizens of all identities. (180)
Two areas of the social sciences pay particular attention to race in society. One is social psychology, where experts like Claude Steele and many others engage in theoretical and empirical work investigating how people think and act with respect to racial features of the social environment. Steele's studies of stereotype threat are an important example here (Whistling Vivaldi: How Stereotypes Affect Us and What We Can Do).

But it is sociologists who have given the most comprehensive studies of race in American society. And here it is crucial to observe that there are several fairly different paradigms of thought that have guided sociological thinking about race.

One tradition has tried to frame issues of race within a more general framework of ethnic and cultural groups. The Chicago School of sociology gave voice to this approach, including especially Robert Ezra Park (Race and culture). The idea here is that groups enter society, they struggle for a while, and they eventually assimilate to positions of approximate equality in a complex and open society. The paradigm draws on the experience of various immigrant groups in American history. Distinct ethnic and cultural groups are a fact of life, and the goal of policy should be to find ways of cultivating harmonious relations among them. This is the "race relations" paradigm.

Stephen Steinberg argues in Race Relations: A Critique that this tradition started us off on the wrong foot and has made it more difficult to discover the social realities of the race system in the United States:
While the term "race relations" is meant to convey value neutrality, on closer examination it is riddled with value. Indeed, its rhetorical function is to obfuscate the true nature of "race relations," which is a system of racial domination and exploitation based on violence, resulting in the suppression and dehumanization of an entire people over centuries of American history. (kindle location 203)
Another important paradigm of race theory begins in a very different place. It emphasizes the inequalities of power and opportunity between majority society and the African-American population over time and it highlights the power relations through which these inequalities have been maintained from slavery through Jim Crow laws into the modern system. Robert Blauner's Racial Oppression in America offered an important instance of this approach in 1972. This perspective emphasizes the violence and domination that has been the face of the US racial system between white and black citizens. This we can call the "racial domination" paradigm.

The first paradigm fails to pay enough attention to the coercive aspects of the race system in the United States and tends to be "accomodationist". The second framework emphasizes the role that violence and oppression played (and play) in the subordination of African-American people in many important social structures.  Both frameworks pay attention to the role that prejudice and overt discrimination play in the racial disparities we currently observe, but the second paradigm gives greater attention to domination and a structure of systemic exclusion that is part of the history of race in the United States.  Michelle Alexander's recent The New Jim Crow is a very good contribution to the second perspective.

An important effort to make a new beginning within sociology on understanding race in the United States has been offered by Michael Omi and Howard Winant in their presentation of racial formation theory in Racial Formation in the United States: From the 1960s to the 1990s.  Winant summarizes much of this new thinking in a review article, "Race and Race Theory," published in Annual Review of Sociology in 2000.  Here is the text of the article that is posted on Winant's research webpage.

History and contemporary social realities require that we come to grips with race more honestly than we have in most of our past in the United States. This in turn mandates that we honestly confront the permanent ongoing costs that racialized social structures, including segregation, have imposed on African Americans in the US. We need to have an intellectual framework and narrative that honestly faces these facts, and we need to resolve to correct these injustices within a reasonable period of time.

John Stuart Mill as a social science founder


John Stuart Mill was Britain's leading thinker when it came to issues having to do with logic and scientific knowledge in the mid-nineteenth century. His System of Logic was first published in 1843 and was reprinted in numerous editions, and it constituted a comprehensive treatment of scientific knowledge and inference within the empiricist tradition. The book devoted an entire section to the logic of what Mill referred to as the "moral sciences" (Book VI, published separately as The Logic of the Moral Sciences). He defined the moral sciences as those areas of study having to do with human dispositions, character, and action, extending from psychology to social science. The conception of social science knowledge that he presents has had a deep impact on subsequent thinking about "scientific" social analysis and is worth examining again. Mill developed a general vision of science that was derived from the best current examples of progress in the natural sciences, and he then applied this vision to the effort to understand human and social phenomena scientifically. Putting his vision simply, science consists of the discovery of general causal laws based on systematic empirical observation. It lays the framework for a positivist conception of social science, and it prepares a charge of "Not scientific!" to social scientists who deviate from these central positivist tenets.

The social sciences barely existed in 1843; so it is intriguing to see how Mill thought about the task of creating a social science. For one thing, he had virtually no good examples to work with; political economy was just about the only significant piece of rigorous social analysis that existed. The topics considered by modern sociology were only beginning to gain rigorous attention, and political science took the form of analysis of the interests and policies of specific nation states. Mill was very much interested in the work of Auguste Comte -- the thinker who introduced both "sociology" and "positivism" into the philosophical lexicon, and Mill wrote a critical essay about Comte's philosophy in 1865 (Auguste Comte & Positivism). But Comte's writings did not provide good examples of detailed empirical study of social phenomena. One of Comte's central goals was to discover laws of development for civilizations -- a far cry from the way we would define the focus of sociology today. Here is a summary definition of the science of society that Mill offers:
Next after the science of individual man comes the science of man in society--of the actions of collective masses of mankind, and the various phenomena which constitute social life. (Book VI, chap. VI, sect. 1)
In several earlier postings I've referred to the important role that philosophical ideas played in defining the aims and goals of the social sciences. Mill's writings certainly fall in the category of foundational, guiding ideas. So let's see what guiding ideas are expressed in the System of Logic for the social sciences.

Prediction. Mill opens his discussion of the social sciences by quoting a passage from Condorcet with evident approval on the role of prediction in the sciences and history. Condorcet draws an explicit parallel between the predictive capacity of some of the natural sciences (e.g. astronomy) and the development of history; if history is made by men, then we should be able to learn the laws of behavior and use them to predict history (Book VI). This captures Mill's conception of social science: social developments are the result of individual actions and behaviors; individual actions are subject to laws that can be discovered in psychology and ethology (the science of human development); and therefore, in principle, historical outcomes are governed by these laws as well. So the goal of the social sciences is to discover the laws of behavior that permit us to predict behavior and social outcomes.

Laws and regularities. Mill firmly believed that science involves the discovery of laws and regularities. A body of observations that lacks organizing regularities cannot be considered to be a science. So for Mill, social science research too must involve the discovery of laws of social behavior and social dynamics. "Are the actions of human beings, like all other natural events, subject to invariable laws? Does that constancy of causation, which is the foundation of every scientific theory of successive phenomena, really obtain among them?" (Book VI, chap. I, sect. 2) Mill's answer, ultimately, is affirmative: there are such laws of individual behavior and choice. In reflecting on the status of weather phenomena he writes:
Yet no one doubts that the phenomena depend on laws, and that these must be derivative laws resulting from known ultimate laws, those of heat, electricity, vaporization, and elastic fluids. (Book VI, chap. III, sect. 1)
He distinguishes between exact sciences (where a few general laws govern virtually all variation) and inexact sciences (where we need both fundamental laws and secondary influences in order to explain observed behavior). His example of an inexact science is tidology.
By combining, however, the exact laws of the greater causes, and of such of the minor ones as are sufficiently known, with such empirical laws or such approximate generalizations respecting the miscellaneous variations as can be obtained by specific observation, we can lay down general propositions which will be true in the main, and on which, with allowance for the degree of their probable inaccuracy, we may safely ground our expectations and our conduct. (Book VI, chap. III, sect. 1)
And this model seems to capture his entire conception of scientific understanding: we understand a phenomenon when we have identified the primary causes that bring it about (and the laws that correspond to these); and the secondary influences that disturb or modify the workings of the primary causes (with their laws as well).
The science of human nature is of this description. It falls far short of the standard of exactness now realized in Astronomy; but there is no reason that it should not be as much a science as Tidology is, or as Astronomy was when its calculations had only mastered the main phenomena, but not the perturbations.... (Book VI, chap. III, sect. 2)
The subject, then, of Psychology is the uniformities of succession, the laws, whether ultimate or derivative, according to which one mental state succeeds another, is caused by, or at least, is caused to follow, another. (Book VI, chap. IV, sect. 3)
So Mill believes that a science of behavior is possible, issuing in a set of regularities of behavior. And he believes that we can also arrive at a science of development, which he refers to as "ethology"; this is a description of the ways in which circumstances influence individual character. Ethology too issues in laws and regularities, according to Mill.
A science is thus formed, to which I would propose to give the name of Ethology, or the Science of Character, from ἦθος, a word more nearly corresponding to the term "character" as I here use it, than any other word in the same language. (Book VI, chap. V, sect. 4)
This leads to a general conception of how social change works:
All phenomena of society are phenomena of human nature, generated by the action of outward circumstances upon masses of human beings; and if, therefore, the phenomena of human thought, feeling, and action are subject to fixed laws, the phenomena of society can not but conform to fixed laws. (Book VI, chap. VI, sect. 2)
Methodological individualism. So laws govern individual actions. What about social phenomena? Mill sees social phenomena as the combination of multiple individual actions. And he believes that it is self-evident that the laws of the compound derive from the workings of the laws of the parts.
The laws of the phenomena of society are, and can be, nothing but the laws of the actions and passions of human beings united together in the social state. Men, however, in a state of society are still men; their actions and passions are obedient to the laws of individual human nature. Men are not, when brought together, converted into another kind of substance. (Book VI, chap. VII, sect. 1)
So social laws and regularities ought to be explained on the basis of individual-level laws and regularities. This is a pretty clear statement of the principle of methodological individualism.

Parallel to the assumption of methodological individualism is a strong inclination on Mill's part towards the idea of inter-theoretic reduction: the laws of the compound should be reducible to the action of the laws of the composing entities. So social laws should be reducible to laws of psychology, combined with factual descriptions of the particular circumstances that surround given societies.

Methods of agreement and difference. Quite a bit of attention has been directed to Mill's methods of agreement and difference within the field of comparative historical sociology. It is startling, therefore, to realize that Mill himself felt that these families of methods were not relevant or applicable to social phenomena. Appeal to these methods in the social sciences, Mill maintains, is to succumb to the fallacy of the "chemical or experimental method" in the social sciences (Book VI, chap. VII, sect. 1). The problem is that the conditions for the application of these methods are impossibly stringent when we come to consideration of the causes of complex social events like revolutions or civil wars. There are always innumerable differences between the cases; so the methods of difference and similarity cannot direct us to the unique differentiating causes.
The Method of Difference in either of its forms being thus completely out of the question, there remains the Method of Agreement. But we are already aware of how little value this method is, in cases admitting Plurality of Causes; and social phenomena are those in which the plurality prevails in the utmost possible extent. (Book VI, chap. VII, sect. 4)
Mill offers an alternative preferred method, the deductive method. "However complex the phenomena, all their sequences and co-existences result from the laws of the separate elements" (Book VI, chap. IX, sect. 1). The deductive method involves identifying these separate elements; discovering their fundamental properties and regularities; and deducing the interactions that occur among them to produce the complex outcome.
The Social Science, therefore (which, by a convenient barbarism, has been termed Sociology), is a deductive science; not, indeed, after the model of geometry, but after that of the more complex physical sciences. It infers the law of each effect from the laws of causation on which that effect depends; not, however, from the law merely of one cause, as in the geometrical method but by considering all the causes which conjunctly influence the effect, and compounding their laws with one another. (Book VI, chap. IX, sect. 1)
The plurality of causes that is explicit in the deductive method leads Mill to qualify the scope of prediction that is possible in the social sciences. Because it is not possible to precisely determine the joint effect of multiple causes, predictions are generally approximate rather than exact.
It is evident, in the first place, that Sociology, considered as a system of deductions a priori, can not be a science of positive predictions, but only of tendencies. We may be able to conclude, from the laws of human nature applied to the circumstances of a given state of society, that a particular cause will operate in a certain manner unless counteracted; but we can never be assured to what extent or amount it will so operate, or affirm with certainty that it will not be counteracted. (Book VI, chap. IX, sect. 2)

The aim of sociology. Mill believes that the most fundamental aim of sociology is to derive a set of governing laws for the whole of society from the laws of individual action and ethology, and to permit the scientist to explain the particular features of the total state of society. He describes the "state of society" in these terms:
In order to conceive correctly the scope of this general science, and distinguish it from the subordinate departments of sociological speculation, it is necessary to fix the ideas attached to the phrase, "A State of Society." What is called a state of society, is the simultaneous state of all the greater social facts or phenomena. Such are: the degree of knowledge, and of intellectual and moral culture, existing in the community, and in every class of it; the state of industry, of wealth and its distribution; the habitual occupations of the community; their division into classes, and the relations of those classes to one another; the common beliefs which they entertain on all the subjects most important to mankind, and the degree of assurance with which those beliefs are held; their tastes, and the character and degree of their aesthetic development; their form of government, and the more important of their laws and customs. (Book VI, chap. X, sect. 2)
This sounds pretty much like what we might call "macro-sociology" -- an effort to describe and explain the large-scale features of a given society. So the goal of sociology is to discover laws of behavior at the individual level that permit deduction of the features of society in which these individuals live, given the current circumstances. Sociology should provide a theory providing an understanding of the broad sweep of history, the totality of human individual and social actions.
The doctrine which the preceding chapters were intended to enforce and elucidate--that the collective series of social phenomena, in other words the course of history, is subject to general laws, which philosophy may possibly detect--has been familiar for generations to the scientific thinkers of the Continent, and has for the last quarter of a century passed out of their peculiar domain, into that of newspaers and ordinary political discussion. (Book VI, chap. XI, sect. 1)
A sociological imagination? In spite of Mill's evident interest in the foundations of a science of society, he shows little evidence of possessing a lively sociological imagination. He does not seem to have paid much attention to the actual social processes and changes underway in Britain in the beginning of the nineteenth century. There is almost no description or comment concerning the social circumstances of nineteenth-century Britain -- subjects that were of great interest to Mill as a reformer. It is striking to compare his writings with those of Tocqueville, who observes and conceptualizes a wide range of concrete social activity and behavior. Mill remains on a highly abstract plane: are there social laws? How do social laws relate to individual laws? How does evidence support or undermine various social hypotheses? So here we find almost all the elements that came to define the framework of positivist social science: the doctrine of the unity of science, the insistence on the primacy of the discovery of laws and regularities, the doctrines of methodological individualism and reductionism, and the assumption that the natural sciences provide a regulative guide to the social sciences (naturalism). Mill's writings about the social sciences set the stage for the development of a positivist paradigm that impaired the disciplines from adopting the fluidity and pluralistic viewpoints that they would need.

The shortcomings of Mill's philosophy of social science derive from his most basic assumptions. He treats the creation of a science of society as primarily a methodological and epistemic problem; he takes it for granted that the "phenomena" of the social world are entirely analogous to the phenomena of the natural world. But this is an error of social ontology. Social phenomena are not relevantly analogous to natural phenomena. "States" are not like "metals", and social processes like contention are not like physical processes of mixing and heating. And if Mill had devoted more of his analytical intelligence to the problem of discovering, analyzing, and explaining the actual social phenomena of contemporary Britain, he might well have been drawn to a less positivist construction of sociology.

Wealth inequality



When we talk about inequality in the United States, we usually have a couple of different things in mind. We think immediately of income inequality. Inequalities of important life outcomes come to mind (health, housing, education), and, of course, we think of the inequalities of opportunity that are created by a group's social location (race, urban poverty, gender). But a fundamental form of inequality in our society is a factor that influences each of these: inequalities of wealth across social groups. Wealth refers to the ownership of property, tangible and intangible: for example, real estate, stocks and bonds, savings accounts, businesses, factories, mines, forests, and natural resources. Two facts are particularly important when it comes to wealth: first, that wealth is in general very unevenly distributed in the United States, and second, that there are very striking inequalities when we look at the average wealth of major social groups.

Edward Wolff has written quite a bit about the facts and causes of wealth inequality in the United States. A recent book, Top Heavy: The Increasing Inequality of Wealth in America and What Can Be Done About It, Second Edition, is particularly timely; also of interest is Assets for the Poor: The Benefits of Spreading Asset Ownership. Wolff summarizes his conclusion in these stark terms:
The gap between haves and have-nots is greater now--at the start of the twenty-first century--than at anytime since 1929. The sharp increase in inequality since the late 1970s has made wealth distribution in the United States more unequal than it is in what used to be perceived as the class-ridden societies of northwestern Europe. ... The number of households worth $1,000,000 or more grew by almost 60 percent; the number worth $10,000,000 or more almost quadrupled. (2-3)
The international comparison of wealth inequality is particularly interesting. Wolff provides a chart of the share of marketable wealth held by the top percentile in the UK, Sweden, and the US, from 1920 to 1992. The graph is striking. Sweden starts off in 1920 with 40% of wealth in the hands of the top one percent, and falls fairly steadily to just under 20% in 1992. UK starts at a staggering 60% (!) in the hands of the top 1 percent in 1920, and again, falls steadily to a 1992 level of just over 20%. The US shows a different pattern. It starts at 35% in 1920 (lowest of all three countries); then rises and falls slowly around the 30% level. The US then begins a downward trend in the mid-1960s, falling to a low of 20% in the 1970s; and then, during the Reagan years and following, the percent of wealth rises to roughly 35%. So we are roughly back to where we were in 1920 when it comes to wealth inequalities in the United States, by this measure.

Why does this kind of inequality matter? Partly because significant inequalities of wealth have important implications for such things as the relative political power of various groups; the opportunities that groups have within and across generations; and the relative security that various individuals and groups have when faced with economic adversity. People who own little or nothing have little to fall back on when they lose a job, face a serious illness, or move into retirement. People who have a lot of wealth, by contrast, are able to exercise a disproportionate amount of political influence; they are able to ensure that their children are well educated and well prepared for careers; and they have substantial buffers when times are hard.

Wolff offers a good summary of the empirical data about wealth inequalities in the United States. But we'd also like to know something about the mechanisms through which this concentration of wealth occurs. Several mechanisms come readily to mind. People who have wealth have an advantage in gathering the information necessary to increase their wealth; they have networks of other wealth holders who can improve their access to opportunities for wealth acquisition; they have advantages in gaining advanced professional and graduate training that increase their likelihood of assuming high positions in wealth-creating enterprises; and they can afford to include high-risk, high-gain strategies in their investment portfolios. So there is a fairly obvious sense in which wealth begets wealth.

But part of this system of inequality of wealth ownership in the United States has to do with something else: the workings of race. The National Urban League publishes an annual report on "The State of Black America." One of the measures that it tracks is the "wealth gap" -- the differential in home ownership between black and white adults. This gap continues to persist, and many leaders in the effort towards achieving equality of opportunity across racial groups point to this structural inequality as a key factor. Here is a very good study on home ownership trends for black and white adults done by George Masnick at the Joint Center for Housing Studies at Harvard (2001). The gap in the 1990s fluctuated around 28% -- so, for example, in 1988-1998 about 52% of blacks between 45 and 54 were home owners, whereas about 80% of non-Hispanic whites in this age group were homeowners (figure 5). Historical practices of mortgage discrimination against specific neighborhoods influence home ownership rates, as do other business practices associated with the workings of residential segregation. Some of these mechanisms are illustrated in Kevin Kruse and Thomas Sugrue's The New Suburban History, and Kevin Boyle's Arc of Justice: A Saga of Race, Civil Rights, and Murder in the Jazz Age provides an absorbing account of how challenging "home ownership" was for professional black families in Detroit in the 1920s.

So what are the remedies for the very high level of wealth inequality that is found in the United States? Wolff focuses on tax remedies, and certainly these need to be a part of the story. But remedying the social obstacles that exist for disadvantaged families to gain property -- most fundamentally, disadvantages that derive from the educational opportunities that are offered to children and young people in inner-city neighborhoods -- is crucial as well. It seems axiomatic that the greatest enhancement that can be offered to a young person is a good education; and this is true in the question of wealth acquisition no less than the acquisition of other socially desirable things.

Segregation in France

The mix of race, poverty, and urban space has created intractable social issues in many American cities in the past sixty years. Residential segregation creates a terrible fabric of self-reproducing inequalities between the segregated group and the larger society -- inequalities of education, health, employment, and culture. As intractable as this social system of segregation appears to be in the cities of the United States, it may be that the situation in France is even worse. Sociologist Didier Lapeyronnie is interviewed in a recent issue of the Nouvel Obs on the key findings of his recent book, Ghetto urbain: Segregation, violence, pauvrete en France aujourd'hui. The interview makes for absorbing reading.

Lapeyronnie is an expert on urban sociology, poverty, and immigration in France and a frequent observer of the rising urban crisis in France. (I'm deliberately evoking here the title of Tom Sugrue's book, The Origins of the Urban Crisis: Race and Inequality in Postwar Detroit.) Lapeyronnie's view is grim: the isolation and despair characteristic of French ghetto and banlieue communities are worsening year after year, and the French state's promises after the disturbances of 2005 have not been fulfilled. Unemployment, limited educational opportunities, and poverty create an environment in which young people have neither the resources nor the opportunities to improve their social position, and they are largely excluded from the larger French society.

Lapeyronnie offers several important observations. These ghettos are largely populated by immigrant communities -- first, second, or third-generation immigrants from North Africa and former French colonies. Racism is a crucial element in the development and evolution of these segregated spaces. As he puts it:
The ghetto is the product of two mechanisms: social and racial segregation and poverty, which enclose people in their neighborhoods, leading to the formation of a veritable counter-society with its own norms, its economy (what one calls the black economy), and even its own political system. ... Poor and segregated, feeling ostracized by the Republic and plunged into a veritable political vacuum, they have organized a counter-society which protects them even as they are disadvantaged in relation to the exterior world.
Lapeyronnie makes the point that the development of segregated ghettos is more advanced and more harmful in the smaller cities of France. He describes the situation in these smaller cities as creating an almost total barrier between the ghetto and the surrounding city -- an environment where the possibility of economic or social interaction has all but disappeared.

Lapeyronnie notes the role that gender plays in the segregation system. Women of the ghetto can move back and forth -- if they accept the "dominant norms" of dress and behavior. And this means the head scarf, in particular. In order to pass across the boundary of ghetto and city, women must adopt the dress of non-Muslim French society. But, as Lapeyronnie points out, this creates a deeply ambiguous position for women, because modest dress and head scarf are all but mandatory within the space of the ghetto. "The veil is interpreted as a sexual symbol, affirmation of a sexual solidarity with Muslim men. It often engenders hostility outside the ghetto while providing protection within the ghetto." "Here one finds one of the central explanations of the formation of the ghetto ... which is organized around the articulation of the race of the men and the sex of the women."

Another interesting sociological observation concerns the nature of the social networks within and without the ghetto. Lapeyronnie distinguishes between "strong network ties" (liens forts) and weak network ties (liens faibles), and he asserts that social relationships in the ghetto fall in the first category: everyone knows everyone. As a network diagram, this would result in a dense network in which every node is connected to every other node. But Lapeyronnie makes the point that weak networks are a source of strength and innovation in the larger society that is lacking in the ghetto; people can "network" to strangers through a series of connections. So opportunities are widely available -- finding a job by passing one's CV through a series of people, for example. "Strong networks protect people, they are like a cocoon ... But they are also a handicap and a weight on each person. Not only is the individual deprived of resources, but many people don't know a single person outside the neighborhood." Moreover, this strong network characteristic is very effective at enforcing a group morality (along the lines of Durkheim): "There is a morality and set of norms in the strong network: don't betray, be faithful to one's friends, stay together."

Lapeyronnie concludes the interview with these words:
When a population is placed in a situation of poverty and lives within racial segregation, it returns to very traditional definitions of social roles, notably the roles of family, and on a rigid and often bigoted morality. This is what permits building the strong network.
This is a pretty powerful analysis of the social transformations that are created by segregation, racism, isolation, and poverty -- and it doesn't bode well for social peace in France. Lapeyronnie is describing the development of an extensive "counter-society" that may be more and more important in coming years. The social networks and social relationships that Lapeyronnie describes are a potent basis for social mobilization and new social movements, and there don't seem to be many pathways towards social progress to which such movements might be directed.
